2 General Conditions of Employment Position: Location: Technical Officer Civil Works Innisfail Classification: Level 5 Award & Enterprise Agreement Coverage: Salary: Payment Of Wages Leave: Queensland Local Government Officers' Award 1998 & Cassowary Coast Regional Enterprise Bargaining Agreement $68, to $70, per annum plus relevant allowances. Level on appointment will be dependent on qualifications and experience. Currently Council employees are paid every second Wednesday for the fortnight ending the previous Friday. All payments are made directly into bank accounts nominated by the employee. Five (5) weeks annual leave and fifteen (15) days sick leave apply. Annual Leave Loading applies. A nineteen (19) day month rostered day off system also applies. Superannuation: Council makes a contribution to the Local Government Superannuation fund on your behalf, based on 9.25% of your salary for the first 12 months of employment, and 12% thereafter. Employees are required to contribute 6% of their salary to the superannuation fund after 12 months employment. You may elect to contribute to 6% superannuation at any time in the first 12 months and by doing so will attract the full Council contribution of 12% of your salary. 6 POSITION DESCRIPTION Title Department Section Award Level 5 Technical Officer Civil Works Works Civil Works QLD Local Government Officers' Award & CCRC Enterprise Bargaining Agreement ORGANISATIONAL RELATIONSHIP Reports to: Engineer Civil Works Directly Supervises: Nil PURPOSE OF POSITION Responsible to the Engineer Civil Works for the efficient and effective development and delivery of Council s Transport, Drainage and Marine Facilities Programs for the Region, specifically: - Pre-construction role to coordinate projects from design phase to delivery phase to ensure project designs are at a "shovel ready" stage for the Civil Works Delivery Group to implement. Supervision of contractors and/or Superintendent's Representative role for contracts delivering NDDRA, Capital Works and external works projects for the Civil Works Section. KEY RESPONSIBILITIES FUNCTIONAL: Assistance in the program management for the delivery of operational, maintenance and construction services for Council's Civil Works Section, including but not limited to Council s Transport, Drainage and Marine Facilities Programs and Services as follows: - Undertake pre-construction public consultation, public utilities service locations, liaison with public utilities providers for protection and relocation of services, liaison with authorities regarding permit requirements, negotiation of spoil sites with private landholders and identification of access requirements for businesses and residences on behalf of Civil Works prior to delivery of projects by the Civil Works Delivery Group. Work in association with the Coordinator Civil Works to establish an effective exchange of required information for post-construction handovers. Undertake the role of Works Inspector and/or Superintendent's Representative for contract works administered by Civil Works, including, but not limited to bitumen reseals, NDRRA emergent and restoration works, additional RMPC scope and capital works projects, including renewal programs for guardrail, stormwater, kerb & channel, footpaths, marine facilities and major culverts. Respond to customer requests for matters relating to delivery of contract works and other projects under supervision. Assist Engineer Civil Works and Program Planner Civil Works with development of forward works program and renewal programs for guardrail, stormwater, kerb & channel, footpaths, marine facilities and major culverts. Rudimentary estimation of project quantities and costs. Maintain accurate records of calculations, decisions and estimates for Civil Works.
7 Assist in answering correspondence from stakeholders on matters relating to Civil Works, (e.g. design and construction works, public utilities, government departments, etc.). Represent the Civil Works Section at internal and external committees, forums and workshops as required. Deputise for Supervisor(s) Civil Works as required. Undertake other duties as required by the Engineer Civil Works. ADMINISTRATIVE: Ensure a high level of customer service evidenced with strong commitment to rapid customer response and high level of customer satisfaction. Active participation in infrastructure and multi-disciplinary project teams. Organisation and/or attendance of communication forums for section staff and attendance at Management Team forums (e.g. Works Coordination, Works Supervisors and Section Meetings). Assist in the development and implementation of Corporate Systems for Quality, Safety, Environment, Enterprise Risk Management and Information Management within the Department and contribute to the development of these systems at a corporate level. Assist in the development, documentation and continuous review of strategies, policies, procedures, work practices and systems to improve service quality to customers. Maintain all records, including written correspondence, s, diary entries, etc. in accordance with Council's policies, practices and procedures. EMPLOYEE RELATIONS: To establish and maintain effective communication with all assigned employees and other colleagues. To establish and maintain high morale with assigned employees through honesty, sincerity, openness, consistency, fairness, respectfulness and confidentially in all dealings with them. Ensure compliance with Council s EEO Policy and Code of Conduct for Council Employees. PUBLIC RELATIONS: Enhance a positive image of Council in public, particularly in terms of professionalism and customer service. Further the image of Council wherever possible. Provide courteous and technically accurate information to the public as required by specific engagements For interacting with the public where activities may impact, explaining the purpose and answering questions to maintain good public relations. SAFETY Perform all duties in accordance with Workplace Health and Safety legislation and Council s SafePlan Management System requirements for self, other employees and members of the public. TRAINING: Undertake skills training and personal development for the continuous improvement of overall performance. To train new and assigned employees as required. GENERAL Contribute to a multi-skilled environment by utilising all existing skills when the opportunity is presented. Actively seek out opportunities to develop new skills through on the job training. Other duties as required.
8 KEY PERFORMANCE INDICATORS Key Performance Indicators are to be developed in conjunction with the Department Director based on the Values Statement as outlined below. SELECTION CRITERIA (Must be addressed to be considered for this position) SKILLS AND KNOWLEDGE: Essential: 1. Practical experience in planning, design and construction of civil infrastructure within a local government context, specifically of roads, bridges, drainage and marine infrastructure. 2. Robust project and time management skills. 3. The ability to establish and maintain a good rapport with various stakeholders (i.e. Councillors, Council employees, community members, external service providers, businesses and other levels of government). 4. Effective written and verbal communication skills. 5. Practical experience in supervision and management of civil construction contracts. Desirable: 1. Computer literacy in use of Microsoft software products and other software packages relevant to the position. 2. Experience in administration of standard form contracts. 3. Experience in delivery of NDRRA contracts. 4. Good knowledge of Council s policies, procedures, Local Laws and other relevant statutory requirements or relevant experience within a similar organisation. QUALIFICATIONS / LICENCES: Essential: 1. Current 'C' Class Queensland drivers licence Desirable: 1. Certificate IV in Civil Construction 2. Training in contract and project management or significant experience DELEGATIONS Refer to Council Delegation Schedules.

Each vacant position has a selection panel established to oversee the recruitment process. The selection panel comprises of 2-3 people who will assess how well your knowledge, skills and abilities meet each of the selection criteria. The selection process includes: Short listing - based on written application and response to the selection criteria. For those short-listed a structured interview will take place - a panel will ask questions, which address the selection criteria. Work test - the panel may ask you to perform a task / demonstrate skills as required by the role. Reference check - the panel contacts referees as nominated by you.
11 Information for Applicants Q. How is my application assessed? (Continued) A. Merit is the sole basis of selection and is measured by how well applicants satisfy the selection criteria listed in the position description. The claims of individual applicants are therefore assessed on the basis of their suitability for the position, determined by matching their specific qualifications, experience and personal attributes with those required for the job.
