1 MINUTES EIGHTH MEETING OF 2008 COMMUNITY FOREST SUB-COMMITTEE The Sub-Committee met on Monday, August 11 th, 2008 at 4:00 p.m. at the Lanark County Municipal Office, 99 Christie Lake Road, Perth, Ontario. Members Present: Staff/Others Present: Absent: Chair Councillor Susan Freeman, Warden Bob Fletcher, Councillor Keith Kerr (arrived at 5:30 p.m.), Jim Gilmour, Stewardship Council. Brian Anderson, Mississippi Valley Conservation (MVC), Steve Allan, Director of Public Works Maria MacDonald, Council and Clerk Services Assistant. Councillor Bruce Horlin, Jeff Ward, Stewardship Council Coordinator, Linda Touzin, Ministry of Natural Resources. COMMUNITY FOREST SUB-COMMITTEE Chair: Councillor Susan Freeman At 4:14 p.m. no quorum was present. The Sub-Committee agreed to move forward to Item 5 Delegations/Presentation until such time as the Sub-Committee attains quorum. 5. DELEGATIONS/PRESENTATIONS i) Renfrew County Forest Management Plan. County of Renfrew, Manager of Forestry Services, Jeff Muzzi. J. Muzzi gave a PowerPoint presentation attached, page 10. The Sub-Committee asked various questions and discussed the following: - There is more responsibility to the County if there is an invitation to the public to use the trails. If required, a user agreement can be signed stating that the user is entering private property and that they are entering at their own risk. - The County of Renfrew does not authorize trail development. - Hunting is not regulated in the Renfrew County forests. - At present, tree tapping is not allowed since it damages the trees. 1 of 50

2 - Renfrew County has a budget of $200,000 per year. The revenues from harvesting covers their budget each year. At present, any surplus goes in a general fund. - The County of Renfrew has a very good inventory of their forests and are able to balance it with the present needs of the market. Councillor Keith Kerr arrived at 5:30 p.m. 1. CALL TO ORDER The meeting was called to order at 5:31 p.m. A quorum was a present. 2. DISCLOSURE OF PECUNIARY INTEREST None at this time. 3. APPROVAL OF MINUTES MOTION #CF MOVED BY: Keith Kerr SECONDED BY: Jim Gilmour THAT, the minutes of the Community Forest Sub-Committee meeting held on June 16 th, 2008 be approved as presented. ADOPTED 4. ADDITIONS AND APPROVAL OF AGENDA i) Under Communications: Media Release regarding Emerald Ash Borer in Ottawa. ii) Under New/Other Business: Discuss Life Study Consultant. Anderson informed the Sub-Committee on the following: - At present, there has been no evidence of emerald ash borer in the county forests but it would be very devastating to the forest should it become present. - The government is educating the public through advertisements. - It cannot migrate to the forest. It must be brought into the forest. ADOPTED ix) Halina Knap - Hunting on Roger Property. The letter was sent to the Township of Lanark Highlands. Warden B. Fletcher contacted H. Knap and notified her that the letter was being forwarded to the Lanark County Community Forest Sub-Committee for discussion. S. Allan has attempted to contact H. Knap but has been unsuccessful at present. Staff will contact H. Knap and get more information and arrange a tour of the property in question. 3 of 50

4 MOTION #CF MOVED BY: Bob Fletcher SECONDED BY: Jim Gilmour THAT, three (3) members of the Community Forest Sub-Committee (B. Anderson, B. Fletcher and S. Freeman) plus one (1) Staff member, tour the H. Knap property and the adjacent Community Forest and provide a report for the next Community Forest Sub-Committee meeting. ADOPTED i) M. J. Umpherson Lumber Co. Ltd: Concerns. 7. REPORTS The Sub-Committee agreed to send the proposed standard letter of response from the Community Forest Sub-Committee to both M. J. Umpherson and the Friends of the Community Forest attached, page 50. i) Report #PW Mississippi Valley Conservation Forest Management Services 2008 Work Plan. Director of Public Works, Steve Allan. The purpose of this Report is to recommend the Mississippi Valley Conservation (MVC) 2008 deliverables for Forest Management Services in Lanark County Community Forests. MOTION #CF MOVED BY: Keith Kerr SECONDED BY: Bob Fletcher THAT, the Community Development Committee recommends that County Council approves the proposed Mississippi Valley Conservation Forest Management Services 2008 Work Plan, as described in Report #PW ADOPTED ii) Report #PW Public Information Centre for the Draft Community Recreation Policy. Director of Public Works, Steve Allan. The purpose of this Report is to recommend that a Public Information Centre (PIC) be held in the County Council Chambers on Thursday, October 30 th from 5:00 pm until 8:00 pm to present the Draft Community Recreation Policy and to seek public input. 4 of 50

ADOPTED iii) Report #PW Community Forests Tour. Director of Public Works, Steve Allan. The purpose of this Report is to recommend that a Community Forests Tour be held on September 17 th, 2008 from 9:30 am until 3:30 pm. ADOPTED v) Review: Renfrew County Forest Management Plan deferred to a future meeting. Councillor Susan Freeman. vi) MVC Forest Operating Plan (verbal). a) Discuss: Old Growth Definition. MVC, Brian Anderson. The Sub-Committee reviewed the definition. 5 of 50

6 b) Update: Digital Mapping (verbal). Director of Public Works, Steve Allan and MVC, Brian Anderson. S. Allan spoke with R. Morris, Project Manager from the Information Technology Department and is in the process of getting B. Anderson access to the data. Update: Eastern Ontario Model Forest /Forest Stewardship Certification Signs (verbal). a) Review: Plaque Wording. Facilities and Fleet Manager and Stewardship Council, J. Gilmour. S. Allan informed the Sub-Committee that there is no space available in a visible area to erect the sign. S. Allan suggested the sign go outside in front of the Round Garden. The huge flower box could be removed and replaced with the sign. In addition, a map outlining the Community Forest could be erected beside the sign next year. This would need to be requested in the 2009 budget. The Sub-Committee directed Staff to research the cost and report back to the Sub-Committee at their next meeting. vii) viii) Update: Trail Development Policy between the County and the Local Municipalities (verbal) - deferred to a future meeting. Discuss: Friends of Community Forests of Lanark County: Questions regarding Report #PW This item was discussed earlier in the meeting see page 4. ix) Discuss: MNR Feedback: Message from Minister Donna Cansfield Plant A Tree Challenge. MOTION #CF MOVED BY: Bob Fletcher SECONDED BY: Jim Gilmour THAT, the message from the Minister Donna Cansfield regarding Plant a Tree Challenge, be received as information. ADOPTED x) Review Forest Management Plan deferred to a future meeting. Facilities and Fleet Manager. xi) Review: DRAFT Theft of Trees in Community Forest Policy - deferred to a future meeting. 7 xii) Update: Tender to Harvest Timber on the Hands Property (verbal). Facilities and Fleet Manager. S. Allan updated the Sub-Committee that the tender for harvesting the Hands Property should go out sometime after the forest tour scheduled on September 17 th, The Sub-Committee discussed the tendering process since the tenders used at present are quite large and cumbersome. The size of tender may discourage possible tender submissions. B. Anderson has some examples of three (3) page tenders. S. Allan and B. Anderson will research the alternatives and bring a recommendation to the next Sub-Committee meeting. xiii) xiv) Update: Ownership of Forest Use Agreements - deferred to a future meeting. Facilities and Fleet Manager. Review: Accessibility to the Pigeon Lake Property (verbal) deferred to a future meeting. 8. NEW/OTHER BUSINESS i) Life Science Consultant. Mississippi Valley Conservation, Brian Anderson. MOTION #CF MOVED BY: Keith Kerr SECONDED BY: Bob Fletcher THAT, the Community Forest Sub-Committee recommends to County Council to authorize the hire of an independent consultant to do a life science inventory before each harvesting of natural forest; THAT, the Mississippi Valley Conservation hire the independent Consultants when required; AND THAT, the cost be included in the annual work plan budget.
