1 COMBINED EXISITING CONDITIONS SUMMARY Site Plan: The following two pages show the current existing site plan of the project and my version of the site plan, respectively. My version currently represents the project more accurately. The site fence does not represent the land on which the project was able to operate. To the North West the fence does represent the property line, however conversely to the South East the land is owned by NVCC and able to use for potential laydown. Utilities tie-in was brought in through gate #1 between the access road and fence. Existing utilities are located under or near the current road. The building side consists of a 3 story structure 47 in height. Based on this height all materials can be brought into the building via a crane, lull, or elevators once they are functional. Therefore no hoists will be needed. Ample area was provided for crane access. Crane access for the building (not shown) was provided from the outside of the footprint working in a counter-clockwise fashion. The crane was then disassembled and taken out through gate #1. For the precast garage a larger crane was needed. The crane was erected on site. The cranes started in the southwestern corner of the garage and worked itself toward gate #3 from where it will be disassembled and removed.

2 Local Market Conditions: Current Labor market: After discussion with contact the current labor market is strong. Although construction is still plentiful in the area no shortage of labor exists. Subcontractors have had no problem or shown resistance to acquiring additional labor as the project has progressed. Unions: The Gilbane Building Company has an open shop policy, which let s them avoid many issues caused by unions including labor agreements. One problem that can be faced by this policy is finding skilled labor, because labor is not obtained through hiring halls labor must be obtained through other means such as labor rental companies. Currently finding labor has not been a problem. Much of the labor in the D.C. metropolitan area people that have migrated from Mexico and/or Central American countries. Many of the laborers will work for a period of time and return to their home countries with saved income. This trend has proved to provide the necessary work force able to handle the amount of construction on going in the D.C. area. Pending labor agreements: Due to all labor on the project being non-union labor agreements have not been an issue. Major projects underway nearby: Located close to NVCC project are two major roadway construction projects. These include the Springfield interchange, I-95, 395 projects, and the Woodrow Wilson bridge projects. Each of these are large scale projects which currently have had no direct effect on the project besides perhaps traffic delays.

3 Preferred methods of construction in the region Outside of the D.C. the typical form of construction for this size project is structural steel. Construction parking Construction parking for the NVCC medical education campus had not become an issue. The main access road, of which is a private road and not highly traveled has been able to sufficiently provide parking for all of the labor. Permission to park has been granted by the owner of the road, which owns much of the land in the Springfield Industrial Park. Recycling and tipping fees Tipping fees on the project run $290 per pull. Typically the project is currently running on a 2 pulls per week basis; however this is very likely to change during the course of the project. No recycling methods were used in the project.

4 Subsurface/Soils: The NVCC Medical Education campus consists of a foundation of driven mini-piles with CIP pile caps and grade beams. No space of the building was located underground and therefore excavation was not a major area of construction. Although minimal excavation was required for the building a significant amount was required for the two sand filters needed to handled the buildings gray water. During the preconstruction phase a geotechnical report was compiled and provided to the subcontractors in the contract documents as well as the test borings. The soil type for the project was that of type C (clay). The site work contract was eventually awarded to Iacoboni Site Specialists. Within their contract was an allowance of $70,000 to remove spoils (unusable soil). This unusable soil would be removed from site by truck. Also included in the owner/cm contract was a Differing Site Conditions (DSC) clause. The clause was under the wording unforeseen conditions found while excavating. The clause called out conditions under which contaminated soil was found that would have to be treated and hauled to a specific dumping ground. I m currently waiting for the terms of this clause. Due to the minimal excavation the only soil retention that was needed was for the sand filters. This was easily handled by sloping back the excavation according to code. This means of retention was only able due to the openness of the site. A slope of 2:1 was used on the project.

5 Client Information The Northern Virginia Community College is the largest community college system in the nation. Currently the system is made up of campuses in Alexandria, Annandale, Loudoun, Manassas and Woodbridge. The newest campus, in Springfield will expand their medical program allowing for much more of a broader curriculum along with a state of the art facility that allows for hands on training which is sure to add prestige to the program. The current building being constructed is already in the conceptual phase of looking to expand. Included in the design was consideration for an expansion upon the current building in construction. Once funds are obtained the owner is not only looking to expand the building, but to build upon an adjacent lot recently purchased by NVCC. The NVCC system has worked closely with Gilbane to ensure a high quality and a successful project. Some of this can be attributed this project being the first in which the college has went with a construction manager in their delivery system. They have been sold on what Gilbane can provide as far as services and are looking for results. Currently, owner meetings are held on a monthly basis, with each meeting including Gilbane, the architect, owner s reps, future provost, and NVCC management. During the meetings any pressing issues will be covered. Much of this includes cost, in which decisions will be negotiated. In a sense quality and cost are handled each day with an open line of communication discussing such issues as imperative change orders. An example of the attention to meeting the owners satisfaction is the distribution of millwork and casework shop drawings in which NVCC administration were able to mark-up as seen fit before approval. In addition to the monthly meetings owner issues can be dealt daily through the two on site, in trailer owner s reps, both of which our NVCC employees. The two current

6 owner s reps help to provide coordination between Gilbane, the architect, and the owners. One the two owners reps will be head of maintenance upon the completion of the project. During preconstruction an extensive amount of Value Engineering was scrutinized along side the owner. This process has produced over 75 current value engineering ideas currently, 42 of which have been accepted. The value engineering process has resulted in savings of $1.4M dollars with $107K still pending. Along with these services, Gilbane has produced a quality plan. This outlines some of the services and deliverables expected by the owner. Outlined in this plan are many of the benchmarks and mock-ups Gilbane will provide and get approval on before on site construction commences. In addition to these, Gilbane will also provide first delivery logs which mark the conditions of materials on site along with a picture to avoid installation of damaged material. Also provided to the owner each month are progress reports which in detail show the progress of construction through pictures, written descriptions, and the accounting of the project, i.e. percents complete, change orders, paid to dates. Submitted to the owner before construction began was the Gilbane safety plan. The safety shows the guidelines set by Gilbane, which in many instances exceeds that of OSHA. All labor that comes on site must watch a safety video and pass a written exam on safety before they are permitted to work. There are no phased or dual occupancy requirements. There is however the bookstore area which will be rented by NVCC to the bookstore chain Barnes & Nobles. Their occupancy is directly dependent upon the start of classes within the building. The schedule always a topic to be scrutinized is not as critical for this project as in most. Currently the building is scheduled to finish May of 2003 with classes planned to start Fall of To meet the owners expectations, beside the obvious of cost, schedule, and quality is to minimize headaches. In previous project many issues that had risen concerning zoning, building permits, easements etc. had to been in some way handled by NVCC. By NVCC using Gilbane as their construction manager the hope was to avoid many of these problems.
