5 PROPOSED DISPENSARY LOCATION PART 1 DISPENSARY LOCATION The Monarch has selected 239 S. 3 rd Street, Grover Beach as the ideal location for a dispensary in the city s Coastal Industrial (CI) Zone. The property has been vacant for some time which allows The Monarch to expedite the build-out once appropriate permits have been issued without displacing any existing businesses or jobs. The existing property is also prepped to fast-track opening day due to the property s existing infrastructure required by city codes including: sidewalks, sewer connections, and existing parking. Proposed Vision of The Monarch. Designed by RRM Design Group, San Luis Obispo 1.1 ADDRESS AND PARCEL NUMBER Address: 239 S. 3 rd Street, Grover Beach, CA Parcel Number: The principals of The Monarch are in escrow on the property 239 S. 3 rd Street, Grover Beach pursuant to a Purchase and Sale Agreement dated June 20, The seller, Joseph Agrusa, has authorized the principals of The Monarch as the occupant for the purpose of opening a medical cannabis dispensary and manufacturing facility and given permission to apply for and participate in the pre-application and permitting process. 1

8 1.2 SENSITIVE USE The Monarch will always strive to be a conscientious neighbor, a community resource, and a good citizen of Grover Beach. Our goal is to leave a positive footprint in the community and contribute to a revitalized downtown of Grover Beach. The existing building has been vacant for some time; therefore no existing businesses are being displaced. The Monarch will bring in good paying jobs, and our engaged presence will create a vehicle for neighborhood revitalization RESIDENTIAL NEIGHBORHOOD DESCRIPTION (AREA OF IMPACT) The proposed dispensary situated on the corner of 3 rd St and Rockaway Ave is surrounded by a mix of industrial establishments, a half dozen non-conforming houses, and a mixed-use development on the outer edge of the 300 ft impact zone. Three of the non-conforming residences exist directly across the street (north side of Rockaway) [321 Rockaway / 337 Rockaway / 187 S 3 rd Street] Next Door to proposed dispensary (East of proposed dispensary) lie 2 non-conforming homes and an empty lot [346 Rockaway / 348 Rockaway/ Empty Lot] Across the street on the northwest corner of Rockaway and 3 rd is 254 Rockaway (directly across the street from the C&S Roofing yard. At the very edge of the 300 ft. impact area on the corner of Rockaway and 4 th St. is an mixeduse/condominium complex, the Trian Investment building. Residential Impact Area 4
9 1.2.2 NEIGHBORHOOD RESIDENTIAL ENGAGEMENT GRASSROOTS STYLE The Company s civic goals will always be education and community engagement. Weeks prior to opening doors for business, The Company will reach out to every residence in the affected area and engage each and every neighbor educating them on who is The Company, what s our mission moving forward, and how we intend on being a part of improving the neighborhood locally and the community at large. The Company will constantly seek feedback from the community on how to maintain a positive presence in Grover Beach. The Company will maintain an ongoing educational engagement in the neighborhood on our organizational goals, hours of operation, and local activities. Efforts will include offering informational materials and always encouraging our neighbors to reach out to our staff and management if they have any questions or concerns. After initial neighborhood engagement efforts, The Company team will conduct monthly community forums/workshops continually getting feedback from our neighbors on what is expected of The Company and how we can best serve the community and be good neighbors. These workshops/committees will continue as long as the neighborhood would like them to continue. The Company will also devote space on our website for civic engagement getting feedback from the community, and educating citizens on our mission. The Company team/staff will conduct twice daily trash pickups around the neighborhood, maintaining our commitment to not only be good neighbors, but also helping the whole neighborhood create a clean, friendly atmosphere NEIGHBORHOOD BUSINESS DESCRIPTION (AREA OF IMPACT) C&S Roofing on Rockaway South 3 rd St. facing onto Rockaway is positioned so there should be minimal to negligible impact. The Trian Investments mixed used building at th is facing toward 4 th St. and is on the outer edge of impact zone. Sierra Body Shop on 262 South 4 th St. is facing 4 th St. and with the existing landscaping and terrain, there should be minimal to negligible impact. 5
10 Neighborhood Business Impact NEIGHBORHOOD BUSINESS OUTREACH The Company will also engage each and every business in the affected area. Not only will we be educating the business community on the Company s mission, hours of operation; we will also be diligent on mitigating any impact on surrounding businesses. The Company will be proactive ensuring employee parking does not impact any surrounding business. Impact on surrounding businesses should be minimal to negligible. We will be proactive with the city staff and surrounding business on our hours of operation, parking concerns, but also maintaining the neighborhood feel through appropriate landscaping and security measures CIVIC / COMMUNITY COMMITMENT The Company community goals go beyond being a good neighbor locally. We re committed to a long-term investment in the Grover Beach community and want to be part of Grover Beach s dynamic new future. As part of that investment in Grover Beach, The Monarch will be engaged with a variety of civic organizations such as the Chamber of Commerce and other local non-profit groups. The Company will also be involved with neighborhood watch groups, and will always work in partnership with local public safety. 6
11 1.3 CONCEPTUAL SITE PLAN We have enlisted the services of RRM Design Group in San Luis Obispo to design the property to be sensitive to the surrounding neighborhood, exceed all safety guidelines, and provides a modern aesthetic experience for the community, patients, and employees. 1.4 SETBACK VERIFICATION EXHIBIT The setback verification exhibit has been waived by Community Development Director, Bruce Buckingham on Wednesday, June 21, PROPOSED DISPENSARY SITE PLAN AND DISPENSARY FLOOR PLAN See SITE PLAN PDF and/ or PRINTED SITE PLAN for scale of 1 = 10 7
12 BANKING The Company is committed to practicing safe cash management. The Company s executives are currently using state-charted banks with their affiliated cannabis businesses to manage those businesses cash and have successfully completed both FDIC and Treasury audits of those accounts. Presently, the Company is in the process of identifying a local state-charted bank to manage our cash and we fully anticipate having a bank account prior to commencing operations. 20

26 NEIGHBORHOOD COMPATIBILITY PLAN PART 5 NEIGHBORHOOD COMPATIBILITY PLAN 1.1 NEIGHBORHOOD COMPATIBILITY PLAN The proposed dispensary site is ideal as it is removed from all sensitive or potentially sensitive areas and the surrounding residents and businesses would benefit greatly from the property revitalization. The location is situated to have minimal impact on residential units. The proposed site is surrounded by a half-dozen non-conforming residences and a few industrial businesses. The Monarch will adopt and implement A Good Neighbor Policy which will include Commitment to responding to neighbor inquiries within 24 hours Zero tolerance for loitering We are committed to working with the neighbors in expanding our Good Neighbor Policy to address any concerns. A significant outreach effort to each and every residence and business in the impact zone will be conducted prior to the business opening. This effort will be to educate the residential and business occupants and to get maximum feedback from the community to prevent any misunderstandings or unintended consequences. 1.2 ODOR CONTROL The Monarch is keenly aware of its responsibility to protect air quality for employees and neighbors under Grover Beach Municipal Code Article III, Chapter 18 Section (H). The facility exhaust systems will include multiple odor-control technologies. Activated carbon filtration within the HVAC system will filter out odors and pathogens. Negative ion generators (also known as electrostatic precipitators) will be used with metal filters to remove particles from the air. We also will install photocatalytic oxidation systems, which use ultraviolet light to create air-purifying hydroxyl molecules that neutralize odors and noxious gases by breaking down their chemical bonds. These systems will prohibit any odors for emanating outside of the facility walls or creating any internal air contamination. 1.3 LANDSCAPING The Monarch is equally aware of its responsibility to protect the neighborhood look and feel and to be a positive contributor to the ongoing downtown revitalization in Grover Beach. Our proposed design will be the beginning of the revitalization for that neighborhood. 1

28 LOCAL ENTERPRISE PART 1 LOCAL ENTERPRISE The Monarch believes in prioritizing local by implementing practices from hiring to vendor selection that enforce our Be Local programs. We believe that with local leadership, prioritizing local hiring practices, engaging employee community volunteer programs, consistent good neighbor policy protocols, and partnering with the community, The Monarch will be an integral part of Grover Beach. 1.1 LOCAL LEADERSHIP The Monarch s Chief Executive Officer and Chief Operating Officer are local. Sunni Vogel Mullinax, principal in The Monarch, resides in Paso Robles and has lived on the Central Coast for over 30 years. She is a graduate of Cal Poly and has over 15 years in executive level management specializing in Direct-to-Consumer programs in the heavily regulated Wine Industry. Sunni was diagnosed in 2015 with Stage 4 Colon Cancer and after a full recovery, she currently works with cancer patients on the Central Coast to assist them with medical cannabis education. Prior to her diagnosis, Sunni was CEO/ President of the Paso Robles Chamber of Commerce and worked diligently to support the 950-member organization through partnerships and community advocacy. Sunni has a strong knowledge of the San Luis Obispo County economic climate, industry and county leaders giving her a platform to represent the Grover Beach Medical Cannabis Industry in a professional manner. The Monarch s Chief Operating Officer, Patrick Shannon, also a principal in the company, is local to the Central Coast and has lived in Northern SLO County for the past five years. Patrick is well known in the San Luis Obispo cannabis industry and has a not-for profit collective and cultivation in San Luis Obispo County. 1.2 LOCAL HIRING PRACTICES & LOCAL VENDORS The Monarch has plans to prioritize local hiring and local vendors. The company expects to have a total of 21 employees during the first year with a growth plan to eventually employ 50 people. During the hiring practice, our process will prioritize qualified Grover Beach residents and then San Luis Obispo County residents. Job Postings will be strategically posted to ensure the local community is aware of any opportunities within the company. Securing local vendors will be prioritized throughout the development and operation of The Monarch. We believe keeping monies local makes a big impact. To date, we have secured the services of Richard Commercial Properties, Central Commercial Group, RRM Design Group, Alpha Fire and Security, and The BluePrinters. All companies are headquartered in San Luis Obispo County. 1
29 1.3 LOCAL EMPLOYEE VOLUNTEER PROGRAM & GOOD NEIGHBOR POLICIES The Monarch believes in promoting well-rounded, civic minded and charitable employees through our employee programs. Employees will be given a specific amount of paid-time to volunteer within Grover Beach or with programs that directly impact Grover Beach. Programs will range from supporting youth sports, aiding the homeless shelter and women s programs, and our daily neighborhood clean-up policies. We understand that this may be the first time an employee has volunteered and will assist them finding a passion project that they can engage in. 2
