1 Lake Bastrop South Shore Osprey Point Hall Project Prepared by Joane Rylander On behalf of the Parks Department Summer 2009 Submitted to Beth Eakman-Re Austin Community College ABSTRACT Osprey Point Hall at Lake Bastrop South Shore Park provides an enclosed structure that park visitors can reserve for gatherings. The hall is expected to attract park visitors and increase park revenues. The capital project, managed by Bliss Cavendar, was approved in January The hall was certified for occupancy in April The project is on track to be closed out by September 2009 within schedule and budget targets.
2 INTRODUCTION: Project Overview Attendance at Lake Bastrop South Shore Park has almost doubled since 2002 as demonstrated in Figure 1. Increasingly, park visitors have been requesting a simple enclosed structure with heating, air-condition and a food preparation area that can be used for meetings, weddings and family gatherings. Lake Bastrop South Shore Park Attendance 50,000 40,000 30,000 20,000 10, Figure 1 - Lake Bastrop South Shore Park Attendance Osprey Point Hall, an enclosed pavilion, was built to provide a basic park amenity that would benefit the Parks Department, the local economy and attract visitors. In addition, rental of the hall is expected to increase annual revenue by $37,000 per year. For a capital investment of $575,000, the completed project is expected to meet the goals of enhancing amenities for park visitors and helping to meet the department s 50% park system cost recovery goals. The capital project was approved in January 2008, and construction began in July The pavilion was certified for occupancy in April The project currently is in the close-out phase with an expected final completion date of September Status Report Page 2 Osprey Point Hall
3 PROJECT INFORMATION Work Completed Osprey Point Hall was certified for occupancy in April The structure met all ADA inspection standards for accessible design as well as other permitted requirements. The native landscaping and site clean-up work is complete. Staff has purchased tables and chairs for the hall, and deck chairs for the porch. Several groups have rented the hall since its opening, and it is reserved at least twice weekly through the summer months. Work Remaining The project currently is in the close-out phase. Project Manager Bliss Cavendar received the engineering drawings from the contractor, and will submit them to Records and Archives for permanent storage. Ms. Cavendar has scheduled a session to identify lessons learned that can be applied to future projects. Ms. Cavendar will begin the financial closeout once all final invoices have been paid. The project is expected to be completed within its lifetime budget target. Figure 2 shows the fiscal year expenditures by quarter toward the lifetime project budget of $575, Actual Budget Jul Sep 2008 Oct Dec 2008 Jan Mar 2009 Apr Jun 2009 Figure 2 Fiscal Year Budget to Actual Total Costs Two outstanding facility issues remain with the fireplace and acoustics; these will be discussed in the following section of this report. 4 CONCLUSIONS The project is on track to be closed out by September 2009 and is expected to be completed within schedule and budget targets. Park operations staff has been pleased with the completed Osprey Point Hall and are complementary of how Ms. Cavendar managed the project. Two outstanding facility issues remain. First, during testing of the wood burning fireplace, smoke filled the hall under certain unlikely circumstances. The architect verified that the fireplace was built according to specifications; the source of the problem is likely the settings on the air conditioning system. Second, with the concrete floor and high ceiling, sound bounces back and forth between the hard, parallel surfaces. This was a known risk with the choice of building materials. Osprey Point Hall is meeting its goals of providing an amenity to attract park visitors and increasing park revenues. Several groups have rented the hall since its opening, and it is reserved at least twice weekly through the summer months. Status Report Page 4 Osprey Point Hall
5 RECOMMENDATIONS I recommend that the project manager proceed with the project close-out. Although two outstanding facility issues remain, the hall was completed according to the architect and engineers specifications and passed all permit inspections. Regarding the potential smoke problem with the fireplace, I concur with the team s recommendation to install gas burning logs within the existing fireplace structure. This solution includes installing a propane tank and gas line, vented gas burning fireplace logs, and a CO 2 detector inside the hall. In addition to resolving the potential smoke issues, this solution will reduce long term maintenance cost and potential fire risk. Regarding the hall s acoustics, I concur with the architect s recommendation to mitigate the sound issues by adding acoustic panels to the interior walls above the windows. This solution will absorb some of the sound while keeping the easy to maintain, rustic look of the hall. The project is on track to be closed out by September 2009 within schedule and budget targets.
