The goal for APTC stage three is: A more skilled, inclusive and productive workforce enhances Pacific prosperity. The supporting purpose is: The skills and attributes available to employers from Technical, Vocational Education and Training (TVET) systems align with labour market requirements. This goal and purpose are supported by the achievement of three end-of-program outcomes (EOPOs): a) Graduates have improved employment outcomes b) Co-investment in skills training increases c) Selected TVET partners demonstrate quality TVET provision. In stage three, APTC will transition from a technical college to a coalition with partner institutions, industry/enterprises, and the Governments of the Pacific working together to achieve sustainable country driven TVET reform under a Thinking and Working Politically approach. APTC will continue to focus on the delivery of high quality TVET training while becoming a leading force in skills creation and a highly successful example of sustainable development assistance, working with Pacific TVET training providers to develop their capacity to deliver qualifications and skill sets to an international standard across a range of demand driven industry sectors. The APTC has country offices established in Fiji, Vanuatu, PNG, Samoa and the Solomon Islands. The APTC supports TVET, industry, community and students from Pacific Island Forum Countries. The Country Offices are supported by a range of services provided from a regional office located in Suva, Fiji. The APTC is managed by TAFE Queensland on behalf of the Department of Foreign Affairs and Trade (DFAT) and staff are employed by TAFE Queensland. For more information about the APTC visit: About the Role The Training Delivery Innovation Manager will lead the development of innovative and flexible training approaches across the Pacific Region through the design, implementation and assessment of programs that increase and enhance the delivery and assessment of qualifications and skill sets for APTC and their partner institutes. The Training Delivery Innovation Manager will collaborate with the Vocational Training Managers to develop qualifications, skill sets, short courses and delivery models that are flexible, innovative, inclusive of online, blended and joint delivery ensuring all products are compliant to Australian Skills Quality Authority (ASQA) and Pacific National TVET Regulator Standards. 2 The Training Delivery Innovation Manager will support the Country Directors and Vocational Training Managers in business development activities of APTC that foster a culture of co-investment. The role will lead and manage a small team of specialist staff based in Fiji. Key Responsibilities and Duties Training Delivery Innovation 1. Lead change initiatives in the design, development and the implementation of e-learning, flexible and blended delivery, Recognition of Prior Learning (RPL) that support learner reach and retention and employer satisfaction. 2. In consultation with the Deputy Chief Executive Officer - Strategy and Effectiveness, design a suitable regional framework for the establishment of two learning pathway options for APTC students: the labour mobility (international) and domestic tracks. 3. Support Country Directors and Vocational Training Managers with partner institutes trainer capacity development activities. 4. Develop and implement the Recognition of Prior Learning (RPL) strategy and process. 5. Working with the Vocational Training Managers and Training Support Officer, implement the RPL process across APTC Country Offices and other training locations including industry. 6. Oversee the development of program content and resources that ensure good practice in training delivery, compliance and that are culturally relevant to a diverse learner cohort. 7. Review and refine the support services programs (Bridging, LLN, APTC to Work, and Welfare Services). 8. Working with the University of the South Pacific/Pacific TAFE and APTC information technology officers, create flexible on line learning infrastructure across the Pacific for vocational courses, staff professional development activities and foundation,work and employability skills programs. 9. Working with the Training Support Officer and the Gender Equity and Social Inclusion Officer, develop flexible delivery models and resources that enhance diversity, gender equity and social inclusion. Business Development Services 1. Lead the review of the APTC Commercialisation Policy and Annual Plan and prepare the business development strategy establishing key short and long term objectives. 2. Liaise with TAFE Queensland International to maintain effective communication and identify business opportunities and ensure effective implementation of shared commercial activities as required. 3. In conjunction with the Chief Operating Officer, review and approve service agreements, memoranda of understanding and partnership agreements outlining the scope of services, capability development activities and initiatives as applicable. 4. In conjunction with the Deputy Chief Executive Officer - Strategy and Effectiveness, support the Country Directors to develop and manage stakeholder relationships with existing and prospective clients and manage client satisfaction through the implementation of a range of monitoring techniques to maximise repeat business and referrals. 5. In conjunction with the Chief Executive Officer and Development Effectiveness Adviser, seek out business development opportunities with development partners and regional organisations. Leadership and Management 1. Lead, guide and manage the performance of the Training Delivery Innovation and Business Development Teams, ensuring commercial and innovative programs are implemented in a timely, effective manner and that financial milestone targets including targets for co-investment are met. 2. Develop creative solutions to pre-empt or resolve the physical, technical, human and resource challenges that arise when working in a diverse, international environment. Date: [04/2018] Page 2 of 5

Oversee the nationalisation and capability development of APTC staff across country offices which may include mentoring new and existing trainers/tutors/assistants to develop new skills in inclusive learning, e- learning administration and compliance monitoring. 4. Assist with the recruitment of staff for innovation, commercial and capability development programs. NOTES: 1. The incumbent can expect to be allocated duties, not specifically mentioned in this document, but within the capacity, qualifications and experience normally expected from persons occupying positions at this level. 2. Diploma level or higher, teaching qualification. 2. TAE40116 Certificate IV in Training and Assessment. 3. Demonstrated experience in a commercial business environment within tertiary education or similar service industry. 4. Highly developed understanding of relevant Industry/Training Package/s. 5. Demonstrated experience in developing and applying a full range of teaching and assessment methodologies, customisation techniques and standards appropriate to the qualification, relevant to a diverse TVET organisation. 4 6. Experience in delivery and assessment of Vocational Education and Training programs, including through flexible delivery models and e-learning platforms, to diverse groups of adult learners. 7. Extensive knowledge of NVR Standards and regulatory framework, ASQA requirements and proven ability to support compliance. 8. Thorough knowledge and extensive experience in developing and managing capability development frameworks and initiatives and providing high level professional advice and support. 9. Proven ability to manage others; providing leadership, direction and mentoring to facilitate capability development and support change in a culturally sensitive manner. 10. Demonstrated superior written and information technology skills, and an ability to prepare high-level responses, reports and presentations. 11. Proven ability to work across multiple organisational units. Personal attributes 12. Willingness and ability to facilitate rather than direct, to provide support and systems to build staff and partners confidence and skills to work in an adaptive manner and to work beyond self-interest. 13. Ability to work through uncertainty, collaboratively and with creativity to support the achievement of shared objectives Desirable Selection Criteria 1. Experience working on an aid-funded project, preferably Australian Government, would be an advantage. Additional Information 1. You may be required to travel and work across various APTC locations. 2. Travel and overnight absences from base may be required for this position. 3. The possession of a motor vehicle driver s license is essential. 4. A criminal history check will be initiated on the preferred applicant. 5. You may be required to undergo a medical check. 6. A non-smoking policy applies in APTC buildings, offices and motor vehicles. 7. If the successful applicant has been engaged as a lobbyist, a statement of their employment is required. 8.
