1 Potential Agricultural Investment Projects Agriculture has been identified as one of the potential sectors, necessary to attain and achieve the country s national development goals. In order for the sector to contribute to its full potential, there is however a need to develop, promote and stimulate functional areas which are Agri-business, Agri-inputs, Agri-technology in the country. This businesses opportunities lie within agricultural production, agro-processing, development of agro-industries and marketing of primary, processed and industrial agro-products. Potential areas of investment opportunities have been identified and developed. Several projects have then been proposed and some partially implemented in the country. 8 Land Acquisition for Agricultural Purposes Land Acquisition in Namibia is governed by the Agricultural (commercial) Land Reform act of 1995 and the amendment of The act grants acquisition rights of land to foreign nationals (investors) provided that they are given consent by the Minister of lands and resettlement for buying the land or entering into an agreement with any other person. Interested investors are required to follow the following steps in acquiring land in Namibia for Agricultural purposes; Step 1: Investors are to identify the land that they would otherwise be developing for agricultural purposes, be it farming or any sort of agribusinesses. This land can either be communal or commercial land depending on their interest areas. Step 2: Investors are then required to enter into an agreement of sale or lease with the necessary farmer /person /Ministry for a portion of the land, possession or occupation of the specified land, Step 3: The Ministry of Lands and Resettlement provides application forms for land acquisition which are to be filled in by the investors and accompanied by specified documents such as the business plan and the intended number of people to be employed etc. These forms can be collected by the Ministry offices and should be returned after completion. Step 4: The Ministry of Land consults the Ministry of Agriculture, Water and Forestry, Ministry of Trade and Industry and the Ministry of Environment with regards to the application and the intended use of the land required by the investor/foreign national. Recommendations are then made by each ministry and are submitted to the Ministry of lands and Resettlement. Step 5: The Ministry of Land and Resettlement then makes the final decision on whether to give consent on the acquisition of the land. Agricultural Investment Projects 8 August 2012
