The limited survey was performed to identify and quantify potential ACMs and LBPs that may be present in all site structures. A comprehensive report of the methodologies employed, findings, and conclusions, are presented below. ASBESTOS AND LEAD BASED PAINT LIMITED SURVEY Ms. De Arna Parker, a licensed building inspector in the state of South Carolina, performed the ACM and LBP Limited Survey on March 30 and 31, The ACM Survey was conducted in accordance with the following regulations: SCDHEC regulation R United States Environmental Protection Agency (USEPA) Asbestos Hazard Emergency Response Act (AHERA) 40 CFR Part 763 USEPA National Emissions Standards for Hazardous Air Pollutants (NESHAPS) 40 CFR 61 Subpart M U.S. Department of Housing and Urban Development (HUD) Section 1012/1013 of Title X One sample of potential ACMs was collected during the survey from Room K. This sample was collected from a hole in the wall where mortar was falling out onto the floor and potentially releasing fibers. No other samples of potential ACMs were collected at this time. However, the potential exists that ACMs may be present but inaccessible due to the location of the material (i.e., wall cavity or undocumented renovations). The one sample taken was submitted to SanAir Technologies Laboratory, Inc. in Powhatan, Virginia for analysis. SanAir is accredited with the National Voluntary Laboratory Accreditation Program (NVLAP) administered by the National Institute of Standards and Technology (NIST). No asbestos was detected in the single sample. No other material appeared to be flaking or releasing fibers.

2 Ms. Cynthia Montague April 12, 2011 (Revised July 12, 2011) Page 2 RECOMMENDATIONS AND CONCLUSIONS During this inspection, SCS and Ms. Parker observed powdery paint, chipping and cracking of paint on the walls throughout the main house and out buildings. Therefore, residents should be advised of the potential LBP exposure as stated in Lead-Based Paint (LBP) Disclosure Rule 24 CFR Part 35 and 40 CFR Part 745. While this does not mean that the paint has to be removed prior to occupation, occupants do need to be notified of the potential LBP exposure. SCS and Ms. Parker observed during this inspection several areas with potential ACMs such as: plaster walls in the main house, vinyl flooring in the main house and cabin #6, joint compound in cabin #4, foundation concrete in the Cotton Gin, and mortar in the chimneys of all the buildings. Attached is a table of potential ACMs and LBP located in the buildings on this Site. This table summarizes the volume of potential asbestos containing materials and the possible cost for remodeling. Please note that these numbers were provided by PT Environmental of Charleston and represent the higher end of removal costs. As costs are combined, these numbers will decrease. Any concealed building materials discovered during maintenance or renovation activities, which potentially contain asbestos, should be sampled by an AHERA-accredited building inspector and analyzed by a NVLAP accredited laboratory to confirm the presence or absence of asbestos prior to the disturbing such materials. Prior to renovation or demolition, potential asbestos material that is likely to be disturbed or damaged to the extent that significant amounts of asbestos would be released, must be analyzed and, if necessary, removed using approved practices under EPA's National Emission Standard for Hazardous Air Pollutants (NESHAP), 40 CFR Part 61. This does not mean that all materials identified in this table contain asbestos or need to be removed. This is simply a summary for estimate possible renovation/demolition costs. The report is designed to aid the building owner, architect, construction manager, general contractors, and potential asbestos abatement contractors in locating ACM. This document does not have the components required to serve as an Asbestos Project Design document or an Abatement Workplan.
