2 Scope of Work: NATIONAL INSTITUTE FOR THE EMPOWERMENT OF PERSONS WITH INTELLECTUAL DISABILITIES (DIVYANGJAN), SECUNDERABAD SNO DSR ITEM No DESCRIPTION OF ITEMS UNIT QTY Providing and fixing aluminium work for doors,windows,ventilators and partitions with extruded built up standard tubular sections/appropriate Z sections and other sections of approved make conforming to IS:733 and IS:1285, fixing with dash fasteners of required dia and size, including necessary filling up the gaps at junctions i.e., at top, bottom and sides with required EPDM rubber/neoprene gasket etc. Aluminium sections shall be smooth, rust free, straight, mitred and jointed mechanically wherever required including cleat angle, Aluminium snap beading for glazing/panelling. 3 4 Miscellaneous Expenditure Lumpsum A. General Terms And Conditions 1. Tender shall be submitted in through E-tender online only. If submitted in any other form the same shall be summarily rejected. 2. The schedule issued with the form of tender listing the services to be rendered must not be altered by the tenderer. 3. The name and address of the tenderer shall be clearly written in the space provided and no overwriting, correction, insertion shall be permitted in any part of the tender unless duly countersigned by the tenderer. The tender should be filled in and submitted in strict accordance with the instruction laid down herein: otherwise the tender is liable to be ignored/ rejected. 4. The tender should be submit strictly in accordance with the instructions laid down herein, otherwise, the tender is liable to be disqualified. 5. The tender shall be ignored, if complete information is not given there-in, or if the particulars and data (if any) asked for in the Schedule to the tender are not filled in. 6. The following documents will be checked for technical scrutiny : (a) Shall submit 03 similar work orders of the value of Rs 5 lakhs and above from different organizations executed in the last 03 years. (b) Shall have firm registration certificate (Attach copies). (c) IT returns of the company for last 3 financial years ( ,15-16& 16-17)signed by CA and Details of Financial turnover for the last three years. (d) Stamp & Signature of the agency on all the pages. (e) Acceptance certificate of technical bid as per Annexure-1. (f) Acceptance certificate of financial bid as per Annexure-2. (g) Details of EMD submitted (UTR to be indicated) (h) Details of tender fee cost submitted. (UTR to be indicated) (i) VAT/CST Certificate of the firm to be attached (j) PAN details to be attached All the above documents are required to be scanned and uploaded alongwith the technical bid. 7. Tenders received without prescribed Earnest Money Deposit shall be outrightly rejected. (i) (ii) (iii) (iv) (v) A Demand Draft of Rs.10,000/-(Rupees Ten Thousand only) is required to be deposited through RTGS only. Withdraws tender offer before finalization of the same. Fails to accept the tender, if his/their tender is accepted by NIEPID, Secunderabad Fails to deposit the Security deposit within stipulated time limit. Fails to execute the agreement in the prescribed form provided by NIEPID within 10 (Ten) days of the receipt of the letter awarding the contract. (vi) Fails to commence the Construction Work within 10 (Ten) days of the receipt of the letter awarding the contract. Failing which, NIEPID reserve the right to cancel the letter awarding the contract (vii) Fails to complete the work satisfactorily. 8. The bids should be valid in the case of all the tenders for at least 120 days from the date of opening of the tender. 4 9. Any conditional offers made by the agency or any alterations/ corrections made in the tender form will not be considered. Similarly incomplete and unsigned tender will also not be considered. Each page of the tender form should be signed and stamped for the purpose of the tender offer. 10. NIEPID reserves the right to relax the conditions of the tender as per the discretion of the competent authority. 11. NIEPID reserves the right to accept or reject any or all the offers either fully or partly without assigning any reasons and is not bound to accept the lowest bid since due weightage shall be given to several factors besides the commercial bid. 12. The rates quoted by the Agency should be the lowest possible for the scope of work indicated. Any discounts offered, or any other charges/taxes that are leviable should be clearly mentioned. 13. Escalation charges shall not be accepted on any grounds during the pendency of contract. 14. The Contractor shall be liable with regard to compliance of all the laws, regulation, rules and directions given by any statutory authority with regard to safety, labour laws or any other laws in force in the State of Telangana. 15. NIEPID shall in no way be responsible for any default with regard to any statutory obligation and the Contractor will indemnify NIEPID in case of any damage or liability, which may arise on account of action of contractor. 16. Dispute, if any, arising out of the Security services contract shall be settled by mutual discussion or arbitration by sole Arbitrator to be appointed by the Director,NIEPID, Secunderabad as per the provisions of the Indian Arbitration and Conciliation Act, 1996 and the Rules framed there under. Any Arbitrator appointed shall not have the jurisdiction to pass any interim awards, or to grant interest higher than 8% charged simply on the award amounts, or amounts payable to either party. 17. All work shall be carried out with due regard to the convenience of NIEPID. The orders of the concerned authority shall be strictly observed. 18. The Contractor will work in close co-operation and co-ordination with other agencies working at site. 19. The Contractor has to deploy and work during holidays and Sunday according to the availability and convenience of the occupants. 20. The Contractor shall be fully responsible about the conduct of his employees and shall ensure that their behavior with the residents, supervisors, officers is always good and cordial. If it is found that the conduct or efficiency of any person employed by the contractor is unsatisfactory, the contractor shall have to remove the person concerned and engage a new one. The decision of the Designated Officer in this regard shall be final and binding on the contractor. 21. NIEPID is not bound to provide any mode of transport in respect of men or material required for the contract. 22. The payment of wages shall be made direct by the contractor to his workmen and not through Thekedars or Jamadars. No amount shall be deducted from the wages of the workmen by way of commission of the Thekedars or Jamadars. 23. All statutory obligations under various laws from time to time will have to meet by contractor. 24. The contractor shall at all times indemnify and keep indemnified the owner and its officers, servants and agents for and against all third party claims whatsoever (including time not limited to property loss and damage, personal accident, injury or death of/or property or person of any sub-contract and or the servants or agents of the contractor any subcontractor(s) and or the owner and the contractor shall at his own cost and initiative at all times, maintain all liabilities under Workman s Compensation Act/Fatal Accident Act, Personal Injuries, Insurance Act and/or their Industrial Legislation from time to time in force. 5 25. The payment shall be released after satisfactory completion of the job and for the work actually done on submission of bill in duplicate by the contractor. Income Tax (TDS) as applicable at prevailing rate will be deducted at source. 26. The quantities are indicative and the payment will be made as per actual measurement of quality executed at site. 27. In case of any dispute between the Agency and NIEPID, NIEPID shall have the right to decide. However, all matters of jurisdiction shall be subject to the Jurisdiction of Telangana Court. 28. The tender without Earnest Money Deposit (EMD) will be rejected. 29. Prices quoted should include all charges like VAT/sales tax, Excise Duty, Octroi, Insurance, Technical Service/Installation and Acceptance of the goods at site etc. No other charges/taxes/levies will be paid by the NIEPID, Secunderabad during pendency of the contract/supply. 30. The rates quoted are including the cost of materials, transporting, loading etc. 31. The quality of materials and brand name to be used shall be as specified in the original tender paper submitted by the agency. 32. The work will be done as per the on-site instruction under the supervision of a technical person (JE / Nominated by Competent Authority) of the NIEPID. 33. Any failure in the structure provided and fixed by the successful agency, should be rectified within a maximum period of 24 hours of lodging the complaint. 34. The entire work shall be completed within 60 days after date of the work order, failing which the NIEPID, Secunderabad reserve the right to impose admissible penalty for the delay of work. 35. In case of delayed completion, Penalty at the rate 0.5% per week of the value of the work shall be levied. 36. The quantities indicated in the Tender Document are tentative 37. In case of inordinate delay, the Director, NIEPID is authorized to cancel the order. 38. Director NIEPID reserves the right to reject any or all tender(s) without assigning any reason. 39. The successful bidder shall have to deposit a performance security 7% of the total value of the order in the form of Demand Draft/Bank Guarantee which should be valid for over and above two months of completion of 1 year warranty period. 40. The tenderer(s) must specifically mention the place and contact No. etc., from where support for maintenance work would be offered for after sales services. 41. Appropriate penalty will be imposed in case of inferior workmanship. The materials brought to site would be got checked before installation & utilisation. 42. The rates will be valid for 120 days. 43. No advance payment will be made. 44. The material supplied must conform to the relevant IS Specifications. 45. No scaffolding etc. shall be provided by the NIEPID, Secunderabad 46. The payment will be made as per the measurement and verification of the quality of wok by the competent agency / person. 47.
