3 To: Princess Street Merchant/Resident/Property Owner Re: Pre construction Information Hand Out Len Corcoran Excavating (LCE) was the successful proponent for Phase 4 of Princess Street Reconstruction which includes Princess St from Clergy St to just west of Division St, Barrie St from south of Princess to Queen St, and Division St from Brock St to Colborne St. Reconstruction generally means building face to building face reconstruction and the areas mentioned will get brand new watermains, sanitary and storm sewers, some new electrical infrastructure, sidewalks, granite curbs, granite and concrete pavers, asphalt roadways, granite planters, street furniture, trees and perennials. The Municipality will pay for these utilities to be replaced through the building wall and hooked up to existing services by our licensed plumber. Unless otherwise directed by the building owner, the water and sanitary service will be replaced with the same size as existing. Building owners are STRONGLY URGED to review the existing size and potential uses of their building and consider upsizing their service if necessary. If these changes are arranged pre construction, the building owner will only have to pay the difference in cost between installation of the existing size and the larger service which will represent a SIGNIFICANT SAVINGS over post construction upgrades. If you require pricing for a potential upgrade please speak to Jeff Froats of Utilities Kingston (613) ext The intent of this document is to provide a general overview of the activities that will take place and the approximate order they will occur. One of the few things certain in construction is that nature, unexpected existing infrastructure, and other unforeseen factors conspire to ensure our plans and site remain very dynamic. This project has a very tight timeline and fixed milestone dates so we will take advantage of every opportunity to expedite our schedule by being flexible on the order of tasks. Our Public Relations coordinator will keep stakeholders appraised of our schedule and allow for the opportunity to perform our work in a manner which provides the least impact for each individual business. What follows is a breakdown of the different job phases and some basic information about what to expect. Stage 1: Preparatory Crews mobilize to the area, the road is closed and vehicular traffic is detoured. Modular steel fencing is set up to separate the general public from construction activities. Walkways will be created to ensure continuous access to businesses. Service excavations will be dug at each building from the building face and out 2.5m towards the road. New pipes will be installed through the foundation wall. 2 P age
4 The building wall will then be repaired and the new pipes backfilled. The existing services will continue to function normally. Electrical crews will complete trenching and other installations within 2.5m of the building face. All excavations will be backfilled and the surface will be reinstated with temporary hard surface to allow for unobstructed pedestrian access while mainline pipe operations are ongoing. Temporary water pipes (overland) are run to provide water supply to homes and businesses while the permanent watermains are under construction. These temporary water pipes are assembled, filled with water and tests are done to ensure the water will be safe. LCE crews will use insulation, heat trace systems, and ground heaters to protect the temporary water from freezing during the cold weather. Excavations are dug at the location of the existing services (where the water shut off valve is.) Each water service is hooked up to the temporary water main. In order to do this, the water supply to each property will be shut off for a short period of time. The contract requires that LCE provides notice of any water shut off 48 hours in advance and we will make every effort to accommodate regular business activities and make them as short as possible. Water or electrical works requiring large shut down areas will be conducted at night or during off peak hours and we will do our very best to keep the interruption as short as possible. Our crews are very skilled and take every precaution in their efforts not to break anything. Unfortunately, despite our great efforts to the contrary, water, gas, or electrical services are occasionally damaged causing an unplanned outage. We will do our very best to keep these interruptions as short as possible and keep you informed of our progress; your patience and understanding are appreciated. Stage 2: Replacement of Municipal Infrastructure in Roadway Large excavation equipment is mobilized to the site and work begins in the roadway. The equipment includes a hydraulic breaker attached to a large excavator to break the limestone as blasting is not permitted for this project. Work hours are 7am 5:30/6pm Mon Thurs and 7am 3:30/4pm on Fridays. We will consider longer hours or work on Saturdays if it becomes necessary to stay on schedule. The modular fencing will create a 1.8m wide walk alongside the buildings and pedestrians will be able to cross the street at the nearest intersection. As the underground infrastructure work moves up the street, the completed area is backfilled, levelled with gravel, and surface restoration efforts begin. 3 P age
5 Stage 3: Testing and Reconnection to Municipal Lines Once a certain amount of watermain has been installed, approximately 1 block, that section will be pressure and bacteria tested to ensure it was installed correctly and that it is safe to reconnect. Once all of the tests are passed the new section of pipe must be connected back to the municipal infrastructure system and each property disconnected from the temporary water line and reconnected to their permanent supply. Watermain Tie ins (where the new sections of pipe are tied in to the existing infrastructure system) will be completed first. As required, any affected properties will receive written notice 48 hours in advance for all planned outages. If it is necessary to affect a wide area outside the construction zone, LCE will examine the value of completing the tie in during non peak hours. Once the water main tie ins are completed crews will begin re connecting individual services to the permanent water supply. This procedure again requires a water outage that is usually shorter. Residents will receive notice 48 hours in advance and every effort will be made to accommodate regular business activities with these outages and make them as short as possible. Stage 4: Concrete Restoration and Granite Installation Ideally, concrete work follows after all of the water hook ups are complete. It is possible to stage the concrete work such that it can happen while water hookups are taking place and decisions along those lines are based on schedule considerations. In order to complete concrete work the area is graded for sidewalk or curb and the concrete subcontractor mobilizes to the site to install forms. The gravel inside the forms is re graded and packed and (usually the next day) concrete is poured into the forms. The concrete needs to set for about 24 hours before the forms can be stripped off and people/cars can pass over the new curb/sidewalk depending on weather. Concrete pouring is EXTREMELY WEATHER DEPENDENT. Since the schedule for this project is extremely tight, LCE will be proceeding with cold weather protection measures for all concrete restoration operations until the ambient temperature reliably remains above 5 o C. These measures will include frost blankets, ground heaters, and may include hoarding (enclosed tents). The initial concrete pours will occur early to mid March. A 1.8m strip of sidewalk will be poured against the face of the buildings. This walk will be part of the finished concrete and will ensure uninterrupted access to local buildings for customers and residents for the remaining duration of the project. Our crews will work closely with local businesses to stage operations outside of regular business hours as much as possible and are prepared to explore creative solutions if necessary. There will be access issues while the sidewalk forms are 4 P age
6 installed and on the day of the concrete pour (should be 2 consecutive days.) As each doorway is unique, there will need to be unique solutions for each. LCE public relations personnel will give as much notice as possible to local merchants and work with each business owner to minimize the impact. For the Phase 3 Princess St reconstruction project a wet cure protocol has been specified for the concrete. This means that all concrete must be left wet and covered with plastic or insulating blankets (depending on weather) for 7 days. As a result, the day after the concrete is poured, crews will saw cut the necessary expansion joints into the walk, wet and cover the new section, and place rubber mats on top so the sidewalk can be opened for public access. At the end of the curing period the mats and blankets will be removed and foot traffic can travel over the finished walk. Installation of granite curbs is a multi step process. A concrete footing for the granite curb is poured. Once the footing is in place, the granite curb is brought to the site and set in place with a boom truck. The pieces are cut to fit onsite and the edges are hand tooled so that all the pieces fit seamlessly. This process is difficult and time consuming as granite is a hard stone to cut and each cut needs to be very precise. Once the curbs are in place, a 10cm concrete paving guide is poured along the street side of the curb which both anchors the curb in place, and ensures the face will not be damaged by paving operations. Finally, the remaining section of walk, between the initial 1.8m strip and the curb, is poured to complete the restoration. Granite planters are installed in much the same way with footings poured first and the very large granite pieces installed using a boom truck. The sidewalks are completed up to the outside face of the planters and they are filled with topsoil for the trees and perennials. Stage 5: Asphalt and Final Restoration (Paving Stones and Street Furniture) Once the concrete is in place we will begin preparation for asphalt placement. A large Motograder will arrive onsite and grade the gravel in the roadway. This piece of equipment moves very quickly and has unique blind spots; please be very careful walking onsite while the road is being graded. All of our staff will do our very best to look out for you but if you keep in mind that if you don t have eye contact with the machine operator, he cannot see you, it will make safety on the jobsite even better. Asphalt is placed in two levels: a base layer and a surface course. The first layer of base coat can be laid in light rain or drizzle provided that it is not too cold. The second layer and the surface course of asphalt is EXTREMELY WEATHER DEPENDENT and can only be laid when it is dry and above certain ambient temperatures. 5 P age
7 A few days after the base asphalt has been placed, workers will cut holes in the new asphalt in order to set covers on the manholes and catchbasins to finish grade elevation. This work flow is normal and does not indicate there has been a mistake. The elevation of the lids is such that the paving equipment cannot pass over them to lay the first coat of asphalt. We therefore bury the structures to facilitate base asphalt placement and expose them in time for top asphalt when the elevation difference is more manageable for the paving equipment. At this time work will begin restoring private walkways, driveways, and vestibule areas. It is required in our contract that these surfaces be replaced with whatever was there pre construction. After all the sidewalk areas are poured, the granite and concrete pavers can be laid. A concrete base is poured, the area is leveled with sand, paving stones are installed, and the joints are secured with polymeric sand. Street furniture will be the same type as installed in Phase 1 3 of Princess Street Reconstruction and, while a plan for installation has been provided by the design team, final locations will be determined by the City of Kingston staff after examining site conditions. It is important to understand that the extent of restoration limits and placement of street furniture is ultimately determined by the City of Kingston or Utilities Kingston inspectors. If you have concerns about either of these issues, any conversation about changes will need to involve one of these inspectors. Additional general information for residents/property owners: When work is happening on blocks upstream from your water supply and valves are being operated, you may notice discolouration in your water. This may be caused by sediment in the old pipes being stirred up by the operation of valves and does not represent a safety hazard. Please run a tap in your home (preferably one without a screen like a laundry tub) until the discolouration goes away; this can take as much as 20 minutes. If the discolouration does not go away, please speak to the onsite foreman. Following a water shut down or re connection of your water service to the municipal system it is possible for air to be trapped in the lines. We flush the lines thoroughly in an effort to eliminate air pockets but occasionally they still occur. Air pockets can cause sputtering or intermittency of your water supply that should be resolved if a tap is left running for a few minutes. In rare cases, an air pocket can cause an air lock situation that interferes with the water supply to the building. Following a water shut down we try and check with each property to ensure their water supply is functioning as normal. However, if you notice any unexplained interruption to your water supply, please speak to LCE crew member s onsite and we will get the issue resolved. 6 P age
8 It is a condition of the contract that only one of Montreal or Clergy St Intersections may be closed at any given time. To facilitate paving operations, it may be necessary to switch the closure back and forth and as much notice as possible will be given. It is stipulated in the contract that Princess Street must be paved and open to through traffic by July 1, Work WILL CONTINUE on side streets after July 1 and there will be road closures on sections of Division and Barrie Street after July 1, There will also be possible lane closures on Princess St to complete surface finishing s.
