SCOPE, APPLICABILITY AND PARAMETERS Scope Ths module allows for esmang GHG emssons relaed o planned deforesaon 1 n he baselne case. The module assesses GHG emssons whn he projec area for he baselne perod. Applcably The module s applcable for esmang he baselne emssons on fores lands (usually prvaely or governmen owned) ha are legally auhorzed and documened o be convered o nonfores land. Where pos-deforesaon land use consues reforesaon hs module shall no be used. Where, pre-projec, unsusanable fuelwood collecon s occurrng whn he projec boundares modules BL-DFW and LK-DFW shall be used o deermne poenal leakage Avodng planned deforesaon (APD): reduces GHG emssons by soppng deforesaon on fores lands ha are legally auhorzed and documened o be convered o non-fores land, and enhances carbon sock of degraded and secondary foress (f presen n he projec area) ha would be deforesed n he absence of he REDD projec acvy. Where a projec clams no fuelwood collecon was occurrng hs shall be evdenced hrough a PRA process. Where fuelwood collecon s clamed o be susanable, he followng crera mus n he absence of he projec be me: a. The land area remans a fores; and b. Susanable managemen pracces are underaken on hese land areas o ensure, n parcular, ha he level of carbon socks on hese land areas does no sysemacally decrease over me (carbon socks may emporarly decrease due o harves); and c. Ths hrea mus be demonsraed by documenary proof of he followng: Legal permssbly for deforesaon 3 ; Suably of projec area for converson o alernave non-fores land use 4 ; If applcable, evdence of lkely ransfer of ownershp o baselne agen of deforesaon or class of agen of deforesaon mus be demonsraed by one of he followng forms of evdence orgnang pror o he dae of all evdence on pursu of carbon fnance/consderaon of REDD: o Bona fde bddng process for he projec area ha reflecs value of he area and wh he expressed nen o defores; o Purchase offer of he projec area by an eny ha s clearly dedcaed o agrculural, grazng or urban developmen acves; o Oher evdence ha conrol of he projec area would have been ransferred o he baselne agen or class of agens n he absence of he projec; If governmen approval s requred for deforesaon o occur, he nenon o defores whn he projec area mus be demonsraed by evdence: o Recen approval from relevan governmen deparmen (local o naonal) for converson of fores o an alernave land use; or o Documenaon ha a reques for approval has be fled wh he relevan governmen deparmen for permsson o defores and conver o alernave land use; Inen o defores 5 nenon o defores mus be demonsraed by he followng form of evdence orgnang pror o he dae of all evdence on pursu of carbon fnance/consderaon of REDD: o Where deforesaon s by an denfed class of agens: A documened hsory (for example governmen daa or maps) of smlar planned deforesaon acves by class of agens, of planned deforesaon whn he fve years prevous o whou-projec deforesaon Permssbly shall be wh reference o relevan laws and legal requremens. Proxy areas may or may no be under he managemen of he projec area s baselne agen of deforesaon or class of deforesaon agens 6. A mnmum of 6 proxy areas shall be ncluded. The pos-deforesaon land use shall be he same n he proxy areas as expeced n he projec area under busness as usual 3. Agens of deforesaon n proxy areas mus have deforesed her land under he same crera ha he projec lands mus follow (legally permssble and suable for converson see secon 1.1 above). 6. The lkelhood (L-D ) wll be equal o he proporon of smlarly zoned proxy areas deforesed whn he prevous fve years whn he approprae sraum. The crera for selecon of proxy areas s gven n Secon 1.2. For all oher planned deforesaon areas (.e. areas no boh under governmen conrol and zoned for deforesaon), L-D shall be equal o 100%. 1.5 Rsk of abandonmen Idenfy a mnmum of 5 proxy areas 8 deforesed by he same class of deforesaon agen 9 a leas en years prevously. If any of he proxy areas have been abandoned o fores regrowh hen he planned deforesaon acvy s no elgble and hs module shall no be used. Par 2. Wh regard o emssons, nsead of rackng annual emssons hrough burnng and/or decomposon, hs mehodology employs he smplfyng assumpon ha all carbon socks are emed n he year deforesed and ha no socks are permanenly sequesered (beyond 100 years afer deforesaon). Pos-deforesaon carbon socks can be measured n proxy areas or values may be aken from credble and represenave leraure sources (e.g. he peer-revewed leraure or daa publshed by he IPCC or he FAO).
