1 Quality Assurance and Control, Getting It Right First Time!

2 Reduce Costs & Time Delays at Every Step of the Way, Quality Control is an essential part of making sure that the final design is right and that what is built is what was designed. If construction is not adequately controlled by a Quality Assurance process it is unlikely that the final building will be what was envisaged usually accompanied by an extended construction period plus budget overruns. As an ISO9001:2008 certified company, Forsspac know that good quality starts with proper planning and preparation. A Quality Assurance plan sets out all the necessary controls that are to be applied to the project. Quality Control ultimately rests with the construction crews doing it right first time. However, a Quality Control plan puts in place the necessary measures and reporting, helping to ensure that any deviation from design is spotted early and corrective action can be taken.

3 The Quality Assurance Plan Defines the Cornerstones of the Quality Control System, Enabling the Goals & Requirements of the Project to be Fulfilled! TMC Clark The Quality Assurance Plan defines the procedural and administrative activities that are to be implemented, defining the corners stones of the Quality Control System that is to be deployed on a project. This enables the goals and requirements of the project to be fulfilled. A good Quality Assurance Plan will set out the monitoring processes to be adopted, enabling systematic measurement and comparison to standard. In this way, deviations from specification can be quickly and readily identified. It is also important to put in place a feedback loop that can help to prevent further deviations from standard / specification occurring. The Quality Assurance Plan is not the same as the Quality Control Plan, which is based on the actual control of the construction process. It is important that the Quality Assurance Plan focuses on two key principles: Fit for Purpose: Is the end result of a controlled design cycle starting with the very first architectural plans and ending with the issue of information for construction. Control of design quality will ultimately determine if the building as specified is capable of fulfilling the owners requirements. The adoption of world class Quality Assurance processes in the design cycle will reduce the risk of major issues arising with the building, either during construction or after the building is occupied. Right First Time: Is essentially a focus on the construction process, monitoring and systematic comparison of design intent, helping to ensure early detection of any deviations from design or specification. This is where the built in feedback loop is vitally important to ensure that any errors or omissions discovered are corrected and prevented from reoccurring.

4 Matching the Design Intent and Implementation to the Owners Requirements Edades Tower Quality Control is a process by which the real state of a project is observed. It relies upon a series of written procedures, method statements, forms and checklists that have been developed and cross checked to ensure that they support the Quality Assurance plan and implemented through a series of ocular inspections and, where necessary, measurement. The key steps to any Quality Control program are:. Inspection: Going out on site with the available drawings, plans and specification and checking that what is installed is what was specified and approved. Visual observations are also made about the quality of the materials and workmanship. Correction: Contractors take notice of the feedback and then set about correcting the works on site. Closing the Loop: Following up the recommendation actions with future on-site inspections to verify that the contractor has actually rectified the issues noted. The objective of Quality Control is to create aclosedloop feedback system to ensure that what is built and finally signed off is in line with the design intent / owners requirements. Quality Control is most effective when you look at all the MEPF systems within a construction project. Feedback: Takes the form of written reports back to the management team as to what has been observed during the on-site inspections, along with any recommendations. This may result in recommendations for improvement in future works, punchlists for rectification works and in extreme cases stop work/re-work notices may be issued.

5 CASE STUDY: Wynn Casino, Macau Leighton contacted Forsspac specifically to provide a QA/QC team to oversee the MEPF construction of this prestigious 650,000m 2 project. Our team started work on site in August 2014 within one month from the call for support was made to Forsspac. Our on-site team is headed by ex-pat engineers who are supported by an experienced Philippine QC crew. The keys to success on this project are the rapid mobilization of the team and their assimilation into the Leighton MEPF project team.

6 CASE STUDY: City of Dreams, Manila Forsspac was initially engaged by Belle Corporation to undertake the testing and commission management. It soon became clear that the project was in need of additional support on MEPF QA/QC. Belle then approached Forsspac as a respected professional services provider and asked if we would undertake the MEPF QA/QC role on the project. Forsspac was engaged and mobilized to site in early Our on-site team is led by a highly experienced QA/QC engineer who in turn reports to our Testing and Commissioning Manager.

7 CASE STUDY: Modular Buildings for LNG Production Working in conjunction with a long standing customer, Forsspac formed a combined team to deliver the HVAC systems for this 26 module multi-billion US$ project. The scope of works extended from material procurement, duct and pipe spool production and installation through to testing and commissioning prior to shipment of the modules from construction site to the point of use.the key to this projects success is the control of the quality of the finished product and strict compliance with codes, standards and quarrantine requirements. Forsspac mobilized a team of experience engineers to produce the Quality Assurance Plan, all of the required Quality Control procedures, method statements, forms and checklists required to ensure that the quality can be controlled from receipt of materials through to final sign off. Material traceability and cleanliness are essential to meet the very stringent customer requirements which have been built into the Quality Assurance / Control Plans. Right from the start Forsspac built an organisation that incorporated the QA/QC objectives of the project by clearly delineating authority and responsiblity.
