1 MEETING NO. 2 A Regular Meeting of the Municipal Council of the City of Quesnel was held on the 16th day of January, 2018 commencing at 7:00 p.m. at City Hall Council Chambers. Present: Mayor Bob Simpson and Councillors, Ed Coleman, Scott Elliott, Ron Paull and Laurey-Anne Roodenburg Regrets: Councillors: John Brisco and Sushil Thapar (Premier's Natural Resource Forum) Staff Members in Attendance: City Manager Byron Johnson, Deputy City Manager/Director of Corporate and Financial Services Kari Bolton, Director of Development Services Tanya Turner, Director of Community Services Jeff Norburn, Director of Capital Works and Infrastructure Chris Coben, Director of Public Works Operations Matt Thomas, Economic Development Officer Amy Reid and Deputy Corporate Administrator Gina Albers (Recorder) There were three members of the media in attendance and approximately two members present in the gallery for portions of the meeting. CALL TO ORDER - MAYOR BOB SIMPSON Mayor Bob Simpson called the meeting to order at 7:00 p.m. and recognized that this meeting is taking place on the traditional territory of the Lhtako Dene Nation. B. APPROVAL OF AGENDA: MOVED Councillor Coleman, Seconded Councillor Elliott and resolved: THAT Council approves the Regular Meeting Agenda with the following amendments: 1. Revise Agenda Item H.1 - Committees - Change from Mayor Simpson to Councillor Elliott to report out the November 28, 2017 Executive Committee Meeting; 2. Add Late Agenda Item H.5 - Committees - Time Sensitive Recommendation - Volunteer Citizen of the Year Committee - Councillor Paull to Report; and 3. Add Late Agenda Item L.7 - Correspondence - Services Canada - Confirming Successful Grant Application for the Seniors Resource Guide and Fair. C. COUNCIL REPORTS AND DISCUSSION ITEMS: I.1) Council Report #3/18 - Family Day Resolution - Councillor Paull to Report MOVED Councillor Paull, Seconded Councillor Roodenburg and resolved: THAT Quesnel City Council resolves to correspond with Premier Horgan encouraging the province to follow through on the City s September 2017 Union of British Columbia Municipalities resolution calling for the alignment of the BC Family Day holiday with other provinces. CITY STAFF REPORTS: J.1) Administration Report #6/18 - Rescind Zoning Amendment Bylaw No Director Turner to Report MOVED Councillor Elliott, Seconded Councillor Paull and resolved: THAT Council receives for information Administration Report #6/18, regarding the expired zoning application for the proposed multi-purpose indoor recreation facility with an accessory dwelling unit and attached retail space for Valhalla/Racing Roads; AND THAT Council will address any Bylaw readings under the Bylaw section of the Regular Agenda regarding proposed City of Quesnel Zoning Amendment Bylaw No of

(Councillor Paull recused at 7:32 p.m., due to possible pecuniary interests, and returned at 7:34 p.m., once the vote of Resolution # was completed.) MOVED Councillor Elliott, Seconded Councillor Roodenburg and resolved: THAT Council approves submitting an application to the BC Rural Dividend Program Project Development Stream for the Quesnel Economic Transition Strategy. J.3) Administration Report #8/18 - Skateboard Park 3D Drawings - Director Bolton to Report MOVED Councillor Elliott, Seconded Councillor Roodenburg and resolved: THAT Council receives for information Administration Report #8-18 that provides the draft 3D conceptual drawings for the City's Skateboard Park project. J.4) Administration Report #4/ Façade Improvement Program Follow Up - Completed Projects - Director Turner to Report MOVED Councillor Roodenburg, Seconded Councillor Paull and resolved: THAT Council receives for information Administration Report #4/18, regarding the final report on the 2017 Façade Improvement Grant Program. J.5) Administration Report #7/18 - Fraser River Foot Bridge Lighting - Director Thomas to Report MOVED Councillor Elliott, Seconded Councillor Roodenburg and resolved: THAT Council approves an annual maintenance budget for the decorative and safety lighting on the Fraser River Foot Bridge of $20,000; AND THAT Council directs staff to look at options to update and upgrade the existing lighting, on this bridge, to LED lighting in a future Capital budget. 3

4 Meeting No. 2 Page 4 of 9 J.6) Administration Report #11/ Local Government General Election - Deputy Albers to Report MOVED Councillor Roodenburg, Seconded Councillor Paull and resolved: THAT Council approves the Policy and Bylaw Committee recommendation to approve the following proposed City of Quesnel Election Bylaws that have been revised with the January 1, 2016 Local Government Act sections: o Bylaw 1835 Election Procedures o Bylaw 1836 Electors Registration o Bylaw 1837 Automated Voting Machines o Bylaw 1838 Mail Ballots AND THAT Council approves the Policy and Bylaw Committee recommendation, to allow for improved timelines when processing mail ballots, by approving the proposed City of Quesnel Mail Ballot Bylaw 1652 that will allow for: o Eligible electors to apply for a mail ballot package once the Chief Election Officer, or designate, has issued the Declaration of Election of Voting; o The release of mail ballots to eligible electors as soon as the Chief Elections Officer, or designate, has received the ballots from the organization that prints the ballots, and has had time to deem the ballots are correct and accurate; and o The timeframe to apply for a mail ballot be extended to 4:00 pm Friday, the day before, General Voting Day MOVED Councillor Elliott, Seconded Councillor Paull and resolved: THAT Council appoints Gina Albers, as the City of Quesnel Chief Election Officer, and Rhya Hartley, as the City of Quesnel Deputy Chief Election Officer, for the City of Quesnel 2018 Local Government Election; AND THAT Council receives for information the following City of Quesnel voting opportunities for the 2018 Local Government Election: o Advanced Voting 8 am to 8 pm October 10 and 13 City Hall; o Additional Advance Voting 11 am to 4 pm October 17 CNC/UNBC Campus; o Special Opportunities Voting 9 am to 3 pm - October 11 and 12 Dunrovin Park Lodge, Maeford Place, Fraser Village Senior Apartment, and G.R. Baker Memorial Hospital; o Mail Ballot - Can apply Sept. 24 4:00 p.m. Friday, Oct. 19. Mail Ballots pick-up/mail-out once Chief Election Officer has received ballots and deemed accurate/correct. Deadline to deliver to Chief Election Officer at City Hall is 8 pm on Oct. 20. (Sick, Ill, Injured, Absent); and o General Voting Day 8 am to 8 pm, October 20 City Hall, Correlieu School and Dragon Lake School. AND THAT Council receives for information the draft 2018 Pre- Candidate Information Session PowerPoint that will be presented to individuals interested in running as a City of Quesnel candidate for the 2018 Local Government Election MOVED Councillor Roodenburg, Seconded Councillor Coleman and resolved: THAT Council receives the proposed Elected Officials Oath of Office Bylaw No. 1842; AND THAT Council will address any bylaw readings for proposed Bylaw 1842 under the Bylaw section of the January 30, 2018 Regular Council Agenda.

L.3) BC Council of Forest Industries [COFI] and Coast Forest Products Association [CFPA] - Merged - Organizational Change Effective April 1, MOVED Councillor Coleman, Seconded Councillor Roodenburg and resolved: THAT Council receives for information the letter that provides notification that the BC Council of Forest Industries AND the Coast Forest Products Association have merged, effective April 1, L.4) Minister of Public Safety and Solicitor General Farnworth Union of British Columbia Municipalities Convention Follow-Up MOVED Councillor Roodenburg, Seconded Councillor Elliott and resolved: Council receives for information the follow up letter from the Honourable Mike Farnworth, Minister of Public Safety and Solicitor General, regarding discussions that took place at the September 2017 Union of British Columbia Municipalities Convention around such issues as: homes in an active slide zone, victim services, crime prevention and allocation of revenue from casinos. L.5) Cariboo Regional District - Appreciation for Assistance during Wildfires MOVED Councillor Paull, Seconded Councillor Roodenburg and resolved: THAT Council receives for information the letter from the Cariboo Regional District Chief Administrative Officer expressing appreciation for the assistance that the City of Quesnel staff provided during the wildfires that occurred last summer. L.6) Friends of the Quesnel and District Museum and Archives - Request to Digitize City of Quesnel Council Meeting Minutes MOVED Councillor Paull, Seconded Councillor Roodenburg and resolved: THAT Council receives for information the Friends of the Quesnel and District Museum and Archives letter requesting the City to digitize the City of Quesnel Council Regular Meeting Minutes; AND THAT a City Staff Report will be brought forward regarding this issue to a future Regular Council meeting.
