3 1 GAMBLEAWARE S ROLE IN RESEARCH, EDUCATION AND TREATMENT GambleAware is an independent natinal charity, cmmitted t minimising gambling-related harm in Great Britain. GambleAware cmmissins educatin, preventin and treatment services and funds research t braden public understanding f gambling-related harm. The aim is t stp peple getting int prblems with their gambling, and ensure that thse that d develp prblems receive fast and effective treatment and supprt. GambleAware aims t raise a minimum f 10 millin each year in vluntary cntributins frm the gambling industry perating in Great Britain. This dnatin-based system was prpsed under the Gambling Act 2005 and is prescribed by the Gambling Cmmissin in its Licence Cnditins and Cdes f Practice. GambleAware wrks clsely with the Respnsible Gambling Strategy Bard (RGSB), the Gambling Cmmissin s independent adviser n research, educatin and treatment under the terms f a jint statement f intent, published by the Gambling Cmmissin, RGSB and GambleAware in August This sets ut the current arrangements fr priritising, cmmissining, funding and evaluating services in relatin t minimising gambling-related harm. The statement f intent enables the Gambling Cmmissin t assure itself, and therefre Gvernment, that the cmbined wrk f RGSB in setting substantive pririties fr funding, and GambleAware in generating funds and cmmissining wrk t give effect t RGSB s pririties, is effective. Furthermre, that the vluntary dnatin-based system is wrking successfully t cntribute bth t minimising the level f gambling-related harm in Great Britain and t ensuring that effective treatment is available t thse wh require it. RGSB is respnsible fr generating an independent, unbiased, evidence-based strategy fr research, educatin and treatment. It published the latest Natinal Respnsible Gambling Strategy , which was endrsed by the Gambling Cmmissin, in April GambleAware is respnsible fr fundraising and cmmissining activity t deliver specific pririties identified in the Natinal Respnsible Gambling Strategy, subject t the activities being cmpatible with GambleAware s charitable bjects and t the availability f sufficient capacity and funding. This dcument sets ut GambleAware s cmmissining intentins fr the perid frm 1 April March 2019, within the cntext f a five-year strategy published in Nvember COMMISSIONING RESEARCH AND EVALUATION GambleAware is intent n prviding evidence that supprts the develpment f effective public plicy, preventin, harm-minimisatin and treatment. This is because GambleAware exists fr thse wh

4 experience prblems with gambling r gambling-related harm, which means everything GambleAware des must past the test: des it help reduce the harm caused by gambling? GambleAware is cmmitted t delivering a balanced research prgramme that shifts the fcus beynd the individual t include gambling prducts and the envirnment in which gambling ccurs in line with a public health apprach. This is cnsistent with the Natinal Respnsible Gambling Strategy. Prblem gambling acts t entrench and exacerbate sciecnmic disadvantages by disprprtinately affecting individuals n lw incmes and thse experiencing ther health and scial prblems, yung peple and sme ethnic minrity grups. GambleAware s research prgramme will give particular cnsideratin t vulnerable cmmunities. Rbust and reliable research gvernance arrangements ensure the independence f GambleAware s research prgramme. Research is cnducted under the terms f a Research Cmmissining and Gvernance Prcedure frmed in 2016 between the RGSB, the Gambling Cmmissin and GambleAware 4. Under this agreement, RGSB sets the pririties and bjectives fr research, and GambleAware is respnsible fr cmmissining research t achieve these. Within GambleAware, decisins n research are gverned by its Research Cmmittee, cnsisting nly f trustees independent f the gambling industry and bserved by RGSB, the Gambling Cmmissin and the Department f Culture, Media and Sprt (DCMS). At all times, GambleAware s research cmmissining aims t be transparent, t fllw the highest standards f research gvernance, t ensure research is f high quality, t represent value fr mney and t be influential in minimising gambling-related harm. This invlves the fllwing practices: Transparency: publicatin f this cmmissining plan; research prject briefs set by the RGSB; public invitatins t tender (ITTs); transparent scring criteria and prcess fr bid evaluatin; and, publicatin f research reprts. Quality: experts t advise n particular prjects and frm steering cmmittees t versee research where apprpriate; checks built int the cmmissining and cntracting prcess and ensuring cmpliance with best practice in research ethics and with data prtectin; and, an independent research versight panel cnsisting f respected academics based utside f the UK, t prvide independent evaluatin f bids and peer-review f research reprts. Impact: making use f established best practice in enabling impact frm research, including clarity f bjectives; engagement with the public and thse wh need t apply the research; and, effective cmmunicatin f research findings. Flexibility: drawing n established best practice in cmmissining f research as a skilled activity; and, making use f the range f types f tenders and cmpetitin, as apprpriate t the scale and nature f prject. 4 final.pdf 4

5 The charity s gvernance prcesses ensure there is n pprtunity fr the industry t inapprpriately exert influence n the awarding, cnduct, utcme r publicatin f research prjects. Hwever, within this gvernance framewrk, trustees believe there is a rle fr industry. Specifically in ffering: Access fr researchers t industry premises and staff Access fr researchers t industry data Opprtunities fr trials, tests and pilts within the industry Better understanding f and willingness t engage in harm-minimisatin measures by the industry Access, subject t apprpriate prtectins, t custmers. RGSB has published its Research Prgramme fr , setting ut its view f the pririties fr research t be cmmissined in that perid. In respnse, GambleAware sets ut belw its plans fr cmmissining research and evaluatin in the perid April 2017 t March Crss-cutting themes There are three crss-cutting themes within this research cmmissining plan fr : Securing legacy thrugh establishing infrastructure fr research: This includes scping the ptential fr establishing a repsitry f prblem and nn-prblem player behaviur data and acting t establish this, and setting up a lngitudinal study. This will require cmmitment t funding beynd the tw years f the current prgramme. In additin, in line with the RGSB research prgramme, the ambitin includes designing the means t mnitr, measure and track, ver time, gambling-related harm. Establishing an independent repsitry f player behaviur data fr harm-minimisatin and research purpses is clearly a cmplex task. But this wuld cntribute efficiencies and benefits t researchers, industry, regulatrs, plicy-makers and cnsumers, thrugh enabling multiple research prjects frm datasets, limiting the necessity t recruit participants t studies, and enabling insights frm data that extend beynd individual peratrs and sectrs. Specifically: Investigatin f the practical challenges t establishing an independent central repsitry, ptentially hused in a university, with a cmmn minimum data set cntributed t by terrestrial and nline gambling peratrs. Establishing a framewrk t enable access t r generatin f additinal data fr specific research prjects, which culd then als ptentially be hused in the repsitry fr future analysis. Ensuring cmpliance with data prtectin, best practice in research ethics and prtectin f cmmercial interests. Children, yung peple and families/affected thers: Children and yung peple are disprprtinately affected bth by prblem gambling (relative t rates f participatin) and by the impact f the gambling f thers. In particular, cnsideratin will be given t what wrks t prevent 5 5

6 the frmatin f harmful behaviurs in individuals in early life and what gambling and gamblingrelated harm might lk like in the future. Families are key t wrking with children and yung peple. They are als a cncern in their wn right, given that gambling-related harm is experienced within the cntext f familial and scial relatinships and will ften affect ther individuals wh are nt themselves gamblers. Online envirnment: Online and mbile gambling is the fastest grwing industry sectr and accunts fr almst 50% f grss gaming yield in Great Britain. Develpments such as gambling n esprts, the intersectin with scial gaming and scial media, in-game betting and virtual currencies require attentin, nt least because this increasingly represents the technlgical and scial envirnment in which yung peple are being intrduced t and experiencing gambling. In line with the RGSB Research Prgramme , all prjects will als cnsider: Public engagement - gamblers, including thse wh experience harm and their families and friends, have imprtant insights, and research prjects ught t find ways t gain these insights; and, Hrizn scanning - new prducts and new ways f engaging custmers are always emerging and s research prjects will make the mst f pprtunities t identify risks that may emerge in the future. The fllwing sectins ffer further detail abut the range f research GambleAware intends t cmmissin with reference t the pririties and prjects set ut in the RGSB s Research Prgramme. In practice, cmmissining will need t be flexible and adaptive t develpments in the gambling market and plicy envirnment, as well as t the resurces available. 2.2 Understanding, measuring and mnitring gambling-related harm Purpse RGSB has established the imprtance f mving beynd estimating the number f prblem gamblers, t understanding the nature and extent f gambling-related harm and establishing a mechanism fr measurement and mnitring such harm. Develping such a framewrk will cnstitute an imprtant advance in helping t fcus actin and t assess prgress. Prgress The first stage f research cmmissined by GambleAware explres gambling-related harm in Great Britain frm the perspective f gamblers and affected thers, and draws n the views f industry and experts. This is cmplemented by a reprt n csts t gvernment assciated with prblem-gambling. Prjects The fllwing prjects will be cmmissined: Develping understanding f specific areas f gambling-related harm (RSGB Research Prgramme, prject 1.1) 6

7 A panel f experts frm ther areas f public health and gambling will draw n the research undertaken t date t define a cnceptual framewrk fr understanding and measuring gamblingrelated harm. The intentin is that this panel, r subset theref, cnstitutes the steering grup fr this and the next stage f wrk. It is likely such a framewrk will need t take int accunt: Harms experienced at varius levels, by individuals, families, children and affected thers, cmmunities, emplyers, the ecnmy, public services and wider sciety; Harms acrss multiple dmains, such as physical and mental health, crime, debt, husing and emplyment, family, relatinships and scial inclusin; Insight int the interrelatinships between gambling-related harm and ther health and scial factrs; Measurement f harms experienced by thse nt classified as prblem gamblers i.e. lw-risk and mderate-risk gamblers, as well as harm assciated with prblem gambling; Time, as peple mve in and ut f difficulty, harms may last beynd the behaviur and be intergeneratinal; Inequalities in the experience and impact f harms; and, Whether separate framewrks are needed fr adults and children and yung peple. There will be recmmendatins abut what aspects f harm are mre r less imprtant t mnitr and t measure tgether with recmmendatins abut hw this culd be dne. The cnceptual framewrk will assist in identifying where gambling may be thught f as equivalent t ther public health issues, and in turn this will help determine what are likely t be fruitful areas f learning frm ther areas f public health. Measuring and mnitring gambling-related harm (RGSB Research Prgramme, prject 1.2) This will design and pilt a mechanism fr measuring and mnitring gambling-related harm against the cnceptual framewrk (see abve). The intentin is t btain experts within each identified dmain f harm t determine what data can be btained frm existing statistics, r additins t these. Once this has been cmpleted, a survey n gambling-related harm can be cnstructed t address gaps, including cgnitive testing and validatin. Appraches which prduce a multiplier (average direct and indirect harm) per prblem gambler, mderate and lw risk gambler will als be explred. The cst and feasibility f all elements f the measuring and mnitring tl will be cnsidered, alng with recmmendatins abut which rganisatins might take respnsibility fr the implementatin f the measuring and mnitring tl nce develped. The tl will ideally prvide: Tracking f harm ver time, including year n year changes t the verall level f gamblingrelated harm and changes in specific areas f harm; Ability t cmpare the magnitude f gambling-related harm with ther scial issues such as mental health r alchl misuse r dependence; and, Assessment f changes in inequalities. 7

8 This prject will add t evidence n which ther cnditins thse at risk f r experiencing prblem gambling are mre likely t suffer frm, and which services they are expected t be in cntact with, and in what numbers. This can assist in mbilising key services, such as primary care r scial wrk, t address gambling-related harm. 2.3 Peple, prduct, place and time Purpse In line with a public health apprach, GambleAware is cmmitted t delivering a balanced research prgramme that shifts the fcus beynd the individual t include gambling prducts and the envirnment in which gambling ccurs. Specifically, the mve is frm a fcus n prblem gambling as a difficulty f an individual, t understanding the interactins between individual psychlgical and sci-demgraphic characteristics, features f the prduct and the envirnment in which it is played, and wider scial factrs. This includes: Whether certain frms f gambling and gambling envirnments may result in greater harm t gamblers and their significant thers; The mechanisms r pathways via which individuals develp r recver frm gambling prblems; the interrelatinships with ther cnditins and behaviurs; and, Why certain grups are at greater risk f develping gambling prblems than thers, imprving understanding f wh is mre vulnerable t gambling-related harm and the influence f scial cnditins. Such insights have a wide range f implicatins fr plicy making, preventin and interventin. If there are regulatry changes, befre and after studies shuld be undertaken. Prgress GambleAware has cmmissined a range f studies making use f industry data, in sme instances linked t individual accunts and surveys, lking at changes in behaviur ver time and explring innvative techniques fr understanding custmer interactins with prducts. Imprtant understanding has been develped n machine play, including in bkmakers, adult gaming centres and bing premises, frm data and research frm bth GambleAware and the Gambling Cmmissin. Prjects The RGSB Research Prgramme sets ut several prjects t explre hw and why peple play particular prducts, hw this varies by the lcatin f the prduct, sci-ecnmic characteristics f players and prblem-gambling status, and hw peple mve in and ut f gambling and harmful perids f play. The aim is t extend ur understanding beynd machine play t ther gambling prducts, and especially in relatin t hw peple gamble nline. These prjects have imprtant links with each ther and it is intended t cmmissin them in such a way t maximise the likely benefits f cllabratin between researchers. In additin, these prjects will require real play data and will be planned taking int accunt the aim t establish a repsitry f industry data. Analysis t describe patterns f play n different gambling prducts and envirnments (RGSB Research Prgramme, prject 4.2) 8

9 The interrgatin f real play data t prvide descriptive statistics n play acrss a number f prducts and where similar games are ffered in different envirnments, hw these are played differently (e.g., nline, casins, bkmakers, bing, arcades, ltteries). Understanding cnsumer vulnerability by linking data n play with individuals sciecnmic backgrund and attitudes t gambling (Natinal Respnsible Gambling Strategy, pririty 4.3) Linking real play data with individuals, cmbining accunt-based data with surveys f players t analyse hw peple s play varies by scidemgraphic status, attitudes t gambling, and prblem gambling status. This includes investigating if any particular frms f gambling are mre strngly assciated with gambling-related harm, and if there is evidence f a causal relatinship. Where lyalty schemes perate bth terrestrial and remte prducts, behaviur f custmers acrss bth will be cmpared. If play data is nt systematically recrded (i.e., annymus, terrestrial gambling) cllectin may be via methds such as in-venue bservatinal research, interviews with players, self-reprt gambling diaries, in depth interviews r fcus grups with gamblers wh participate in a range f venues and activities. Online gambling: The impact f accessibility and the effect f being nline in decisin making and behaviur (RGSB Research Prgramme, prject 4.4) The aim is t understand the causal r exacerbating rle f nline accessibility and the perceptin f annymity which cmes frm a lack f face t face interactin with the gambling peratr, and the impact n patterns f play and risk and harmful behaviur. It will als explre if there are ther features f nline play that culd lead t harm, such as increased expsure t marketing and in-play betting. This will need t engage with players t understand their interactins with the sectr, and may make use f experiments, behaviural science and neurscience, and appraches frm the wider study f nline behaviur. Lngitudinal study: Why d peple mve in and ut f harmful play? (RGSB Research Prgramme, prject 4.5) This will explre the factrs that cause peple t start, cntinue and stp gambling, triggers f harmful play, and factrs that lead t recvery and variatins by demgraphics, vulnerabilities and sci-ecnmic status. It wuld als lk at hw their gambling takes place acrss different prducts and envirnments (including remte), and the reasns fr switching between different frms f gambling. This invlves ging beynd the individual player t lk at the effects f participatin in different frms f gambling and identify whether gambling in certain envirnments r n certain prducts is mre likely t cntribute t harm. Scping will prpse an apprach. This shuld include bth qualitative and quantitative elements, make use f nline and innvative methds, including t reduce csts. There are als multiple pssible samples: a ppulatin-based chrt survey; existing research has established several samples f prblem-gamblers wh culd be fllwed ver time; r, recruitment frm thse wh have engaged with treatment. The pssibility f linking individuals in the lngitudinal study t their real play data will als be explred, as well as the use f lngitudinal industry data t explre patterns f emergence and cessatin f risky play. This prject will extend beynd the tw years f this plan (see belw). Lttery prducts prblem gambling and harm-minimisatin 9

10 Fr cmpleteness, and while nt prescribed in the RGSB Research Prgramme, this additinal prject will explre the prtfli f prducts ffered by the Natinal Lttery and ther large-scale ltteries, bth nline and thrugh retailers t assess the prtective measures already in place and identify further pprtunities t minimise gambling-related harm. In particular, it will cnsider the impact f the lwer age at which it is pssible t purchase these prducts relative t mst ther frms f gambling; the differences between nline instant win prducts ffered n lttery websites and games fund n ther remte gambling websites; and the relative penetratin f prducts int vulnerable grups such as thse n lw incmes, the hmeless and unemplyed. 2.4 Gambling, yung peple and families Purpse In terms f age grup, yung peple have the lwest prevalence f gambling but the highest prevalence f prblem gambling. Attitudes and behaviurs established early have implicatins acrss the life curse. In additin, this grup is invlved in new frms f gambling r gambling-like activity assciated with gaming, scial media and ther nline activities. Families play an imprtant rle in influencing and supprting yung peple and als experience gambling-related harm. Fr this reasn, GambleAware has a fcus n researching the relatinship between yung peple, families and gambling. This includes cnsidering sci-demgraphic characteristics (e.g., lw incme) and vulnerabilities. Prgress There are several prjects cmpleted r already in prgress. These include examining the pathways yung peple take int and ut f gambling and gambling-related harm, investigating the influence f parents n yung peple s gambling, understanding the nature f gambling-related harm frm the perspective f children and yung peple, explring hw different members f the immediate and extended family are impacted by and cpe with gambling-related harm, and lngitudinal analysis f different trajectries f gambling behaviur frm adlescence t yung adulthd and the causal factrs prducing these patterns. Prjects The fllwing prjects will be cmmissined: The effect f advertising n children, yung peple and vulnerable peple (RGSB Research Prgramme, prject 4.1) An increase in the vlume f advertising, cmbined with advances in technlgy ffering pprtunities fr increased marketing and advertising, leading t questins abut the effect f gambling advertising, including n children and yung peple. There are ther grups, such as thse with mental health prblems that may als be mre vulnerable. As indicated in the critical research review f gambling advertising cmmissined by GambleAware, it is imprtant t study the relative impact n varius grups f peple f different frms f advertising, t differentiate between relatively harmless and relatively risky advertising. This research is likely t: 10

11 Prvide analysis f expsure, including tne and cntent and where advertising and marketing take place; Assess yung peple and vulnerable grups perceptin f gambling advertising, and respnses t particular messages, especially thse which appear t supprt knwn risk factrs; Assess the impact f traditinal bradcast versus nline r scial media messages, sprts spnsrship and ther frms f marketing; Assess the impact n attitudes twards gambling, respnsible gambling and gambling behaviur. This includes nt nly whether yung peple and vulnerable grups gambling but hw they gamble. Assess the perceived nrmalisatin f gambling frm widespread advertising and its influence n behaviur; and, Be placed in cntext f research n yung peple and vulnerable grups attitudes twards and engaging in ther risky behaviurs, such as alchl and smking. It will require primary qualitative and quantitative research, and will cnsider participatry research appraches, in rder that plicy and interventins are funded n the views f yung peple and ther grups at risk f gambling-related harm. Additinal prjects may be undertaken in the secnd year, depending n findings frm existing prjects. 2.5 Evaluatin f preventin and harm-minimisatin Purpse It is imprtant that all initiatives t prevent r minimise harm are infrmed by existing evidence and evaluated t add t the evidence n effective interventins t reduce gambling-related harm. Prgress GambleAware has prvided reviews f evidence n peratr and prduct-based harm-minimisatin, t infrm industry interventins. GambleAware will be publishing resurces n evaluatin fr the industry and has established a list f preferred evaluatin suppliers. The charity is currently supprting industry evaluatins and develpment f best practice arund general and specific messaging and staff interventins, and cmmissined a preliminary evaluatin f the land-based MOSES self-exclusin scheme n behalf f Senet Grup. Evaluatin f blcking sftware, as a custmer cntrlled alternative t self-exclusin, is als being cmmissined. All evaluatin will be undertaken in accrdance with the Evaluatin Prtcl published by RGSB 6. In its strategy, GambleAware has cmmitted t braden harm-minimisatin services, including general awareness-raising, educatin and early interventin wrk, particularly amng yung peple and vulnerable cmmunities. A range f prjects and pilts have been develped, including fr the general public, yung peple, thse wh are hmeless, prfessinal sprts players, military persnal and prisns and the criminal justice cmmunity. All f this wrk will be subject t evaluatin, t infrm further develpment. Details f these prjects and the budgets fr these evaluatin are included in the educatin and harm-minimisatin and treatment and early interventin sectins belw. In the secnd year, additinal research prjects may arise infrmed by the evaluatin f these pilts

12 Prjects The fllwing prjects will be cmmissined: Evaluatin f industry harm-minimisatin initiatives: analysis f best practice and lessns learnt (RGSB Research Prgramme, prject 3.1) The British gambling industry is intrducing many harm-minimisatin initiatives and individual peratrs are respnsible within the research prgramme fr evaluating their wn initiatives. GambleAware will cntinue t encurage and assist these where apprpriate. Our fcus will be n lking at evidence r evaluatin acrss peratrs and sectrs, t enable the identificatin and sharing f best practice, and t cnsider hw effectively harm minimisatin and evaluatin is being carried ut by the industry. GambleAware will be invlved in the next phase f wrk n best practice with the Industry Grup fr Respnsible Gambling (IGRG). Self-exclusin: Awareness and barriers (RGSB Research Prgramme, prject 7.1) As well as evaluating the effectiveness f specific schemes, it may als be necessary t understand, acrss all sectrs, cnsumers awareness f self-exclusin and barriers t its use. This culd be included in evaluatins themselves, but crss-sectr research t gain a brader perspective may als be beneficial. The research culd explre whether self-exclusin culd be psitined mre as a play management tl prir t prblems emerging. Online gambling harm-minimisatin (Natinal Respnsible Gambling Strategy, pririty actin 5 and 6) GambleAware will cllabrate with the Remte Gambling Assciatin (RGA), individual businesses, the Gambling Cmmissin, RGSB and ther stakehlders t develp and evaluate interventins fr the remte sectr. This will build n industry initiatives and research the charity has cmmissined previusly explring the usefulness f industry-held data and behaviural analytics in the remte gambling sectr t indicate markers and patterns f harmful r risky behaviur. Hw d we knw what wrks in preventative educatin (RGSB Research Prgramme, prject 8.1) The RGSB Research Prgramme places an emphasis n preventative educatin, n the basis that preventin f harm is preferable t treatment, while acknwledging this has prved challenging in ther areas f public health. GambleAware will cmmissin research t result in a strategic apprach t the use f educatin as a gambling-related harm minimisatin tl. The research will seek t learn frm cmparable areas f public health and examine the techniques mst effective with different demgraphic grups, as well as the current pilt prjects already cmmissined. It will define what cnstitutes success in preventative educatin and hw this can be evaluated and measured. This will include establishing what shuld be delivered in schls, at what age, via what mechanism and whether this shuld be universal r targeted. It will als cnsider what preventative educatin shuld be delivered fr high risk grups and the rle f wider general ppulatin messaging. It will explre ptins t embed educatin abut gambling int existing public health interventins, e.g., nline safety awareness. The research is likely t cnsist f evidence reviews and cnsultatin with experts, and will take accunt f insights frm behaviural ecnmics. 12

13 In the secnd year there may be further actin research activities where pilt initiatives are designed, delivered and evaluated, with recmmendatins fr future delivery. 2.6 Evaluatin f treatment capacity and quality Purpse GambleAware is cmmitted t evaluate and imprve the quality and effectiveness f the psychscial interventins it cmmissins. Prgress There are a range f nging harm-minimisatin pilt prjects - early interventin and advice services - t which funding has already been cmmitted. These services were selected particularly t address prblem gambling in vulnerable grups. University f Lincln/NatCen Target grup: Hmeless This prject seeks t address the lack f understanding f the nature f the relatinship between gambling and hmelessness. The researchers aim t develp bth a cgnitin-based gambling screen t aid in identificatin and recgnitin f gambling prblems in the hmeless ppulatin, and a brief cgnitive interventin t minimise the gambling-related harm experienced by hmeless gamblers. Prfessinal Players Federatin Target grup: Prfessinal sprts players and the general public The Prfessinal Players Federatin (PPF) seeks t ensure that sprtsmen and wmen (typically aged between 16 and 35 years) are made aware that they are an at risk grup and then prvided with imprved infrmatin n prblem gambling and respnsible gambling in a player friendly manner. The ultimate aim is t influence athletes behaviur thrugh educatin and infrmatin s as t reduce the incidence f prblem gambling amngst prfessinal athletes, signpst players needing help with a prblem and reduce the harm that this des t everyne affected. This will be achieved by imprving the educatin that the varius player assciatins deliver t their athletes by using an evidence-based apprach. DEMOS Target ppulatin: Yuth 16

17 DEMOS will design, test, and pilt an interventin in secndary schls aimed at minimising the risks assciated with gambling. The pilt will target pupils in Year 10 (ages 14-15) in fur secndary schls acrss the cuntry. They will design lessn materials t be mapped nt existing PSHE curricula in schls and delivered by teachers. As such, the prject will fit int the brader wrk undertaken by schls t prmte the wellbeing f pupils, and prevent harmful behaviurs. Fast Frward Target Ppulatin: Yuth Fast Frward will develp the pilt Yuth Prblem Gambling Initiative int a phase 2 f the prject in year 1 (2016), and a subsequent UK-wide Phase 3 in year 2 (2017). The phase 1 pilt prject had the fllwing aims: Help prevent the nset f at-risk gambling behaviur amng yung peple (12-25 years); Increase access t and availability f supprt and treatment in existing cunselling and supprt agencies. The bjectives were: (i) strengthen the rle f services, schls and yuth agencies in addressing gambling-related issues; (ii) increase capacity f staff t prmte greater awareness f gambling-related issues amng yung peple; (iii) increase early detectin, assessment and interventins in relatin yung peple at risk f develping gambling prblems; and (iv) increase the supprt and treatment available, in existing services, fr yung peple with gambling prblems. Newprt Citizens Advice Bureau Target ppulatin: General public and the Citizens Advice Bureau (CAB) wrkfrce This prject will tackle issues f prblem gambling at its rt thrugh educatin and awarenessbuilding with yung peple and ther vulnerable grups directly as well as via the agencies and statutry bdies wh ffer help t thse grups. In additin the service will prvide help fr individuals thrugh a number f interventins and make referrals int ther established services, shuld lnger term in-depth supprt be required. The mdel that Newprt CAB prpses integrates awareness, training and supprt within an advice setting. EPIC Prblem Gambling Cnsultancy Target Ppulatin: Prisns and the criminal justice cmmunity Target Ppulatin: Military persnnel These tw prjects will prvide educatin, screening and referral t services fr the target ppulatins, and will wrk with staff t raise awareness abut hw t identify prblem gambling, what t d abut it and where t seek additinal help and supprt. BetKnwMre Target Ppulatin: Gamblers in licensed betting ffices (LBOs) This prject ffers cmmunity-based interventins fr thse wh may be identified by LBO staff as at risk f develping prblems with their gambling. The prject ffers staff training, awareness raising and a referral mechanism int hlistic and individualised brief advice, and where necessary, referral int further specialist supprt r family services. Prjects GambleAware intends t issue invitatins t tender n an annual basis fr innvative harm-minimisatin prjects, allwing rganisatins t identify and pilt appraches t harm-minimisatin in vulnerable 17

18 ppulatins that help deliver r extend the Natinal Respnsible Gambling Strategy. The precise brief is yet t be scped but is intended t attract rganisatins t trial new interventins which may be infrmed by practice in areas aligned t harm-minimisatin (e.g. interventin within drug r alchl settings). 4.2 IGRG prject evaluatins Purpse The industry as a whle is seeking t wrk cllabratively thrugh the Industry Grup fr Respnsible Gambling (IGRG) n a range f harm-minimisatin initiatives. Where it is cnsistent with ur charitable bjects, we will supprt these and future initiatives with bth direct funding (RGSB pririty 5) and external evaluatin. This will nt be a substitute fr the industry meeting its wn csts f business r cmpliance, but rather seed-funding t encurage the industry t g beynd its regulatry bligatins and t wrk cllabratively in the interests f minimising harm mre effectively Prgress In , GambleAware supprted IGRG with the design phases f prjects cvering: Prduct and player messaging Scial messaging Staff training Self-exclusin. If ther such industry-wide prjects are develped by IGRG r ther bdies, GambleAware will, where apprpriate, ffer t prvide independent evaluatin if invited t d s. 4.3 Educatin implementatin Purpse It is imprtant that where educatin and preventin initiatives are shwn t have a psitive impact n at-risk grups, either in terms f increasing knwledge and skills in relatin t aviding gamblingrelated harm but als imprtantly in changing behaviur in relatin t prblematic gambling, that these interventins are cntinued and scaled up apprpriately. Prgress Interim evaluatin f educatin prjects currently being carried ut by GambleAware shw prmise in imprving knwledge and skills arund aviding gambling-related harm in particular at-risk grups 18

19 (e.g. yung peple). Hwever, lnger-term evaluatin will help t imprve understanding f the impact f the interventins n reducing gambling-related harm. Training fr Prfessinals: prviding evidence-based training (e.g. face t face r elearning) fr prfessinals wh wrk with at-risk grups t raise their awareness, knwledge and skills in relatin t addressing gambling-related harm. 4.4 Public health (including GambleAware cnference) Purpse GambleAware believes gambling-related harm ught t be treated as a public health issue. It is in this cntext that GambleAware expects t build practical wrking-relatinships with a wide range f agencies and experts frm a range f disciplines, including the NHS, debt advice agencies, citizen advice bureaux, mental health and ther charities. Prgress GambleAware is cmmitted t engaging with health prfessinals t psitin gambling-related harm within public health service cmmissining. In particular, it intends t build n its review f the Ryal Cllege f GPs training prgramme that predecessrs cmmissined t infrm future engagement with health prfessinals abut gambling-related harm and GambleAware intends t build n this knwledge in its develpment f practical wrking relatinships with a range f agencies and bdies cnnected t the new landscape f public health cmmissining. GambleAware has engaged with public health prfessinals within lcal authrities and natinal rganisatins (e.g. Public Health England) and cntinues t wrk t raise the prfile f gambling-related harm within these rganisatins and t encurage them t plan and deliver a respnse t it. 20 4.5 GambleAware website and brand Purpse By achieving a high level f brand awareness fr GambleAware, the charity will be able t cnvey preventative messaging mre effectively and better enable thse wh need help knw hw t access it. GambleAware s primary channel fr prviding educatin t reduce gambling-related harm is the BeGambleAware.rg website. The aim is t ensure this website prvides clear, relevant and accessible guidance t thse suffering frm gambling-related harm, and that there is an increasing level f awareness f and understanding abut the website. T achieve this, GambleAware intends t invest in bth the site itself, and its prmtin. GambleAware will seek t prmte the site thrugh a cmbinatin f digital prmtin, paid advertising and public relatins, cntinuusly evaluating the relative effectiveness f all three, and altering the blend t maximise the return n ur investment. Prgress and Prjects Website design and maintenance The site was relaunched in February 2017 n a trial basis fr six mnths, with the predecessr website, still peratinal, but redirecting visitrs t the new site. A full evaluatin f the new website will be undertaken in September 2017 t assess if the transitin shuld be made permanent. Given this nging exercise, GambleAware des nt intend t re-tender the maintenance and develpment f the website during the next tw years, subject t nging satisfactry cmmercial terms with the current supplier. Clearly any transitin t a new supplier in future wuld be a cmplex exercise with risks and csts. T ensure this remains an ptin, GambleAware has ensured its cntractual relatinship with the current supplier facilitates a cmpetitive prcess in future. GambleAware Public Relatins and Public Affairs In additin t paying directly t prmte BeGambleAware, securing free cverage thrugh the media may ffer a mre cst effective way t raise the prfile f the website and the advice and supprt GambleAware ffers. Fr example, public relatins activity in supprt f the advert ran in February see belw - secured 2.5m pprtunities t see r hear abut the services available t the public. Als, GambleAware regularly meets with Members f Parliament, Members f the Scttish Parliament, Welsh Assembly Members and senir fficials at all levels f gvernment t prmte awareness f the services available t the public and t encurage extending the rle f the NHS in treating mre cmplex cases invlving prblem gambling. In April 2017, GambleAware renewed fr a secnd year its cntract with an external firm t supprt this wrk. That firm was appinted under a cmpetitive tender prcess early in 2016, and this cntract will be subject t cmpetitive tender again by April 2019 at the latest. 20

21 GambleAware digital prmtin Since February 2016, GambleAware has been pilting digital prmtin, paying fr targeted advertisements n a range f scial media and mnitring the impact f this investment. Trustees reviewed the return n this investment in March 2017 and determined t cntinue this activity in n the basis f the value it has already delivered. GambleAware intends t retain the supplier wh managed the pilt until March 2018, with a further 12 mnth extensin cnsidered at that pint. This cntract will be subject t cmpetitive tender fr services frm April GambleAware advertising GambleAware is currently awaiting an evaluatin f the impact f its first direct advertising campaign, which invlved the transmissin f tw films n YuTube, targeted at year lds in the Nrthwest and Nrtheast f England. GambleAware s investment in this pilt was significantly augmented by dnatins in kind frm the agencies invlved and f additinal media spend in the frm f free cinema screen-time. Further investment frm within existing funding surces will be subject t the results f the evaluatin f this pilt. Subject t satisfactry cmmercial agreement, GambleAware des nt intend t put this activity ut t tender during , while this remains at an experimental scale, infrming trustees future decisins abut the extent t which such advertising furthers ur charitable bjects and prvides relative value when cmpared t ther ptins fr spending ur limited funds. Fllwing the General Electin (June 2017), any new gvernment is expected t cntinue the gambling review initiated by its predecessr. This includes cnsideratin f plicy n the advertising f gambling. GambleAware has made the case fr all f thse wh are invlved in gambling advertising t supprt a public infrmatin campaign t warn f the risks f prblem gambling and prmte the treatment services available.
