1 Gowrie Farm Homeowners Building Procedure (Including alterations) Procedures when an ERF owner wishes to build or alter a home on Gowrie Farm. Acronyms: GFHOA - Gowrie Farm Homeowners Association GFARC - Gowrie Farm Architectural Review Committee GFEM - Gowrie Farm Estate Manager Once all plans are approved and stamped by the GFARC the instructions below must be followed as detailed. The Owner must clarify who the overseeing Architect will be and if there is not an overseeing Architect then who will make updates to the plans in case of alterations and as- built final plans. Before any soil is turned over the following must take place: 1. First Site Meeting: Persons to be present: ERF Owner, Architect (optional), Building Contractor, Site Foreman, GFHOA Estate Manager. The site visit to clarify as follows: r Portable toilet Shade cloth around site and toilet area Building sign NB: The responsibility of clearing the site of stones, trees etc. is that of the Homeowner. The GFHOA will mow the site if it is possible to do so, just prior to the site visit.
2 2. Building Deposits and Fees: Deposits to be paid prior to disturbance of soil. By Homeowner: o R refundable deposit which will be refunded once the final inspection of the building has taken place and the as built home is as per the o R refundable deposit in the case of alterations (R in the case of very minor alterations) which will be refunded once the final inspection of the building has taken place and the as built home is as per the This deposit of R 20, or R 10, in the case of alterations to be paid into the account of: Venn Nemeth & Hart Clearing Account STD Bank- Branch code: A/C Number: Ref re payment: /(Erf no ) NB; Copies of proof of payment to go to A and B: A: to Sandran@venns.co.za B: GFHOA Estate Manager/Admin for filing. gowriefarmhoa@gmail.com Building Inspection Fees: o A in addition to the deposit a fee of R5000 is levied, which is used by GFHOA to carry out independent inspections to ensure that the build is according to plan (floor levels, window & door positions wall plate height etc). This applies to a home build which has the services of a managing architect. of the home a further non-refundable levy of R will be levied so that the GFHOA appointed consulting architect can conduct additional inspections. This is on behalf of GFHOA and not to be seen as a service to the homeowner. Any outcomes from these inspections will however be communicated to the relevant homeowner. If the further R5000 fee applies this will also be charged via Cenprop on your levy. o In the case of alterations a fee of R for major alterations and R for minor alterations is levied, which is used by GFHOA to carry out independent inspections to ensure the alterations are according to the
3 The relevant R (or R10,000.00) building inspection fee will be charged on your levy account from Cenprop once your plans are approved and commencement of building has been confirmed. Contractor deposit: o R20 000,00 refundable deposit which is refunded after final inspection. If the Builder has accrued any fines during the build these will be deducted prior to the refund. Contractor deposit details as above. o R refundable deposit in the case of alterations which will be refunded once the final inspection of the building has taken place and the as built home is as per the 3. Site handover meeting: Prior to commencement of construction: o A site Handover form for commencement of construction must be completed. This form details all the obligations of the contractors and is included in this package. This form is filled in on site by the Estate manager. o To be signed by: The Owners, The Contractor, Owners agents (architect, engineer, and product manager). GFHOA Estate Manger. o The Following signed documentation is required prior to or on the day of the site hand over: o Contractors Agreement (signed and returned to GFHOA) o Copy of NHBRC Certificate o Copy of enrolment at NHRBC o Copy of Beacon Certificate o Proof of Contractors Insurance. (Public liability) o Contractors signboard (as per rules) o Proof of deposits (both Homeowner and Contractor) o Provisional construction program. o Water meters to be housed/boxed by Contractor/owner 4. During excavation and Building Operations: o The GFHOA Estate Manager will do regular site inspections to ensure the site is managed according to GFHOA rules and regulations. i.e. Site clean and sheds clean and tidy, shade cloth, toilets, signs etc. in place and accesses correct. Generally, housekeeping is in order and any deviations addressed and signed off.

Final finish details: By the time the building has reached wall plate height the finishing details must have been agreed to and include the following: o External wall paint colours and detail o Down pipe finishes o Gutter colours o Light fittings o External gates o Owner driveway details o Stone cladding details o Face brick details o Roof colours o Cladding details o Landscaping ethos ensuring acceptable finished shaping levels and detail of flora to be introduced. 6. Summary of Inspections: To be carried out at various stages to ensure adherence to Architects and engineers plans as agreed by GFARC. At Site handover the pegs and lines demarcating floor plan must be in place. Inspection carried out by GFHOA Estate Manager. 1. Once foundations have been poured and the pegs demarcating floor levels are in place, an inspection must be carried out to ensure levels are as agreed in plans passed by the GFARC. Persons to be present: Owner or principal agent, Building Contractor, Building Committee Architect GFHOA Estate Manager. 2. At Wall plate height: To check window and door positioning, sizes and verandas. Persons to be present: Owners Architect if they are supervising the build, Builder/Contractor or owner agent, Building Committee Architect, GFHOA Manager. 3. Upon completion of roof, gutter, facia, barge boards, roof pitches lofts etc.: Persons to be present: Owners Architect (if overseeing project), Building Contractor or Owners agent, Building Committee Architect, GFHOA Estate Manager. 7. Once the Building is Complete a Final Inspection can take place: Final Inspection: Once Building is complete the following is to be checked by GFHOA Estate Manager: o Courtyards, Walls, fences, screens o Driveways and landscaping in order as planned o Landscaping, impact on adjoining sites, common land o Cleanliness of site. Rubble and excess soil to be removed
5 o Wall Cladding o Paint Colours o Finishes to comply with Estate Building code and approved plans o As built Plans to be completed, stamped, up to date o Lighting (exterior) to comply with Estate Code (in Building code and house rules) o Storm water and sewerage to comply and be complete o Copy of Local Authority occupation certificate to be available. o Inspection of adjoining common lands and agreement, responsibility thereof. Only once all the above are in place can the Completion section on the original Site hand over form be signed. - Owner Contractor Owners Agent/Project Manager/Architect Estate Manager from GFHOA Only once all the above is in order and signed off are deposits refundable to Contractor and Owner. N.B. Inspection dates must be agreed in advance i.e. the building Contractor must advise the GFHOA Estate Manager of status Quo and request an inspection prior to proceeding to the next stage. Estate Manager to set and coordinate inspection dates and times.
