An verview f hw Remedial Actin Schemes (RAS) / Special Prtectin Systems (SPS) are reviewed, apprved, cmmunicated, and dcumented. 1.1 Overview PJM is the Reliability Crdinatr fr the PJM RTO and is respnsible fr all reginal Reliability crdinatin as defined in the NERC and Reginal Standards and applicable PJM Operating Manuals. PJM perates the transmissin grid in cmpliance with gd utility practice, NERC standards, and PJM plicies, guidelines and perating prcedures, including, but nt limited t: This PJM Transmissin Operatins Manual, NERC and RRO Standards as references during nrmal and emergency peratins f the PJM transmissin grid, Individual Transmissin Owners Operating Prcedures submitted t PJM t identify specific perating prblems that culd affect peratin f the intercnnected PJM transmissin grid. The Bulk Electric System (BES) is defined as facilities 100 kv and higher. Transmissin Owners (TOs) shall perate the Bulk Electric System Facilities and all System Operating Limits (SOL) (see M-37) in accrdance with the PJM Operating Manuals and fllw PJM instructins related t PJM respnsibilities, including, but nt limited t: Rules regarding TOs perfrming the physical peratin and maintenance f all facilities with SOL, Directing changes in the peratin f transmissin vltage cntrl equipment, Taking thse additinal actins required t prevent an imminent Emergency Cnditin r t restre the PJM transmissin grid t a secure state in the event f a PJM system emergency. 12 Sectin 1: Transmissin Operatins Requirements Nte: PJM reviews this manual annually, with peridic updates as required. PJM crdinates identified issues with PJM TOs, PJM GOs and neighbring RCs. As PJM and neighbring Reliability Crdinatrs deem necessary, PJM will facilitate cnference calls that include neighbring Reliability Crdinatrs, neighbring Transmissin Operatrs, neighbring Balancing Authrities, PJM TOs and PJM GOs. PJM will ntify PJM TOs and PJM GOs as necessary regarding issues cmmunicated by neighbring Reliability Crdinatrs. PJM distributes revisins t this manual t neighbring Reliability Crdinatrs, neighbring Transmissin Operatrs, neighbring Balancing Authrities, PJM Transmissin Owners and PJM Generatin Operatrs. Nte: AEP is the registered TOP fr the AEP 138 kv and belw facilities. ITCI is the registered TOP fr its facilities. PJM is the registered TOP fr all ther BES facilities n the AEP transmissin system. Under nrmal perating cnditins AEP will crdinate with PJM t re-dispatch generatin t cntrl flws n their 138 kv and belw mnitred facilities. In an Emergency, AEP will ntify PJM f any unilateral actins it has taken with respect t the re-dispatch f generatin as sn as practicable, but n later than 30 minutes, s that PJM can crdinate with the impacted parties. 1.2 Respnsibilities fr Transmissin Owner's Operating Entity The respnsibilities fr a Transmissin Owner's perating entity within PJM that are defined belw are required t maintain the safe and reliable peratin f the transmissin system within PJM. Transmissin Owners perate and maintain the transmissin system and are respnsible fr lcal reliability. The transmissin Owner under PJM s directin takes all actins required t mitigate transmissin system reliability emergencies. The respnsibilities identified belw are cnsistent with the NERC Functinal Mdel fr intercnnected system peratin. This list is a cllectin f significant peratinal respnsibilities and bligatins f a Transmissin Owner that are included in the PJM TOA and the PJM manuals. It is nt intended t be an all-inclusive list f every respnsibility and bligatin f a Transmissin Owner. Subject t cde f cnduct. Establish ratings f its transmissin facilities and prvides these ratings t PJM (Sectin 4.11 f TOA). Operates transmissin facilities in accrdance with gd utility practice and PJM prcedures (Sectin 4.5 f TOA). Maintains transmissin facilities in accrdance with gd utility practice and PJM plicies and prcedures. Maintains apprpriate vltage prfiles. 13 Sectin 1: Transmissin Operatins Requirements Prvides telemetry f transmissin system t PJM and ther Transmissin Owners (Sectin 4.9 f TOA). Operates BES transmissin system facilities under the directin f PJM (Sectin 4.5 f TOA). Requests PJM t assist in mitigating perating limit vilatins. Implement prcedures called fr by PJM (Sectin 4.5 f TOA). Prvide real-time peratins infrmatin t PJM and ther Transmissin Owners as required. Prvide maintenance and cnstructin plans t PJM and ther Transmissin Owners as required. Takes actin t maintain lcal reliability and public safety (Sectin 4.7 f TOA). All actins impacting BES facilities shall be apprved by PJM unless immediate actins are required t avid lss f life, ensure safety r prtect equipment. Such actins shall be cmmunicated t PJM as sn as practical. Supplies engineering data fr transmissin system mdels t PJM and ther Transmissin Owners as required. Develps, dcuments, and cmmunicates peratr guidance, as necessary. Submit utage requests t PJM accrding t PJM requirements (Sectin 4.8 f TOA). Plan and crdinate transmissin system utages with ther transmissin system peratrs as required (Sectin 4.8. f TOA). Wrk with ther transmissin system peratrs and PJM t mitigate identified reliability cncerns fr planned system utages. The Transmissin Owner shall ntify PJM (verbally and via edart) f any knwn single cntingency cnditins that results in the lss f multiple generatin units r any cnditin that prevent a generatin unit t start-up after a trip. PJM will review the cnditin and will update the EMS active cntingency set accrdingly. The resultant cntingency culd be the largest MW lst in PJM and may result in additinal synchrnized reserve requirement (BAL-002-2). The Transmissin Owner shall maintain a cntinuusly staffed transmissin cntrl center. The cntrl center shuld meet all f the cmmunicatin and infrmatin system requirements defined in the PJM manuals (Sectin 2 f PJM Manual 01: Cntrl Center and Data Exchange Requirements). Nte: Under circumstances where the Transmissin Owner r Generatr Operatr cannt fllw the directive f PJM (such actin wuld result in safety vilatin, damage equipment, r vilate regulatry r statutry requirements), they shall immediately infrm PJM f the inability t perfrm the directive s that PJM can implement alternate remedial actins. 14 Sectin 1: Transmissin Operatins Requirements Nte: A PJM Transmissin Owner shall discnnect an affected facility if an verlad n a transmissin facility r an abnrmal vltage r reactive cnditin persists and equipment is endangered. The PJM Transmissin Owner shall ntify PJM prir t switching s PJM can perfrm a study, if time permits, therwise, immediately thereafter. Persnnel Requirements Transmissin system peratrs shall: Obtain required PJM Certificatin and Cntinuing Training Requirements (Sectin 1 and Sectin 2 f PJM Manual 40: Certificatin and Training Requirements). Be cmpetent and experienced in the rutine and abnrmal peratin f intercnnected transmissin systems. Be accuntable t take any actin required t maintain the safe and reliable peratin f the transmissin system. Have thrugh knwledge f PJM prcedures and their applicatin. Have a wrking knwledge f NERC and applicable RRO Standards and hw they crdinate with PJM manuals. Have a wrking knwledge f adjacent transmissin system peratr s switching and blcking prcedures. Have an understanding f rutine prtectin schemes fr the PJM transmissin system. Have knwledge f hw t evaluate desired system respnse t actual system respnse. Have knwledge f and be able t evaluate and take actin n transmissin system equipment prblems. Have knwledge f the general philsphy f system restratin and the philsphy and prcedures f their cmpany as well as that f PJM. Have initial and cntinuing training that addresses the required knwledge and cmpetencies and their applicatin in system peratins. Develp, dcument and maintain switching and blcking prcedures cnsistent with OSHA 29 CFR Part Transmissin system peratrs shall be accuntable fr directing field frces in transmissin system switching activities. Fllw-up n significant system events with an investigative prcess t analyze, dcument and reprt n perating abnrmalities. 1.3 Transmissin Operating Guidelines PJM directs the peratin t all SOL accrding t apprved NERC Standards. In ding this, PJM cnsiders transmissin cnstraints, restrictins, and/r limitatins in the verall peratin f the PJM RTO. Describing this peratin is the fcus f this manual. The PJM RTO shall be perated such that the fllwing are nt exceeded: Revisin: 52, Effective Date: 12/22/2017 PJM

15 Sectin 1: Transmissin Operatins Requirements Transmissin facility thermal limits Vltage limits Transfer limits Stability limits IROL Althugh, the PJM RTO shall be perated such that limitatins are nt vilated, it is recgnized that ccasinally, fr varius reasns, thermal limitatins can be exceeded fr shrt perids under cntrlled cnditins withut adversely impacting system reliability r damaging equipment. All exceptins must be dcumented in Sectin 5 f this manual. Fr example, the Cnstraint Management Mitigatin prcedure can be used during shrt time switching perids when adhering t all f the requirements and parameters. Shuld the PJM RTO at any time enter int an unknwn perating state due t a catastrphic failure f the ICCP links r lss f EMS analysis tls, it will be cnsidered an Emergency and peratins shall be restred t respect prven reliable pwer system limits within 30 minutes in accrdance with NERC standards. PJM relies n Transmissin Owners t serve as a backup t PJM, mnitring BES facilities, when the PJM EMS is inperable (TOP-007-0). PJM Transmissin Owners shall ntify PJM dispatch within 15 minutes when their TO analysis packages are unavailable (TOP R4). In general, PJM may be in an unknwn state when bth PJM and TO analysis packages are unavailable. PJM perates the PJM RTO s that immediately fllwing any single malfunctin r failure, the facility ladings are within apprpriate thermal limits, while maintaining an acceptable vltage prfile. Fr details abut PJM s thermal peratin, please see Sectin 2: Thermal Operating Guidelines. Fr mre infrmatin abut PJM s vltage requirements, refer t Sectin 3: Vltage and Stability Operating Guideline. These ptential malfunctins r failures, such as the sudden and unplanned lss f a generating unit, transmissin line, r transfrmer, are called cntingencies. PJM defines a cntingency as a pssible event resulting in the failure r malfunctin f ne r mre facilities. PJM Dispatch utilizes EMS Netwrk Applicatins and market tls in rder t maintain system reliability. Netwrk applicatins evaluate pre/pst-cntingency thermal and vltage limits. In additin, the Transfer Limit Calculatr (TLC) simulates transfers in rder t assess vltage cllapse cnditins fr reactive interfaces. PJM Operatrs generate reprts which prvide generatr shift factrs, phase angle regulatr sensitivity factrs, and lad distributin factrs. The infrmatin cntained within these reprts, the PJM State Estimatr slutin and unit bid infrmatin serves as the input data fr PJM Market Tls. Thrugh the use f PJM Market Tls, PJM Operatrs have the ability t use cst-effective generatin adjustments t cntrl thermal/vltage cnstraints n a pre-cntingency basis. Nte: PJM Transmissin Owners that wn BES facilities and serve lad greater than 300 MW must have a real-time analysis package r have their BES facilities be bservable within anther TO analysis package. 16 Sectin 1: Transmissin Operatins Requirements Prir t initiating redispatch t cntrl flws within limit criteria, PJM Dispatch cmpares PJM EMS Security Analysis results with Transmissin Owners EMS Security Analysis Results. Pre-cntingency, Pst-Cntingency flws and ratings are cmpared. If a difference exists between PJM and Transmissin Owner Security Analysis results, PJM will perate t the mst cnservative results until the difference can be ratinalized. 18 Sectin 1: Transmissin Operatins Requirements 1.4 Reclsing Lines That Have Tripped The PJM RTO uses varied philsphies when reclsing EHV lines that have tripped and the autmatic reclse has nt been successful. These philsphies differ based n the EHV line autmatic reclsing design and perating practice. Nte: Transmissin Owners shall prmptly ntify PJM f any BES facility that have tripped and crdinate restratin effrts PJM Mid-Atlantic Regin If an EHV (Extra High Vltage) aerial transmissin line trips and des nt autmatically reclse, it shuld be manually reclsed within five minutes after tripping. If an EHV line trips and returns t service by autmatically reclsing (r by manually reclsing if aut reclsing fails t ccur and the line is tried-back nce manually), the PJM dispatcher is authrized t perate at the current transfer levels r at reduced transfer levels. If an EHV line trips and des nt return t service when reclsed autmatically (r if manual reclsing als fails after the line is tried-back nce manually), PJM perfrms the fllwing activities: Immediately reduces the reactive perating limits t the level with the line ut-f-service. Order the line t be tried-back within five minutes after cnferring with the Transmissin Owner(s) f the line. If the line returns t service after the five minute try-back, the reactive perating limits may remain reduced until a patrl f the line has been cmpleted r until the PJM dispatcher judges that the limit reductin is n lnger necessary. If the aerial patrl des nt lcate the cause f the tripping, the reactive perating limits shuld be returned t nrmal. The Transmissin Owners, hwever, must cmplete a ft patrl f the circuit n later than the next daylight perid (weather permitting). If an EHV line that was successfully reclsed 5 minutes after the trip-ut trips a secnd time, the transfer limit shuld be re-evaluated and reduced if necessary until patrl is cmpleted (r the surce f the truble is definitely determined by anther means - aerial patrl, reprt f truble, etc.). Manual try-backs n lines which trip a secnd time after having been successfully reclsed five minutes after tripping are nt attempted until sme perid f time has elapsed (30 minutes r lnger). PJM directs reclsing with the cncurrence f the Transmissin Owners PJM Western Regin The majrity f the First Energy Suth 345 kv and 500 kv circuits utilize a high speed reclse f apprximately 28 cycles withut sync check and 34 cycles with sync check. The time delayed reclse varies greatly frm statin t statin and is given in sectin IV.C.5 f the First Energy Suth System Operatins Manual. Phase angle clsing requirements als vary and are als given in the same sectin f the Manual. If an EHV circuit lcks ut after a high speed reclse and ne time delay reclse; FE Suth will patrl the circuit prir t trying it again. The mdel resides and is maintained by the PJM staff n the PJM Energy Management System (EMS). The PJM EMS Netwrk Applicatin prgrams utilize the mdel t cntinuusly calculate the real-time state and determine the security f the PJM system. The Security Cnstrained Ecnmic Dispatch (SCED) dispatches every generatr in the mdel. The mdel is als used t calculate real-time Lcatinal Marginal Prices. The mdel is created and maintained frm input data received by PJM frm varius surces including Transmissin Owners, Generatin Owners, Lad Serving Entities, and ther Balancing Authrities. The mdel is nly as accurate as the input data used t derive it; therefre, timely and accurate data updates are critical Mdel Infrmatin and Data Requirements The Transmissin Owner is respnsible t prvide the infrmatin and data needed by PJM abut the Transmissin Owner System. Telemetry data requirements are defined in the PJM M-01: Cntrl Center and Data Exchange Requirement. System analytical mdel infrmatin and update requirements are defined in the PJM M-3A: Energy Management System (EMS) Mdel Updates and Quality Assurance (QA), Sectin PJM Transmissin System Mdel Update PJM perfrms peridic updates t the PJM Real-Time Reliability Mdel. The Transmissin Owner f a facility that meets all requirements, including bservability fr the Real-Time Mdel, (see Mnitred Transmissin Facilities ) must specifically request that a facility be Mnitred by PJM using the prcess and timeline identified at the end f this sectin.(see Prcess t Change the PJM Cngestin Management Facilities List). Each Transmissin Owner must specifically identify any tariff facility that is nt under the peratinal cntrl f PJM. Include NERC BES facilities Reprtable Transmissin Facility Transmissin Owners are required t reprt scheduled and frced utages fr Reprtable Transmissin Facilities. Outage infrmatin is reprted thrugh edart and thrugh the status btained via cmputer link t the EMS. In general, a Transmissin Facility is reprtable if a change f its status can affect, r has the ptential t affect, a transmissin cnstraint n any Mnitred Transmissin Facility r therwise impedes the free-flwing ties within the PJM RTO and adjacent areas. All Transmissin Facilities included in the PJM Reliability Mdel must be reprted t PJM with as much advance ntice as pssible. The PJM Web site ( lists Reprtable Transmissin Facilities by Transmissin Zne. Transmissin Owners are respnsible fr ensuring the accuracy f this data. Updates are made as required crrelating t system mdel updates. All EHV (345 kv and abve), 230 kv, and all tie-line facilities are flagged as Yes, Reprtable and are nt eligible fr Lw- Pririty Reprtable status. Tariff Facilities will generally default t Yes, Reprtable. It may be acceptable t cnsider selected lwer vltage Tariff facilities (161 kv, 138 kv, 115 kv and 69 kv) as Lw-Pririty Reprtable depending upn the impact f the facility upn system security and/r cngestin management. With recmmendatins frm the TO, the PJM Manager, Mdel Management Department is respnsible fr re-assigning Tariff facilities as Lw-Pririty Reprtable r Nt Reprtable. PJM perating studies fcus n the impact f Reprtable Facilities upn security. It is the TO's respnsibility, after internal study, t ensure that system security will nt be adversely impacted fr the utage f a Lw-Pririty facility. The TO must ntify PJM f a ptential prblem assciated with a Lw-Pririty Reprtable facility utage prir t switching. The TO shuld prvide 30 minutes ntice t the Pwer Directr in rder fr PJM t cnfirm the TO s analysis and make the apprpriate adjustments. If, as a result f a Lw-Pririty Reprtable utage, an unanticipated system security vilatin ccurs, PJM will direct the TO t return the facility t service Observable Transmissin Facility The term bservable indicates that sufficient real-time analg and digital telemetry is supplied t PJM such that it is pssible t accurately calculate the bus vltage and/r MVA flw fr the facility in questin. PJM must be prvided the applicable nrmal, emergency, and lad dump ambient ratings fr the transmissin facility. Applicable ratings include sixteen ambient temperature sets (32F 95F, day and night) and limiting equipment identificatin. Mnitring requested by the Transmissin Owner. The mnitred facilities are included in the Transmissin Facilities List. All Transmissin Owners and the PJM RTO s security analysis prgrams must be able t handle all 16 sets and allw perating persnnel t select the apprpriate rating set t be used fr system peratin. With a minimum f tw set selectins required daily (day/night), the Transmissin Owner and the PJM RTO security analysis prgrams use these 16 ambient temperature rating sets fr mnitring actual and cntingency verlads. All temperatures assciated with the ambient temperature rating data sets are in degrees Fahrenheit. Certain facility ratings can be further adjusted by average bus vltage. The PJM RTO security analysis prgrams d nt reflect these vltage adjustments in the 16 ambient temperature rating set selectins. Crdinatin is required t ensure reliable PJM RTO peratins. The immediate reslutin fr a rating discrepancy is t use the lwer f the tw disputed values until a mre permanent reslutin can be affected. If it becmes necessary in actual peratins t initiate ff-cst peratin fr a facility, the peratin is based n PJM RTO security analysis prgram infrmatin, unless a mre limiting cnditin is detected by the Transmissin Owner s security analysis prgram. When a Transmissin Owner s facility is experiencing cnstraints in an area that has an actual temperature (degrees Fahrenheit) less than the ambient temperature rating set being used by the n-line prgrams, the actual temperature in the area is used t select a mre apprpriate rating set fr that facility. The selectin is made frm the remaining 15 sets. This adjustment is exercised when bth the PJM RTO and the Transmissin Owner are in agreement, and have lgged that agreement. Any adjustment t facility ratings, such as the temprary use f a different rating, must be apprved by PJM. These changes must be submitted t PJM thrugh the Transmissin Equipment Ratings Mnitr (TERM) cnsistent with PJM M-3A: Energy Management System (EMS) Mdel Updates & Quality Assurance (QA), Appendix A: TERM Prcessing Ratings Data Check List. If this change results in a nrmal rating that is higher than the LTE rating, the TO shall, at a minimum, make the nrmal rating equal t the LTE rating. In the case where standard PJM vltage limits, as defined by the Transmissin Owner (TO), are mre restrictive, PJM will direct redispatch withut cnsultatin f nuclear plants after all nn-cst measures are implemented; hwever, PJM will still ntify the Nuclear Owner f the vilatin t the limit. Off-cst generatin will set Lcatinal Marginal Prices (LMP). In the case where nuclear plant vltage limits are mre restrictive than standard PJM vltage limits, all csts required t mitigate the vilatins will be brne by the generatin wner. PJM s EMS mdels and perates t the mst restrictive substatin vltage limit fr bth actual and N-1 cntingency basis. PJM will initiate ntificatin t nuclear plants if the PJM EMS results indicate nuclear substatin vltage vilatins. This ntificatin shuld ccur within 15 minutes fr vltage cntingency vilatins and immediately fr actual vltage vilatins. PJM will prvide the apprximate nuclear plant reductin, if applicable Infrmatin Exchange Nrmally, PJM des nt prvide infrmatin relative t transmissin peratin t any individual Market participant withut prviding that infrmatin t all. Hwever, in this unique cnditin where the public safety requirement is t have a reliable surce fr safe unit shutdwn and/ r accident mitigatin; it is imperative that specific infrmatin be prvided t a nuclear plant (this infrmatin shuld nt be prvided t their marketing members). If PJM peratrs bserve vltage vilatins r anticipate vltage vilatins (pre r pst-cntingency) at any nuclear statins; PJM peratrs are permitted t prvide the nuclear plant with the actual vltage at that lcatin, the pst-cntingency vltage at that lcatin (if apprpriate) and limiting cntingency causing the vilatin. The peratin fr mre restrictive Nuclear Plant Vltage Limits at these nuclear statins shuld nt be psted r prvided t the Market via Data Viewer, nce ff-cst peratins are initiated. Nuclear Plant Actins: Nuclear plant will ntify PJM, thrugh Transmissin Owner Shift Managers, when different (new r default) vltage limits shall be used based n varius plant service lading cnditins, design basis calculatin revisins. Determine internal plant ptins, and if apprpriate, prvide revised limits. Crdinate with MOC t evaluate PJM prvided redispatch ptin (n cst r unit infrmatin will be prvided). Prvide PJM with decisin t redispatch if applicable. Whenever the vltage schedule impacts the verall PJM ecnmic/ reliable peratin, PJM shall exercise its peratinal cntrl and direct changes t the generatin vltage/reactive schedules, capacitr/reactr schedule/status, and transfrmer LTC peratin fr the verall reliable/ecnmic peratin f PJM. PJM requires that autmatic capacitr switching capability n facilities 230 kv and abve be dcumented in Sectin 3 f this manual. PJM authrizes the Lcal Transmissin Cntrl Center t autmatically r manually switch/adjust reactive devices cnnecting t 138 kv and belw withut ntifying PJM. Transmissin Owners shall evaluate the impact f switching BES capacitr/reactrs r adjusting BES LTC n vltage limits and lagging/ leading MVAR reserves. The evaluatin may require use f EMS Security Analysis r ther analysis packages depending n system cnditins and prximity t limits. Transmissin Owners shall request PJM t study the impact f switching capacitr/ reactrs r LTC adjustments if the TO determines they are unable t analyze the impact n SOL related equipment. When deviating frm the generatr vltage schedule the Transmissin Owner shall crdinate with the PJM dispatcher s that PJM can determine if the change is detrimental t PJM reliable/ecnmic peratin. When PJM requests t change vltage r VAR schedule, PJM shuld discuss the changes with the Transmissin Owner and if the recmmendatin des nt cause a defined limitatin the Transmissin Owner shuld implement the PJM request. PJM has peratinal cntrl f the reactive facilities (transmissin caps, LTC's, and generatr regulatin). If internal plant limits (r Transmissin Owner lcal limits) restrict the request they shuld be lgged s that PJM can investigate and recmmend changes t plant facilities if apprpriate. Lcal cnditins may require sme deviatins Vltage Cntrl Optins fr Nn-Tariff Facilities On ccasin, PJM is requested t dispatch generatin t prtect PJM member equipment/ facilities where that equipment is nt included in the PJM tariff, and therefre nt accmmdated by standard PJM redispatch. Capacitrs shuld be kept in service whenever they are beneficial t the PJM RTO transfer capability r reliability. PJM crdinates with the Lcal Cntrl Centers, all switching f the 230 kv and 500 kv capacitrs and variable reactrs t assist the system fr actual r pst-cntingency situatins. Lcal cnditins may require sme deviatins. The 500 kv LTC transfrmer taps shuld be adjusted t cntrl the system vltage regardless f the capacitr's in r ut-f-service status. A bank f capacitrs shuld nt be switched in-service if the vltage n the bus, upn which it is lcated, wuld vilate vltage limits. The PJM RTO maximum vltage limits shuld nt be exceeded n an actual r simulated pstcntingency basis. As the PJM RTO vltage appraches limits, the PJM dispatcher analyzes and estimates the future system vltages and decides if there will be a need t remve any r all capacitrs frm service. The PJM dispatcher arranges t remve capacitrs frm service prir t the PJM RTO vltage reaching the maximum limits. If PJM s simulated pst-cntingency analysis r a Transmissin Owner s real-time mnitring prgram detects that the first cntingency lss f a facility results in a Bulk Electric System bus exceeding its Emergency High limit, the PJM dispatcher evaluates the remval f any r all capacitrs at that bus frm service as necessary. Generatin Owners and ther PJM Members may request PJM t perate t a different Vltage Limit than the PJM Baseline Vltage limits fr a Generatr r ther nn-pjm OATT facility by using a standardized frmat Open-Ended Vltage Rise Analysis While a transmissin line may be pen-ended fr nly a shrt perid f time during line energizatin and de-energizatin, the pen terminal vltage may exceed acceptable levels as a result f line charging. This can cause serius equipment damage. The steady state vltage at the pen end f an uncmpensated transmissin line is always higher than the vltage at the sending end. This phenmenn, knwn as the Ferranti effect, ccurs because f the capacitive charging current flwing thrugh the series inductance f the line. Opening EHV Lines fr Vltage Cntrl When high vltage cnditins are expected n the PJM RTO, the PJM dispatcher uses PJM Security Analysis prgrams t study pssible actins (i.e., pening an EHV line) and crdinates an peratinal plan befre the situatin becmes severe. If system vltages get t high, it may be difficult (if nt impssible) t remve a line frm service due t the vltage rise experienced at the pen end f the circuit being remved frm service. Crrective actins have a maximum effect nly when they are accmplished prir t experiencing the prblem. During high vltage cnditins, pening an EHV circuit has a psitive effect in reducing system vltages fr tw reasns: It increases lsses n the rest f the PJM EHV system. It eliminates the capacitive charging f the line. PJM has identified several circuits that, in the past, have been effective in cntrlling general PJM RTO high vltage cnditins when they are remved frm service. Restring EHV Lines During High Vltage The fllwing guidelines shuld be utilized t restre the transmissin facility t service: On-peak planned utages/returns shuld be delayed until prjected system cnditins permit pen-ended vltages t be cntrlled within Emergency High Vltage Limits, but n lnger than 24 hurs. Off-peak planned utages/returns shuld be delayed until prjected system cnditins permit pen-ended vltages t be cntrlled within Emergency High Vltages, but n lnger than the next n-peak perid. PJM Dispatch can deviate frm guidelines abve if reliability issues are prjected with the transmissin facility ut-f-service r if delaying the utage raises reliability cncerns. Nte: On-Peak is defined as Mnday Friday, excluding Hlidays. Off-peak is defined as Saturday Sunday, and Hlidays. 3.8 Transfer Limits (Reactive/Vltage Transfer Limits) Pst-cntingency vltage cnstraints can limit the amunt f energy that can be imprted frm and thrugh prtins f the PJM RTO. The PJM EMS perfrms autmated nline full AC security analysis transfer studies t determine Transfer Limits fr the use in real-time peratin. The PJM Transfer Limit Calculatr (TLC) simulates wrse case transfers, with the simulatin starting pint being the mst recent State Estimatr slutin. The TLC executes in the PJM EMS apprximately every 5 minutes autmatically recmmending updated Transfer Limits t the PJM Dispatcher. The TLC determines a cllapse pint fr each interface. Each interface cnsists f a number f 138 kv, 345 kv, 500 kv, and/r 765 kv facilities. In additin, special perating prcedures, addressing reactive issues, are identified in Sectin 5. Additinal interfaces will be established by PJM Operatins Planning as required. 3.9 Stability Limits The PJM RTO established stability limits fr preventing electrical separatin f a generating unit r a prtin f the PJM RTO. PJM recgnizes three types f stability: Steady State Stability - A gradual slw change t generatin that is balanced by lad. Transient Stability - The ability f a generating unit r a grup f generating units t maintain synchrnism fllwing a relatively severe and sudden system disturbance. The first few cycles are the mst critical time perid. Dynamic Stability - The ability f a generating unit r a grup f generating units t damp scillatins caused by relatively minr disturbances thrugh the actin f prperly tuned cntrl systems. PJM will perate the facilities that are under PJM peratinal cntrl such that the PJM system will maintain angular and vltage stability fllwing any single facility malfunctin r failure. In general, stability is nt a limiting cnstraint n the PJM RTO. In additin t the special perating prcedures addressing stability limit issues that are presented in Sectin 5, PJM utilizes a real-time Transient Stability Assessment (TSA) tl. TSA can mnitr and determine transient stability f the system subject t a select set f EMS cntingencies fr balanced and unbalanced faults. PJM mdels a select set f three-phase faults with nrmal clearing and single-phase faults with delayed clearing. The cntingencies r faults are in alignment with mst planning events as defined in TPL categries P1 thrugh P4. TSA cmputes stability limits by using real time netwrk mdels. It interfaces with the EMS and uses the State Estimatin slutin. Other input data includes the dynamic mdel fr ver 3000 generatrs and fault clearing times fr specific equipment. Fr equipment withut a specific fault clearing time, TSA will use znal default clearing times. TSA als calculates and prvides recmmended stability cntrl measures t prevent generatr instability. Typically, the cntrl measure is expressed in terms f generatr-specific MW adjustment. In sme cases, a Mvar adjustment may reslve a stability issue. TSA is used t mnitr and cntrl the generatrs with knwn stability cncerns as defined in Manual-03: Sectin 5. Since TSA uses real-time system cnditins t assess stability, the limits tend t be less cnservative r less restrictive than the M-03 Sectin 5 prcedures. The Sectin 5 limits are usually determined using cnservative assumptins in rder t cver a wider range f perating cnditins. PJM will als use the Sectin 5 stability limits in certain cases, such as when TSA is dwn r the plant/generatr mdel has nt been fully benchmarked Prcess fr Handling Generatr Stability Limitatins The Reliability Limited Generatin Cmpensatin Task Frce established the fllwing prcedure n hw PJM currently handles Stability Issues n the transmissin system. When a stability issue is identified and advanced crdinatin is nt pssible, PJM will: Cnfirm/calculate the stability limit and cmmunicate the limit t the generatr(s) as quickly as pssible and prir t DA market submissin when practical. Create an interface that wuld be used in the Day Ahead and Real Time Market s that LMP will be utilized t reflect the stability cnstraints. If the generatr chses t reduce their Ecnmic Maximum bid belw the stability limit, the cnstraint wuld nt bind. If the cnstraint des bind, it wuld be handled cnsistent with hw PJM handles ther transmissin cnstraints n the system. All current market rules regarding Lst Opprtunity Cst (LOC) wuld apply and LOC wuld be paid as currently defined in the Tariff when a transmissin cnstraint is in effect. Fr previusly identified stability cnstraints already dcumented in Manual 03 Sectin 5, the generatin wner may have already agreed t limit its utput t ensure the stability cnstraint is mitigated. Generatr Owners/Operatrs are required t maintain the same vltage schedule when AVR is ut f service unless directed therwise. PJM Transmissin Owners are required t crdinate vltage schedules, as well as adjustments t vltage schedules, with PJM Dispatch and the Generatr Owners/Operatrs. PJM Dispatch will apprve/deny adjustments based n PJM EMS Security Analysis results. PJM may elect t deviate frm vltage schedules based n lad levels, transfer patterns, transmissin r generatin utages, r as required t hnr pre-/pst-cntingency vltage limits r t maximize transfer capability based n PJM Security Analysis. Transmissin Owners prvide the Generatr Owners/Operatrs with ntificatin requirements fr deviatins frm the specified vltage schedule, and the Transmissin Owner will crdinate any deviatins with PJM fr reslutin (see Ntes 2 and 3 belw). Generatr Owners/Operatrs shall cmmunicate cncerns regarding the assignment f the Transmissin Owner vltage schedule/bandwidth r PJM Default Vltage Schedule/Bandwidth t PJM and the TO fr reslutin. Any Transmissin Owner r Generatr Owner/Operatr wishing t exempt a generatr frm fllwing a vltage schedule r perate an AVR in a mde ther than autmatic vltage cntrl must prvide a written request via t VltageScheduleExemptin@pjm.cm, t include the engineering basis (such as, but nt limited t, stability limitatins, generatr cnnected t radial circuits r t a tap changer vltage cntrlled bus, custmer vltage quality limitatins etc.) fr such exemptin and the type f schedule (reactive r pwer factr) that will be cmmunicated t the generatr. PJM, in crdinatin with the affected Transmissin Owner, must review the request and prvide apprval (r denial) based n their analysis, befre the change can g int effect. Transmissin Owner will prvide the criteria used t develp the vltage schedule r reactive pwer schedule t the Generatr Owner/Operatr within 30 days f receiving a request. The Transmissin Owner will ntify PJM if unable t prvide the criteria t the Generatr Owner/ Operatr within 30 days f receiving the request. PJM Transmissin Owners have the authrity t direct Generatr Owners/Operatrs t adjust vltage schedules after crdinating with PJM Dispatch. PJM als has the respnsibility and authrity t direct Generatr Owners/Operatrs t increase r decrease MVAR utput as well as direct the switching f reactive cntrl devices t maintain vltages as system cnditins dictate. PJM will cmmunicate these instructins t the Generatr Owners/Operatrs thrugh the Transmissin Owners. Transmissin Owners have the authrity t instruct a Generatr Owner/Operatr t increase r decrease vltage/mvar utput t remain within the Transmissin Owner vltage r PJM Default Vltage schedule/bandwidth. Only PJM has the authrity t request a Generatr Owners/Operatrs t adjust MVAR utput if such a directin adversely impacts the unit s MW utput. Generatr Owners/Operatrs must crdinate any real-time vltage schedule issues with PJM and the Transmissin Owner. Nte: 1: PJM mnitrs system and generatr bus vltage via its EMS. In additin, PJM makes available t generatrs via ICCP and/r DNP prtcls their designated vltage schedules and real-time bus vltages t allw the Generatr Owners/Operatrs t mnitr their unit s perfrmance relative t the designated vltage schedule. PJM s expectatin is that the Generatr Owners/Operatrs maintain their assigned vltage schedule within the prescribed bandwidth and ntify PJM and the TO when a generatr is utside f its bandwidth cntinuusly fr 30 minutes unless therwise specified by the Transmissin Owner r exempted in Nte 3. When the generatr is again able t maintain its vltage schedule cntinuusly fr 30 minutes, ntificatin t PJM and the TO that the generatr is back n its vltage schedule is als required. 2: If a generatr is unable t maintain its vltage schedule within defined bandwidths cntinuusly fr 30 minutes, and there is additinal calculated leading r lagging MVAR reserves based n submitted Facility Reactive Capability Curves (D-Curves), the Generatr Owner/Operatr is required t ntify PJM and the TO within 30 minutes and prvide updated Facility Reactive Capability Curves (D-Curves) via edart by the end f the next business day. 3: If a generatr is unable t maintain vltage schedules within bandwidth cntinuusly fr 30 minutes, and it is perating at full lead MVARs in an attempt t stay within its vltage schedule maximum limit r at full lag MVARs in an attempt t stay within its vltage schedule minimum limit, based n submitted Facility Reactive Capability Curves (D-Curves), ntificatins t PJM and the TO are nt required. Nte: 4: PJM requires PJM Transmissin Owners t ntify Generatr Owners/Operatrs (that meet the criteria dcumented in 3.11 abve) within their transmissin zne in writing f Transmissin Owner vltage schedules r PJM default schedules (this ntificatin shall include generatrs cnnected t systems wned by entities that are nt PJM Transmissin Owners such as municipalities r electric cperatives). If the TO is nt able t prvide a TO vltage schedule t generatrs (municipalities, electric cperatives, etc.), the TO must ntify PJM; and PJM will ntify the Generatr Owner/Operatr in writing f PJM default vltage schedule Reactive Reserve Check (RRC) PJM leverages a prcess knwn as a Reactive Reserve Check (RRC) t assess the RTO s and its member s psitin with respective t dynamic and static reactive (var) pwer. An RRC may als be needed during light lad cnditins, such as a Minimum Generatin Alert (See M-13, PJM Emergency Prcedures Manual) issuance. In additin, PJM may issue an RRC nce a week, such as a Sunday check, fr testing purpses. Fr PJM, reactive pwer is expressed in MVAR, and fr the purpses f an RRC, that MVAR reserve is expressed: as MVAR available (lagging) t the system fr a Peak (heavy-lad) RRC; as MVAR available (leading) t be taken ff the system fr a Valley (light-lad) RRC. Reactive assets fr the PJM RTO area cnsist f PJM mdeled generating units, synchrnus cndensers, static var cmpensatrs (SVCs), capacitrs, and reactrs. PJM assesses the reactive reserve f the assciated equipment via three (3) key metrics: 1. Capability: The lagging (and/r leading) capability fr a given piece f reactive equipment. a. Fr generating units, synchrnus cndensers and SVCs, the capability is cmprised f the permissible range f peratin fr the equipment, als knwn as the Reactive Pwer Capability Curve. Fr an RRC, PJM utilizes the lagging/leading MVAR pints f the curve crrespnding t the real-time real pwer (MW) utput f the facility. Thus, capability is expressed as a maximum (lagging) and minimum (leading) MVAR range. i Reduced/expanded capability shuld be cmmunicated thrugh an edart ticket and cmmunicated t PJM Dispatch. b. Fr capacitrs and reactrs, the capability is single MVAR value crrespnding t the maximum (lagging) MVAR capability fr capacitrs, r a minimum (leading) MVAR capability fr reactrs, PJM wuld anticipate at unity pwer factr. 2. Status: Status reflects the real-time cnnectivity t the PJM system, and is expressed as Online r Offline. Equipment real-time status is t be prvided t (typically derived frm circuit breaker status and/r MW/MVAR utput) PJM via telemetry. Real-time status f an Autmatic Vltage Regulatr (AVR) fr a given generatr r synchrnus cndenser, r the autmatic/manual respnse fr a given SVC, must als be cmmunicated t PJM Dispatch. Unless therwise agreed t r cmmunicated t PJM Dispatch: a. When a generatr is abve ecnmic minimum real pwer utput, PJM cnsiders the AVR t be in-service/autmatic mde and regulating vltage. b. Availability: The availability and/r unavailability f a reactive device in full is cmmunicated t PJM thrugh the absence f a PJM edart ticket (availability) r the presence f an edart ticket (unavailability) which identifies the equipment as being unavailable. This can be dne via telemetry, thrugh maintaining timely and apprpriate updates with respect t edart tickets, and/r direct cmmunicatin t PJM Dispatch as the situatin warrants. PJM Actins: PJM dispatcher initiates the RRC within the edart applicatin and requests respnse fr the entire PJM RTO r n a Cntrl Zne basis, as necessary. (Default is entire PJM RTO). PJM dispatcher annunces the RRC t members via PJM All-Call (r backup cmmunicatins channels if PJM All-Call is nt available). PJM dispatcher takes a snapsht f reactive reserves frm the PJM EMS system fr cmparisn purpses. PJM dispatcher wrks with member t reslve/ratinalize reprted differences in reactive reserves, crrecting capability data as needed t ensure accurate Cntingency Analysis results. PJM apprves all Reprtable Transmissin Facility utages prir t remval f the equipment frm service. PJM will crdinate scheduled utages f all Reprtable Transmissin Facilities with planned generatin utages that are submitted t PJM and may affect PJM RTO peratin. Fr purpses f scheduling, Reprtable Transmissin Facilities include, but are nt limited t, lines, transfrmers, phase angle regulatrs, buses, breakers, discnnects, Bulk Electric System capacitrs, reactrs, and all related equipment. Generatin Owners that wn transmissin equipment such as circuit breakers, capacitr banks, etc., d nt have the capability t submit utage requests n transmissin equipment in edart. As a result, fr Reprtable Transmissin Facilities in each TO zne, the Generatin Owner must ntify the affected Transmissin Owner wh must then submit utage requests t PJM via edart fr this generatin-wned equipment as sn as practical after they are infrmed f the utage. It is the respnsibility f the Generatin Owner t keep the Transmissin Owner updated n the status f this equipment and any assciated utage requests. PJM maintains a list f Reprtable Transmissin Facilities. Each Transmissin Owner submits the tentative dates f all transmissin utages f Reprtable Transmissin Facilities t PJM as far in advance as pssible. Prcedures and timelines are established fr the scheduling, crdinating, requesting, studying, apprving, and ntifying f the transmissin utage t/by the apprpriate Transmissin Owner and PJM. The prcedures and timelines are identified in this sectin and are peridically reviewed and revised. Under certain cnditins such as extreme weather, peak lad, heightened hmeland security, etc., PJM will evaluate the need t perate the Pwer Grid in a mre cnservative manner. Actins that may be taken in these special circumstances include, but are nt limited t, canceling by Transmissin Owner, denying by PJM, r rescheduling utages and returning utaged equipment t service. 64 Sectin 4: Reprtable Transmissin Facility Outages 4.2 Scheduling Transmissin Outage Requests Each Transmissin Owner shall submit the tentative dates f all planned transmissin utages f Reprtable Transmissin Facilities t PJM via edart as far in advance as pssible and update PJM at least mnthly. Fr transmissin utages exceeding five days, the TO shall use reasnable effrts t submit the planned utage schedule via edart ne year in advance but n later than 0000 hurs n the first f the mnth six mnths in advance f the requested start date alng with a minimum f mnthly updates. PJM maintains a planned transmissin utage schedule fr a perid f at least the next 13 mnths. The planned transmissin utage schedule is psted, subject t change, n the PJM Open Access Same-time Infrmatin System (OASIS). Planned transmissin utages are given pririty based n the date f submissin. All planned transmissin utages will be psted n OASIS within 20 minutes f Transmissin Owner submittal f the utage thrugh the PJM edart system, with further updates as new infrmatin is prvided in edart. PJM peridically reviews all submissins f planned transmissin utages and cnsiders the effect f prpsed transmissin utages upn the integrated peratin f the transmissin system using established perating reliability criteria, as described within Sectins 2 and 3 f this manual. Advance ntificatin assures that the utage is reflected in bth the ATC analysis and the FTR Auctin Outage Submittal Rules The TO is required t submit all utage requests in excess f 5 calendar days in duratin befre the 1 st f the mnth six mnths in advance f the start f the utage. While n specific advance time ntice is required, several days ntice is requested t enhance crdinatin. The ntificatin includes the fllwing infrmatin: An utage r degradatin f either the primary r back-up relay prtectin assciated with any facility 345 kv and abve. Nte: PJM will mdel any delay clearing as a result f relay utages r degradatin in the TSA tl fr stability. An utage f any ther majr relay prtectin scheme significant t EHV peratin. If the facility cannt be remved frm service, the Transmissin Owner r Generatin Owner shall ntify PJM Dispatch verbally and thrugh edart f the impacted facility(s) and the remte fault clearing pints. PJM Dispatch will mdify the EMS Netwrk Cntingency analysis t reflect the remte clearing. In the case f any EHV autmatic reclser utages f 345 kv and abve, sme limitatins may need t be placed n the number f reclsers that may be utaged cncurrently. Instances when relay testing r cnstructin persnnel are wrking in EHV substatins, ther than thse in cnjunctin with scheduled facility utages previusly apprved by PJM, which may jepardize the reliable peratin f the substatin. Transmissin and Generatin Owners shall ntify PJM Dispatch f any prtectin system failures (as sn as pssible) r unavailability (as scheduled) that impact the capability f prtectin relay systems n any facility n the list f Reprtable facilities if such unavailability may result in a change in remte clearing, requiring PJM t mdify PJM EMS Netwrk Applicatin Cntingencies r switching the impacted facility utf-service. PJM Dispatch shall ntify affected Transmissin Owners, Transmissin Operatrs and Reliability Crdinatrs t ensure cntingencies are mdeled prperly in Security Analysis and/r transient analysis. Transmissin Owners must ntify PJM f such changes by checking the Cut-In flag in the edart utage ticket. (Refer t the PJM M-14D: Generatr Operatinal Requirements) Peak Perid Outage Scheduling Guidelines Transmissin Owners shuld avid scheduling any utage in excess f 5 days in duratin with a restratin time greater than 72 hurs that may result in increased risk t system reliability during peak summer and winter perids. These perids are defined as June 15 September 15 and January 1 February 28, respectively. Due t the risk f having ther unexpected frced utages during the peak perids, the utages resulting in the fllwing cnditins with a restratin time greater than 72 hurs will be denied: Actual r pst-cntingency thermal r vltage issues with insufficient generatin fr cntrl Cnstraints that are lad sensitive with limited cntrlling actins Stability issues Bttled generatin Lcalized cngestin requiring significant generatin reductin t cntrl Nn-lcalized cngestin requiring wide-spread generatin reductin t cntrl Transmissin Owners shall screen fr such utages prir t submittal in edart and lk t reschedule these utages during nn-peak perids. PJM may grant exceptin t ensure RTEP upgrades are installed within specified timeframes r as special circumstances warrant Outage Scheduling Exceptins PJM reserves the right t apprve, deny, r reschedule any utage deemed necessary t ensure system reliability n a case by case basis regardless f date f submissin. Outages nt submitted n-time but scheduled in cnjunctin with existing utages will be reviewed and apprved by PJM n a case-by-case basis in rder t take advantage f expected system cnditins. A Late utage (see Table in Sectin 4.2.1), regardless f duratin, nt expected t impact the transmissin system reliability r result in system cngestin at any pint within the scheduled duratin, may be apprved. If it is determined that the utage may create an unreliable perating cnditin the utage will nt be apprved, but it will be recgnized by PJM that the utage will ccur. Transmissin Owners reprt frced transmissin utages f Transmissin Facilities t PJM, t directly cnnected Balancing Authrities and t any Other PJM member that may be affected as sn as the frced transmissin utage ccurs r as sn as it is anticipated that frced utage will ccur. The Transmissin Owner als submits an edart ticket fr the utage with all pertinent infrmatin that is available at that time and updates the ticket as new infrmatin becmes available. Fr emergency utages that require the scheduling f manpwer, rdering f parts, etc and therefre cannt cme ut f service immediately the TO shall submit a ticket in edart fr the future date in which the utage is expected t cme ut f service, set the Emergency flag, and write a descriptin in the edart ticket explaining the emergency cnditin and why the utage cannt cme ut f service immediately Rescheduling Outages A planned transmissin utage that is rescheduled r cancelled because f inclement weather r at the directin r request f PJM retains its On-Time status (if applicable) and pririty as a planned transmissin utage with the PJM apprved rescheduled date. If an utage request is rescheduled r cancelled fr reasns ther than inclement weather and nt at the directin f PJM, the rescheduled r cancelled and resubmitted utage is treated as an unplanned utage request. Nte: Transmissin Owners shuld use reasnable effrts t assess all utages fr the next tw days and submit changes t utage tickets due t last minute cancellatin, revisin t scheduled return time f active utage, r ther mdificatin t PJM whenever pssible by 06:00 a.m. but by n later than 09:30 a.m. fr input int the day-ahead market mdel. The revised utage request may lse its pririty as an On-Time utage as indicated by the fllwing belw. If agreeable t all Transmissin Owners r Balancing Authrities, the initiating Transmissin Owner submits an utage request t PJM all ther PJM Members that may be affected are ntified Crdinating Outage Requests with ther RTOs In the event f a cntemplated scheduled utage f a tie between the PJM RTO and neighbring entity, the Transmissin Owner initiating the request discusses the utage with the Revisin: 52, Effective Date: 12/22/2017 PJM

Likewise, if it is expected that such an utage will be extended beynd its scheduled time, this is discussed with the directly cnnected Balancing Authrity and/r Transmissin Operatr. If agreeable t the directly cnnected Balancing Authrity and/r Transmissin Operatr, the initiating Transmissin Owner submits an utage request t PJM, all ther systems that may be affected are ntified. This prcedure als applies t a tie between the PJM RTO and an adjacent Balancing Authrity and/r Transmissin Operatr whenever the PJM RTO initiates an utage request. Adjacent Balancing Authrities and/r Transmissin Operatrs are expected t fllw a similar prcedure Crdinating Outage Requests with Planned Nuclear Generatin Outages When a Transmissin Owner submits an Outage Request that will pen a Nuclear Generating Statin s Unit Breaker the fllwing guidelines shall be bserved: All Nuclear Unit breaker Outage Requests shall be crdinated clsely with the Nuclear Statin t cincide with a Unit utage In the case that the Outage Request cannt be delayed until the next Unit Outage, the Nuclear statin shuld be given at least six weeks ntice. Fr utages 5 days r less in duratin, PJM shall analyze these requests starting the first f the mnth preceding the utage start date and make best effrts t cntact Transmissin Owners with results f the analysis by the 15th f the mnth. PJM will infrm the Transmissin Owners thrugh edart f the status f all utage requests (either apprved r denied) by n later than 1400 hurs tw days befre the requested start f the utage. In evaluating all Transmissin Outage Requests, PJM perfrms the fllwing activities: Studies and apprves any emergency utages that d nt result in Emergency Prcedures. If an emergency utage is expected t result in Emergency Prcedures, it will be discussed with the TO t determine the impact and risks assciated with taking the utage at that time. In the case f any 500 kv facility utage, PJM is ntified again just prir t switching t verify PJM RTO cnditins and t ntify ther cmpanies via the ALL-CALL. Fr all ther scheduled transmissin utages, 345 kv and belw, PJM is ntified again, t reprt that the facility is ut f service, unless PJM specifically requests t be ntified immediately prir t switching. If fr any reasn, PJM dispatch apprves switching fr planned maintenance, and actual r cntingency vilatins are bserved, PJM dispatch will direct the facility t be returned t service until system cnditins can be adjusted and the utage permitted t cntinue withut vilating perating criteria. When a reprtable facility is t be returned t service, the respnsible Transmissin Owner reprts t the PJM Transmissin Dispatcher fr apprval prir t returning the utaged facility t service. Causes f failures shall be cmmunicated t PJM dispatch as they are determined. In rder t permit ther Transmissin Owners t take advantage f infrmatin leading t pssible trends in equipment failures, the Transmissin Owners supply the results f such investigatin t PJM, ther Transmissin Owners, and the apprpriate entities in NERC, RFC and SERC. Transmissin Owners establish guidelines fr the level f resurces t be applied t restre equipment t service fllwing a failure. This analysis will begin n the first f the mnth 60 days in advance f the utage start dates. If such utage meets the criteria as utlined in the next sectin it may be psted fr acceleratin under this prcess. If transmissin facility utage acceleratin is pssible, the csts incurred by the Transmissin Owner in accelerating the utage will be paid by the PJM Member(s) wh request the utage acceleratin. Fr an utage affecting the intercnnectin f a generating unit, participants must make a request fr acceleratin up t tw weeks prir t the utage s scheduled start date. If ne r mre requests are received t accelerate an utage, PJM will cntact the Transmissin Owner and request a revised schedule and cst estimate t accelerate. PJM shall nt reveal the identity f the Market Participant(s) making such request(s) t the Transmissin Owner. The Transmissin Owner will prvide PJM with a respnse that the utage can r cannt be accelerated within ne week f the ntificatin by PJM. If the utage can be accelerated the Transmissin Owner will prvide an updated schedule that either mves the utage r shrtens the duratin f the utage alng with the assciated csts fr acceleratin. Either ptin shuld result in a prjected reductin f revenue inadequacy caused by the utage. Once the estimate is received frm the Transmissin Owner, PJM will cntact the participant(s) that made a request t accelerate the utage and prvide them with the details f the estimate. If nly ne participant has made a request, that ne participant can decide whether t accelerate r nt and is then slely respnsible fr the actual Transmissin Owner s acceleratin csts. 79 Sectin 4: Reprtable Transmissin Facility Outages If multiple participants make requests t accelerate, PJM wuld (1) prvide the TO estimate t each participant; (2) ntify the participants that there are multiple request t accelerate withut revealing the identity f the ther participant(s) making the ther requests; and (3) cllect a willing t pay amunt frm each participant. Based n the ttal amunt the participants are willing t pay t accelerate, PJM wuld make a determinatin whether t mve frward with the acceleratin. Once it is decided t mve frward with the acceleratin the Transmissin Owner shall update edart with the new utage schedule. Determinatin wuld be made based n PJM judgment if the cmmitted acceleratin request amunts exceed the estimate by a sufficient margin. As a general guideline, fr utages utside f a plant r substatin, this margin shuld be a multiple f 2 times the Transmissin Owner s estimate fr transmissin utages. Fr utages inside the plant, the margin shuld be a multiple f 5. Nte: Inside a substatin refers t the substatin equipment (including the measurement and metering equipment) t the pint f intercnnectin t the EHV netwrk. The intercnnectin pint may be within the physical limits f the substatin perimeter. 1. Actual csts t accelerate wuld be divided pr-rata acrss the participants wh requested the acceleratin, based n the amunt they prvided with the request. 2. It is critical that this flag be used as intended t ensure all new and/r upgraded facilities/equipment are being accurately mnitred and screened fr in the PJM EMS. This attachment will include the high-level criteria fr the cut-in tickets, fllwed by sme descriptive examples f tickets that shuld have the cut-in bx checked as well as sme that shuld nt have the cut-in bx checked. It shuld be nted, there may be sme exceptins and situatins that d nt fit entirely int the criteria belw. In thse instances, please cntact PJM Transmissin Operatins Department fr clarificatin. Cut-In Criteria fr TO A. All cut-in tickets shuld have a very explicit descriptin f wrk. (i.e., At the cmpletin f this utage, new line xx-xx will be energized ). This is especially imprtant s all PJM users f edart can have a clear picture f what equipment/facilities need t be updated in the PJM EMS. B. When pssible, future equipment shuld be included in the cut-in ticket if already in the PJM mdel.
