1 Executive Summary Bridge 5370, an open spandrel, two-rib, continuous parabolic concrete arch structure, built in 1937, carries Trunk Highway 60 in Faribault in Rice County. The Minnesota Department of Transportation (MnDOT) has committed to preserve certain state-owned historic bridges, including Bridge As part of this commitment, MnDOT prepared a Historic Bridge Management Plan (Management Plan) for each of the bridges. These plans for state-owned bridges were prepared between 2006 and 2009, and can be found on the MnDOT website (see The 2009 Management Plan for Bridge 5370 describes the character-defining features of the bridge and recommends maintenance, stabilization, and preservation efforts for its ongoing use. MnDOT rehabilitated Bridge 5370 in As part of the review of the project, MnDOT found that the work met the Secretary of the Interior s Standards (Standards) and therefore the bridge retained its significance under both Criterion A: Transportation and Criterion C: Engineering. In 2014 MnDOT retained the services of Mead & Hunt, Inc. to provide an update to the Management Plan to reflect the current condition of the bridge and recommended maintenance activities following the rehabilitation. This addendum to the original Management Plan describes the work completed in 2009, and provides updated photographs and maintenance recommendations. Any future work on the bridge should proceed according to the Management Plan, this addendum, and the Standards.
2 I Introduction Bridge 5370, an open spandrel, two-rib, continuous parabolic concrete arch structure, built in 1937, carries Trunk Highway 60 over the Straight River, a track of the Union Pacific Railroad, and over 3 rd Avenue NE in Faribault in Rice County. In 2002 MnDOT prepared to rehabilitate the bridge; however, the project was delayed until In the interim, ARCH 3 prepared a Minnesota Historic Property Record (MHPR) for Bridge 5370 at the request of MnDOT and the Minnesota State Historic Preservation Office (SHPO). The MHPR provided archival documentation of the history and physical features of the bridge in anticipation of changes to be made during the upcoming rehabilitation efforts. In 2008 MnDOT prepared again for rehabilitation of the bridge. Plans for the rehabilitation were prepared by MnDOT Bridge Engineer Arlen Ottman, and are available at the MnDOT Central Office in St. Paul. MnDOT Cultural Resources Unit (CRU) staff worked in close cooperation with the Federal Highway Administration (FHWA), City of Faribault Historic Preservation Commission (HPC), and SHPO in preparation of plans. A Memorandum of Agreement (MOA) between MnDOT, FHWA, and SHPO, prepared under the original 2002 project and revised in 2007, addressed potential adverse effects to the bridge and nearby historic properties from the proposed rehabilitation. Under the MOA, all rehabilitation work was to conform to the Standards and plans were to be reviewed by SHPO and the Faribault HPC. With the MOA in place, Section 106 requirements were met and MnDOT proceeded with rehabilitation of Bridge 5370 in At the same time, ARCH 3 prepared the Management Plan for Bridge Due to the tandem Management Plan and bridge rehabilitation plan preparation, the bridge description and characterdefining features were written to reflect the bridge s original design, span configuration, features, and historic fabric, some of which had changed as a result of the project. MnDOT retained the services of Mead & Hunt, Inc. in 2014 to provide an update to the Management Plan. Additionally, the characterdefining features are also updated to reflect the changes made to the historic fabric of Bridge Field investigation of the bridge occurred in May Darrell Berry, Structural Engineer, and Katherine Haun, Cultural Resources Specialist, performed the investigation. The following update to the Management Plan includes a review of the 2009 rehabilitation activities, the current condition of the bridge, and recommended character-defining features and future maintenance activities. Cost estimates provided in the original Management Plan were not updated as part of this study. Prior to any planned work, new cost estimates should be prepared for the proposed project. It should also be noted that the 2009 Management Plan identified the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) as a source for rehabilitation funds. Since this time, federal transportation funding was reauthorized under a program known as MAP-21, which replaced SAFETEA- LU. The MAP-21 program is in place until September 30, 2014, at which time it is expected to be replaced by another federal transportation bill expected to authorize federal funds for transportation projects. 3 II Project Review In 2009 Bridge 5370 underwent rehabilitation. The bridge was reconstructed and widened. The original bridge was approximately 951 feet long and had 17 spans. It had a west abutment, an east abutment, and 17 bents/piers. After work was completed in 2009, the new bridge is approximately 751 feet long and has 11 spans. It has a west abutment, an east abutment, and 10 piers. Bridge span and pier numbering is from west to east. The west approach spans are Spans 1 through 6; the arch spans are Spans 7 through 9; and the east approach spans are Spans 10 and 11. Rehabilitation efforts included the following: Reconstructing and widening the bridge deck from 45 feet to approximately 70 feet; this included widening the roadway from 30 feet to 53 feet clear width to accommodate four lanes of traffic and shoulders. Reconstructing and widening the sidewalks on each side of the bridge from 7 feet, 6 inches wide to 8 feet, 8 inches wide. Removal and replacement of the bridge deck, deck girders, tops of the spandrels in the arch, tops of the concrete piers, lighting, and railing of the main arch spans (spans 7-9). Removal of the western abutment and six concrete approach slab spans, including the bents, from the west side of the bridge. An embankment and a full retaining west abutment were constructed in place of these spans. Removal of the deck and girders of the western approach spans (spans 1-6) and eastern approach spans (spans 10-11). Deck girders were replaced with 27-inch prestressed concrete beams with cast-in-place reinforced concrete deck for Spans 1 thru 6 and Spans Widening and reconstructing Piers 1 thru 5 for the westerly approach spans. Widening and reconstructing Piers 6 thru 9 for the concrete arch spans. Widening and reconstructing Pier 10 for the easterly approach span. Widening and reconstructing the east abutment. Removal of the original staircase that led from the bridge deck to the ground below the bridge, located on the west end of the main spans (between spans 6-7) at Pier 6. Project Review II-2
4 II Project Review Construction of the new concrete bridge deck, new spandrel arch beams with extended cantilevers, and portions of the columns in Spans 7 thru 9. Construction of new concrete railposts on each sidewalk for support of the metal railing and light standards. Installation of new, period-sensitive lighting. Construction of a special TL-2 crash test rated traffic railing on the roadway edge of each sidewalk between the driving surface and the sidewalks. Replacement of the historic ornamental rail on the outside of each sidewalk with new 3-foot, 6- inch-tall ornamental railings and concrete railposts that are sympathetic to the appearance of the original Wisconsin Type railing, along with new period light poles and fixtures. In Span 6, where the bridge crosses the Union Pacific Railroad tracks, the railing has a height of 6 feet, 0 inches. Installation of a curved precast concrete facade on each side of the bridge to cover the new prestressed concrete beams for all approach spans. Installation of random stone riprap at the piers in the river channel banks. Application of MnDOT gray modified cementitious paint/anti-graffiti coating to all new and inplace exposed concrete surfaces, including the abutments, approach span Piers 1-5 and 10, and the base of arch span Piers 6, 7, 8 and 9. 5 III Current Conditions Overall the bridge is in good condition as depicted in the photographs from the May 2014 field investigation. The May 2013 MnDOT Bridge Inspection Report and 2013 Structure Inventory Report are included in Appendix A. The following structural deficiencies were noted: The strip seal joints located over both abutments and over Piers 3, 6, 8, and 9 are filled with dirt and debris. For the spandrel columns located in the arch spans 7 thru 9, six columns have minor spalled, cracked, or delaminated areas. Minor cracks and minor delaminated areas are located in the piers and pier walls. Minor cracks in the bridge deck and the concrete sidewalks were sealed with an epoxy sealant within the past several years. The south sidewalk has several minor unsealed transverse cracks. The north sidewalk has several minor unsealed transverse cracks and a small delaminated area near Pier 9. Spalled concrete and loss of adhesion of the special surface treatment were observed on the exterior surfaces at the base of the concrete railposts, Type 4 and Type 5 on each side of the bridge. 15 IV Recommendations As part of the review of the 2009 project and stipulations in the MOA, MnDOT and SHPO found that the work met the Standards (see letter from Jackie Sluss, MnDOT CRU, to Dennis Gimmestad, SHPO, dated 7 November 2008 in Appendix B). The agreement was documented in the 2002, and revised 2007, MOA (See Appendix C for both MOA). As such, the bridge retained its essential physical characteristics to retain significance under Criteria A and C. Mead & Hunt reviewed the character-defining features for Bridge 5370 as outlined in the 2009 Management Plan. As detailed in the Management Plan, the character-defining features for Bridge 5370 were as follows: Feature 1: Design and construction of a reinforced-concrete multiple-arch superstructure Bridge 5370 s series of three monumental, reinforced-concrete, continuous-rib arches have span lengths of approximately 122 feet each and constitute historically significant engineering solutions to the wide Straight River valley crossing. Feature 2: Aesthetic treatment The bridge utilizes Art Deco/Classical Revival style detailing and proportion throughout, most visibly on the faces of the reinforced-concrete piers at the deck/railing level. In addition, a raised concrete band and a stepped design motif in the bridge deck, spandrels, and main piers create shadow lines that emphasize the structure s form and mass. Feature 3: Aesthetic treatment Because of its visually prominent location in the park-like environment of the Straight River valley, ornamental Wisconsin Type metal railings were included in the bridge s design. The Wisconsin Type railing s vertical emphasis complements the bridge s overall proportions and its open design allows bridge pedestrians and motorists a view of the river valley. Feature 4: Aesthetic treatment Bridge 5370 includes ornamental lighting standards in the Classical Revival style. The standards top the bridge piers at intervals that highlight the rhythm of the main arch spans and carry that rhythm out to the approach spans, contributing to the visual unification of the overall bridge design. Due to the modifications made during the 2009 rehabilitation, character-defining feature 3 no longer is applicable. The original Wisconsin Type railing was completely replaced with a new railing. While the new railing is sympathetic to the original Wisconsin Type railing configuration and style, the new railing was not an in-kind replacement. As such, it is recommended that feature 3 be removed. In contrast, the ornamental Classical Revival style light standards were reconstructed to match the original standards. These light standards continue to reflect the aesthetic treatment and overall style of the bridge as defined Recommendations IV-14
16 IV Recommendations in character-defining feature 4. Features 1, 2, and 4 above are recommended to continue to be used as the character-defining features for Bridge The following recommendations are made for maintenance of the bridge. No stabilization recommendations are needed for this bridge due to its recent rehabilitation. 1. Clean dirt and debris from strip seal joints over both abutments and over Piers 3, 6, 8, and Flush the bridge deck, sidewalk, railings, and fascia components with water annually. 3. Seal cracks in the deck and sidewalks on a 5-year cycle using standard MnDOT procedures. 4. Spot paint metal traffic barrier railing, pedestrian railings, and lighting standard components on a 5-year cycle using standard MnDOT procedures. Paint color to match existing. 5. Monitor cracks, spalling, and delamination areas during biannual bridge inspections. 6. Repair spalled concrete and areas with loss of adhesion of the special surface treatment on the exterior surfaces at the base of the concrete railposts Type 4 and Type 5 on each side of the bridge.
