3 Hivre BAZAR A Success Story of Comprehensive Watershed Development Programme The Village Hivre Bazar is located about 60 kms north-east of Pune and about 17 kms west of Ahmednagar city, which is the Headquarters of Ahmednagar District in Maharashtra State.

5 The Village is well known all over India for implementing the Watershed Development Programs successfully..through Shramdan (voluntary labour) from Villagers and NGOs with the coordination of Government Agencies.

6 It is also a Village which implements Adarsh Gram Yojana (Ideal Village Program) comprising Safe Drinking Water Supply, Sanitation facilities for each household and Family planning.

7 In the past, this area frequently suffered from draughts, drinking water scarcity, unavailability of fodder and frequent migration of the villagers to urban areas in search of employment.

8 Therefore, some of the villagers preferred preparing and selling illicit liquor. It had become their major source of income, giving birth to all other evil activities generated by the liquor. Government records had branded the village as a Criminal Village

9 Agricultural activity in Hivre Bazar used to be just like a typical village in the low-rain fall, drought-prone, hard-rock area in INDIA.

10 PROBLEMS AND ISSUES OF Hivre BAZAR BEFORE DEVELOPEMENT RAIN-FED CROPPING PATTERN HEAVY SOIL EROSION DRINKING WATER SCARCITY UNAVAILABILITY of FODDER UNAVAILABILITY of FUEL WOOD SOCIAL PROBLEMS UNEMPLOYMENT MIGRATION, FRUSTRATION OF VILLAGERS INCREASE IN CRIME OVERALL BAD REPUTATION OF VILLAGE DUE TO CRIME.

11 STARTING POINT: By 1989, I had completed my M.Com. (Master of Commerce) Degree. I used to participate in many sports (especially Cricket) and other cultural activities during my college days. Naturally, this was an influencing factor on the youngster and other villagers of Hivre Bazar.

12 In the year of , the State Govt. declared elections for Village Panchayats Some of the visionary good people and youngsters in Hivre Bazar invited me to the Village meeting (Gramsabha) and elected me as the Sarpanch (Chief of Village Council) for five years.

13 My relatives wanted me to leave the village, seek a job in the City and not to get elected as the Sarpanch of a Criminal Village. But I was determined to accept the challenge of changing the face of the village and the fate of the villagers. I therefore, accepted the opportunity and was elected unopposed.

16 The following basic needs were identified in the Gram Sabha on 26 th January Providing Educational Facilities Providing Fodder for Cattle Providing Irrigation for Agriculture Providing Safe Quality Drinking Water Providing Health Facilities Improving Village Roads Providing Electricity for Farm Pumps Increasing Local Employment

21 The Villagers decided to give priority to Education. One Educated GIRL or BOY could change the Home. One Educated Home could change the Village. And One Educated Village could change the management of its Water Resources and Agriculture.

22 The Primary school was extended into a High School from 5th Std. to 10 Std. Eventually, coupled with adult education program, the ratio of literacy in the village grew from 30 % to 95 % * 18 villagers donated their own land for School Building & Playground.

23 This attracted the attention of Government agencies towards the leadership in the village and convinced them that the villagers are now progressing in the right direction of further development.

24 On 15th August 1994, The Hivre Bazar village Gramsabha (Village Meeting) established the Yashwant Krishi Gram & Watershed Development Trust for.

25 .implementing watershed development programmes in the village. The Village then started implementing the programmes and activities of Adarsh Gram Yojana (Ideal Village Scheme).

50 The Government of Maharashtra has now appointed me as the Chief of its "Ideal Village Program" under which 300 villages are to be developed on Hivre Bazar's Pattern. Selection of 100 villages has already done to replicate Hivre Bazar.

51 Delegates from 122 nations have so far visited Hivre Bazar. The Village and Myself as its Sarpanch (Village Chief) have won several Honors and Awards so far, including the National Agricultural Award, National Productivity Award and AGRI GOLD Award & Today, this Certificate of Honour from the International Association of Hydrogeologists (I.A.H.)
