1 CON EDISON TURNKEY SOLAR: CLARIFICATION ANSWERS AND QUESTIONS This document answers questions that were submitted by February 19, 2018 or that were asked at the Shared Solar Site Visits. Enabled Respondents will also receive updated Site Details and electrical drawings. The deadline for submission of proposals is March 30, Category Question Answer Provide detail on specifications for conduits (inside/outside, material, etc) The RFP states that union labor is required. Is this a Local 3 requirement? Will prevailing wage be accepted as an alternative? Outdoor conduit: RGS conduit. Indoors where subject to damage: RGS conduit. Indoors within facility and not subject to damage: EMT conduit. Before new electrical service switchboards: please refer to the Con Edison Energy Services Blue Book [ /media/files/coned/documents/smallmedium-largebusinesses/electricbluebook.pdf?la=en]. At Eastview, all conduits need to be sealed completely to prevent water from entering the electrical room. Please see detail on the updated Site Description document. Union labor will be required for any trades workers on site (for instance, Local 3). The contractor should identify other relevant trades that would be engaged in the work on site. Prevailing wage would not be an acceptable alternative. Does Con Edison install relays if upgrades to network protectors are required? Is the contractor responsible for getting permits? Are these to be designed for 100% net export? If upgrades to network protectors are required for interconnection, Con Edison will complete that portion of the work. will be required to pay those costs. Yes. Please see "Project Deliverables" on pages 7-8 of the RFP. Yes. Please see "Solar Installation and Respondent Requirements" on page 5 of the RFP. 1

2 At which point do you want the PV system interconnected to the given service entrance? i.e., are we backfeeding a building service entrance or designing an entirely new service that connects directly to the assumed 13.2kV network? Are you going to require a zig zag gounding transformer for each site? Do you want the system designed to 2014 or 2017 NEC Code? Con Edison anticipates that all PV systems will be connected to existing building services in order to export. Con Edison does not have requirements for this, but the contractor will need to follow all state and local electrical and building codes. The contractor should follow whichever NEC Code is used by the local jurisdiction having authority (i.e., NYC Building Code for any of the sites in Queens or Brooklyn). Is wire-tray acceptable? Con Edison has a strong preference for wire in conduit on roofs, but will consider wiretray if it has a large impact on project cost. At each location, where would it be possible to set up a crane or other equipment to load materials onto the roof? What are the hours of operations of each site and when during the day would a contractor have access? Astoria 136 and 137: All locations around the building are available, with advance arrangements. Astoria 82: There is a crane on the north and south side of the shop that is available with a week's notice. The east and west sides of the building are not available. College Point: The area in front of the building facing 31st Avenue is available. Brownsville: With advance notice the street can be blocked off for a crane. Eastview: All locations around the building are available, with advance arrangements. College Point is accessible from 8:00am - 2:00pm. Other buildings are all accessible 7:00am - 3:00pm. At Eastview deliveries are only allowed from 8:00am - 3:00pm. 2

3 Pricing Qualifications The RFP states that several design documents need to be submitted "prior to contract signing." Based on the information provided in the RFP (e.g. references to CAD and mechanical, electrical and structural engineering) the request appears to relate to final design documents. Are these final design documents required to apply for the RFP. If not, at what point "prior to contract signing" will these documents be required? Furthermore, what assurances will selected contractors be given that they will execute a contract after expending time and resources on developing these final design documents? Are the CDG application forms required? Who provides the equipment (panels, disconnect switches, etc)? Who will fill out Appendix A of the SIR? Can you clarify how NYSERDA rebates will be applied to this project? Please clarify that the respondent "must have completed either one project over 25 kw AC in Con Edison Company of NY ( CECONY ) service territory (New York City and Westchester County), with an interconnection The referenced design documents are not required to respond to the RFP. The purpose of these design documents, which are intended to be further refined by the winning Respondent as part of the subsequent, overall contract scope of work, is to help ensure that the project(s) proposed by the Respondent are reasonably capable of being implemented to achieve the quantity of solar generation that was proposed. Once a winning Respondent is selected, Con Edison would be willing to enter into a contract under which the agreed upon cost of producing the referenced design documents would be paid to the successful Respondent; provided that if Con Edison, in its discretion, determines that it has concerns with the design being proposed by the Respondent (including, without limitation, concerns pertaining to implementing the design and/or achieving the quantity of solar generation that was proposed), Con Edison could elect to terminate any further proposed work by the Respondent under the contract without any further liability except to pay Respondent for the work that produced the submitted design documents for Con Edison s review. No, CDG forms will not be required. The contractor is responsible for providing all equipment related to the solar installation. The contractor. Please see "Project Deliverables" on pages 7-8 of the RFP. NYSERDA rebates should be factored into pricing, as detailed on the pricing spreadsheet. As with a typical project applying for NY-Sun rebates, the contractor will apply for all incentives and pass them through to the customer. As stated on page 7 of the RFP, eligible respondents must have completed at least one recent project in CECONY territory or three in New York State. The projects must have been over 25kW AC in size and interconnection applications submitted after May 1,

4 Qualifications application submitted after May 1, 2016, or at least three projects over 25 kw AC in New York State with an interconnection application submitted after May 1, 2016." Regarding the local project experience requirement, if we have not submitted any NY interconnection applications after May 1, 2016, would this disqualify us from this RFP? Have any of the roofs had issues with leaking? Are all rooftops available? Are roof penetrations allowed? Are the guard rails on any of the rooftops permanent? Yes, as per page 7 of the RFP. None of the roofs have had leaks since being replaced. All rooftops are available for use, as long as the project stays within the stated budget. penetrations are allowed, but all roof work has to be performed by a Carlisle approved installer. PLEASE NOTE NEW INFORMATION FOR BUILDING 82: Any roof work must be preceded by the installation of internal netting under the ceiling to prevent debris from falling onto the workshop and equipment below. This would be at a cost at minimum of $200,000 per roof section. This requirement may likely take Building 82 out of consideration for cost-effective solar. Yes, any guard rails on rooftops are permanent. Are there any other locations outside of the electrical rooms where equipment could be installed? Astoria and Brownsville do have other locations, but it depends on the size of the equipment. Respondents should clearly note in their proposals if they think additional room would be required and how much space would be needed. At Eastview, there are no additional locations available. At College Point, there is no more room in the electrical room and any additional equipment would have to be installed outside. 4

5 My organization is reviewing the Con Edison shared solar RFP and was wondering if the street addresses of these project locations could be shared? As per the RFP schedule, site details were shared with Respondents who sent in required information for this RFP by January 24, Are electrical one/three lines available of each building? What is the service voltage and ampacity at all locations? Yes, with the exception of the Brownsville substation, which is a critical facility. Please note that the contractor will need to survey and verify actual on-site conditions. Available drawings of Astoria, College Point, and Eastview facilities will be provided to Enabled Respondents. Brownsville information will be made available to the selected contractor at a later date if required. The service voltage is 208V at all locations. Please refer to the electrical drawings for more information. Is information on interconnection available? What does it include? Can you release a standard block electrical diagram for the CAT solution? Is the CAT solution installation included in our scope? Preliminary interconnection information was included in the Site Details document provided to enabled Respondents. This information was based on a review of distribution system maps and local system infrastructure ratings (cables, transformers). This information is only a guide. All interconnection applications will go through a full engineering analysis and study as per the NYS Standardized Interconnection Requirements. The CAT solution would be identified as a requirement during the standard interconnection engineering review. The design and implementation of the CAT solution would be performed by Con Edison. The costs of the solution would be included in the project budget. 5

6 Brownsville College Point Eastview Eastview Are we able to adjust the walk lines on the roof of Building 136? Can we see a map of the locations of services at Building 136? Are multiple interconnections possible at Building 136? What is the pitch of the roofs at Building 82? What is the structure of the roof cement slabs at building 82? How would contractors gain access to pitched roof on building 82? How high is the second roof at Brownsville? What is the slope at the middle roof at College Point? Is it possible to interconnect to the building's 480V service at Eastview? Is the small third-story roof at Eastview available? No. The walk lines must stay in their current locations to ensure access to the HVAC units on the roof. Also note there is no existing railing on the lower roof in Building 136. At minimum a temporary railing would need to be installed for fall protection, with preference for a permanent railing to ensure future maintenance of panels can be done. This map has been added to the updated Site Details sheet. Yes, as long as the total installed capacity at that building does not exceed current regulatory limits. The flat roof has a 1/4" pitch. The upper slope roof is 4 in 12 and the lower slope roof is about 1 in 12. Pre-cast concrete planks. The contractor would need to use scaffolding to access the top of the pitched roof. Approximately 70 feet, but would need to be field verified. This roof does have a slight slope from north to south, but the exact slope is not known. Please refer to the electrical drawings provided for the building. The PV will need to export onto the secondary network as described in the RFP. Respondents should propose the most cost-effective connection based on the information provided. All parts of the roof available, as long as they are structurally sound and have enough room for a cost-effective installation. However, this section of the Eastview roof was not included in the structural analysis completed by Con Edison, due to its smaller size. 6
