Maine Statewide Mapping Maine Office of GIS Maine GeoLibrary
2013 major initiatives Orthoimagery Lidar Parcels / land records More web map services (MEGIS as a cloud) ArcGIS Online / cloud services Database move - ArcGIS 10.1 and possibly PostGIS Metadata management changes vmaine
Maine orthoimagery Beginning 2012 with York and Cumberland Co. 5 year program, 3 year for urban areas 24 NMAS 4-band base product Municipal buy-ups as good as 3 ASPRS L1 Funding model split between Fed, State, County Buy-up entirely funded by town (31 towns in 2012 at 6 or better)
Maine orthoimagery $416K project in 2012 with 27 buy-ups $356K project in 2013 with 21 buy-ups
Maine orthoimagery Deliverables include: Minimum 2 NMAS pixel/accuracy resolution for most incorporated areas Minimum 1m NMAS for large unorganized tracts Buy-up imagery, 6, 3 ASPRS Level 1 or 2 Color-infrared band All-digital workflow with Leica ADS sensors Ground control data Elevation model (DEM/DTM) Accuracy report Metadata
Maine CAP Grants 2011 Return on Investment for orthoimagery $60K Hired AppGeo to conduct analysis on ortho program Very conservative 4:1 return shown in just 3 areas 2012 Biz Plan Development orthoimagery $40K Funding to promote ortho program - forums and materials Worked with our ortho contractor Woolpert and Kappa
Maine orthoimagery Statewide GIS coordinating body Technical support and hosting Primary contractor Local contractor Local contractor Survey and control Return on investment study ROI partner
Lidar Collection 2013 partnering with FEMA, USDA, and USGS Over 2200 sq miles of new data coming via GPSC-2 contract Also small project to fix some slivers from past collects Continued work towards full state coverage by 2016
Current status Lidar Collection 9143 sq mi collected 2280 in Fall 2013
Lidar Products MEGIS processes lidar to create seamless DEMs for the captured area MEGIS provides free downloads of 2m DEMs, hillshade, and slope, and 2 contours. Point cloud LAS files currently only available through disk-copy, but soon on Digital Coast.
Digital Parcels Goal is statewide parcel fabric that can be linked to assessor s data and county of registry of deeds. Phased approach parcel composite is first step Political and legal issues with release of data and county fees for the next steps Funding of efforts bonding, CAP, broadband
Digital Parcels Broadband funding for 114 towns All collected under one contract Delivery in 6 lots over two years ( ), 83% complete Parcels to the state standard, Level II or better
Current status Digital Parcels
Digital Parcels Issues facing us: Rural nature of Maine at least 12 towns have no parcel/tax maps at all (even on paper!). Many others have outdated paper maps with handwritten notes and updates. Issues arising from Maine constitution towns have the authority to manage parcels and assess property tax, yet counties manage the deed processes. State has authority over unorganized territories for taxing and parcel management. Issues arising from county use of deed records as revenue making digital libraries difficult to implement with current statutes.
Web Services MEGIS is heavily invested in use of web services to provide data to the public. At last count, 56 different imagery datasets provided through WMS Use of OGC-standard important for cross-platform support Savings of over $100K/yr for MEGIS using filebased WMS vs. storing imagery in database Home-grown system using open-source software MEGIS Internet YOU
Web Services Our WMS stack is mostly open source software Currently servicing about 15,000 requests/day GDAL - Geospatial Data Abstraction Library MS4W
Web Services Future web services to include historic data: Circa 1900s US border survey Circa inch orthoimagery
Cloud Services Many customers interested in ArcGIS Online Easy, already-built web server and mapping tools Integrates with desktop and server software Credit model with state s enterprise license (ELA)
Cloud Services LAS file hosting will be provided by Digital Coast FREE! And public Allows download of LAS files Allows users to create on-the-fly products NOAA
Database Migration Haven t upgraded our database in 2 years! Currently Esri ArcSDE (ArcGIS Server Basic) Will migrate to 10.1 Biggest issue is moving to 64-bit environment which is required. Also looking at PostGIS as an alternative.
Metadata management Currently using GeoNetworks via USM Looking into cloud option via ArcGIS Online portal Might merge with FGDC portal or USGS portal
vmaine Virtual Maine a common operating picture (COP) Used by MEMA during Hurricane Sandy Provides near-real-time data on weather, flood stage, power outages, traffic issues, and more Google Earth Enterprise System Funded by US DOE grant through PUC and MEMA
Michael Smith, State GIS Manager
