22 Dairy Grading Team has worked with Information Technology Service, AMS and USDEC to automate the export certification program. Electronic Trade Document Exchange (etde) is a content management system that was created to support the domestic and international trade of U.S. agricultural products.
23 The electronic Document Creation System (edocs) is used to request health certificates, after DGB s approval it is sent to etde to be viewed by domestic users and port authorities at various export destinations AMS use of etde has resulted in faster customer service, greater accuracy and delivery of certificates
24 Average certificate request response time is approximately 1.5 business days Currently, this software system is programmed to process the following applications and certificates: Derogations European Union (7 different types of certificates) China Sanitary General Sanitary (accepted in 90 countries)
25 Add 12 new Dairy Export certificates The following countries have unique certificates with specifically negotiated language: Algeria Argentina Morocco Peru Brazil Chile China Composite Cuba Tunisia Turkey Ukraine Uruguay
26 The U.S. is the world s leading single country exporter of SMP, cheese, whey and lactose products Through our export certification and inspection and verification programs, we create opportunities for businesses to connect with foreign markets Dairy Grading Branch (DGB) offers certificates for more than 80% of the countries that accept U.S. dairy exports
27 Annually, DGB experiences double digit growth in request for export certificates DGB can verify that manufactured dairy products meet export requirements In FY 2015, DGB issued 46,000 dairy export certificates to more than 110 countries
28 The U.S. has received several extensions from the Republic of Turkey to continue to use the current U.S. dairy certificate while negotiations are underway. In March 2016, the U.S. submitted comments and a proposed dairy certificate to Turkish officials The current negotiations are focused on Turkey s SCC and SPC requirements Export market is valued at $24 million
29 Negotiations between the U.S. and Turkey governments have not reached mutually agreeable certificate language On April 1, 2016 Market closed Turkey will no longer accept U.S. Sanitary Certificates for Milk and Milk based products
30 Last year, the Gulf Cooperation Council issued a proposed new export certificate U.S. was granted until June 2016 to continue to use the current AMS Sanitary Certificate while negotiating new acceptable terms. Most challenging of the attestations: Milk products in conformity to existing GCC requirements. Veterinary chemicals and pesticide residues compliant with GCC requirements Halal certificate for dairy products
31 These new import requirements will lead to a trade disruption The U.S. interagency team are working collaboratively to negotiate favorable conditions in this trade bloc The market is valued at $200 million for U.S. dairy exports OK for now. Internal resolution first.
32 On February 4, 2016, S. Korea passed a Special Act requiring mandatory registration of foreign food facilities and livestock establishments Korea will grandfather facilities that have a history of exporting to their country AMS received a list of 527 facilities, we will determine whether they would eligible to receive an AMS export certificate. Market is valued at $300 million for US dairy exports
