5 EXECUTIVE SUMMARY 1.0 Introduction The purpose of environmental monitoring is to assess the quality of various attributes that affects the flora and fauna. In accordance with the quality of these attributes appropriate strategy is to be developed to control the pollution level within the permissible limits. The three major attributes are air, water and noise level. Northern Coalfields Limited (NCL), a Subsidiary company of Coal India Limited is operating Opencast Mines in Singrauli Coalfields, Moher sub-basin having an of 312 Sq.km. Out of which 80 Sq.km on Eastern side lies in Sonebhadra District. of U.P. and rest in Singrauli Dist. of M.P.. NCL has awarded Environmental monitoring work of Singrauli Coalfield to Central Mine Planning & Design Institute Limited (L). The environmental monitoring has been carried out as per the conditions laid down by the MoEF&CC while granting environmental clearance of project, consent letter issued by the respective SPCB, and other statutory requirements. 2.0 Sampling location and rationale 2.1 Ambient air sampling locations The ambient air quality monitoring stations were selected to represent core & buffer zone and further classified as residential and industrial. The rationale has been based on the guidelines stipulated by MoEF&CC, consent letter of SPCB, as well as other statutory requirements. 2.2 Water sampling stations The Water sampling stations were selected for mine sump water, workshop effluent, CHP effluent at inlet and outlet of Effluent Treatment Plant (ETP), Outlet of Sewage Treatment Plant (STP), drinking water supply, well/ Hand pump water and also from receiving streams. 2.3 Noise level monitoring locations Noise levels vary depending on the various activities in mining s. The monitoring of noise level in different locations will be helpful to take appropriate mitigating measures. The noise levels were recorded in mining, workshop and in residential. 3.0 Methodology of sampling and analysis 3.1 Ambient air quality Parameters chosen for assessment of ambient air quality were Suspended Particulate Matter (SPM), Particulate Matter (PM10), Fine Particulate Matter (PM2.5), Sulphur Di-oxide (SO 2 ) and Nitrogen Oxides (NO x ). Respirable Dust Samplers (RDS) were used for sampling of SPM, PM10, SO 2, & NO x and Fine Dust Samplers Job no Executive Summary, Page - 1

6 (PM2.5 sampler) were used for sampling of PM2.5 at 24 hours interval once in a fortnight. As per EC conditions half yearly analysis results for heavy metals such as Pb, As, Hg, Ni & Cr of PM10 in ambient air are also covered in this report. The samples were analysed in Environmental Laboratory of, RI-VI, Jayant. 3.2 Water quality Water samples were collected as per standard practice. The effluent samples and Drinking water samples were collected and analysed for four/five parameters on fortnightly basis. The drinking water samples were collected and analysed for all parameters on quarterly basis. Parameters like ph, Temperature and Dissolved Oxygen were analysed on-site while collecting the samples. Thereafter the samples were preserved and analysed at the field laboratory located at RI-VI Office campus. 3.3 Noise level monitoring Noise level measurements in form of 'LEQ' were taken using Integrated Averaging Sound Level Meter (CR: 812C) during day and night time. Noise levels were measured for about one hour time in day and night time. Noise levels were measured in Decibels, 'A' weighted average, i.e. db(a). 4.0 Results and interpretations 4.1 Air quality It has been seen from the analysis results that the 24 hours average concentration of parameters like SPM, PM10, PM2.5, SO 2 and NO x are mostly within the permissible limits in all sampling locations as per MoEF&CC Gazette Notification GSR 742(E) dt Standards for Coal Mines and National Ambient Air Quality Standard Sometimes the concentration of SPM, PM10 & PM2.5 exceeds the limits due to presence of numbers of thermal powers in the vicinity. 4.2 Water quality The test results indicate that the major parameters compared with MoEF&CC Gazette Notification GSR 742(E) dt Standards for Coal Mines (For 4/5 parameters of drinking and effluent water) & IS.10500/2012 (All parameters of Drinking water) are within permissible limits. 4.3 Noise Level During the noise level survey it has been observed that the noise level in the sampling locations is within the permissible limits prescribed as per MOEF Gazette Notification GSR 742(E) dt Standards for Coal Mines for Industrial Area and Noise pollution (Regulation and Control) Rules, 2000, for residential Area. 7 CHAPTER -I INTRODUCTION 1.0 Any industry and development activities including coal mining is bound to affect environmental attributes. There are positive as well as negative impacts of such operations. For controlling the adverse impacts a regular monitoring is essential. The environmental monitoring is being done as per the guide-lines stipulated by Ministry of Environment Forest and Climate Change (MoEF&CC), Govt. of India. The very purpose of environmental monitoring is to assess the quality of various attributes which affects the environment. As per quality of these attributes appropriate strategy is to be developed to control the pollution level within the permissible limits. The three major attributes are air, water and noise level. Northern Coalfields Limited (NCL), a subsidiary company of Coal India Limited (CIL) is operating Opencast Mines in Singrauli coalfield. The Singrauli Coalfield is divided into two basins namely Main basin and Moher sub-basin. Moher sub-basin having an of 312 Sq.KM. Out of which 80 Sq.KM on Eastern side lies in Sonebhadra Distt. of U.P. and rest in Singrauli Distt. of M.P. The Main basin is located west of Waidhan. The Moher sub basin is the centre of mining activities. The southern half of the Moher basin is preserved while the northern half was up thrown by a metamorphic fault and is eroded, hence called Moher Sub basin. Northern Coalfield Limited has awarded Environmental Monitoring work of all Projects to Central Mine Planning & Design Institute Limited (L). The environmental monitoring has been carried out as per conditions laid down by MoEF&CC while granting environmental clearance to different projects. has trained manpower and well equipped laboratory to carry out monitoring, analysis and R&D work in the field of environment. 1.1 The Project is located in Moher basin of Singrauli Coalfields in Singrauli District of Madhya Pradesh. Project is covered under Topo sheet no. 63-L /12 between latitude ' 30" to ' 58" North and longitudes ' 34" to ' 28" East. The project is well connected to Sidhi in MP about 110 km and Varanasi in UP about 220 Km. The nearest Railway Station is Shaktinagar in UP about 07 km and Singrauli in MP on the Obra-Katni branch line of Eastern Railway which is about 22 km away and is approachable by an all weather road. The is undulating and hilly terrain. The elevation varies from 300 m to 500 m above MSL (Mean Sea Level). The drainage of the towards north into Bijul Nallah through Mehrauli/Morwa nallah, the other towards south into GBP Sagar through Motwani and Amjhar nallahs. 8 1.2 The Project is designed to produce Mtpa of coal from the four working seams namely, Purewa Top, Purewa Bottom, Purewa merged and Turra, with an average stripping ratio of 3.68 m 3 /t. The gradient of the seams varies from 2 o to 3 o. The average grade of coal is G-7, G-11 & G-14. The Project is linked to serve Vindhyachal Super Thermal Power Station of NTPC. Total land requirement was estimated as ha, out of which 1260 ha is forestland, ha Tenancy land and ha Govt. /wasteland. The Project is being worked by combined mining system deploying dragline and shovel dumper combination. The ultimate working depth has been estimated as 250m. The total O.B. during the mine life has been estimated as 1369 Mm 3, out of which 251Mm 3 will be dumped as external dump and balance will be backfilled internally. The overall dump slope will be kept at 28 o to prevent dump slide. The Project has Environmental Clearance from Ministry of Environment, Forest and Climate Change (MoEF&CC) for a rated capacity of Mtpa of coal production vide letter J-11015/79/2013-IA.II (M)dtd Ministry of Environment, Forest and Climate Change while granting environmental clearance has given one of the General conditions that Four ambient air quality monitoring stations should be established in the core zone as well as in the buffer zone for PM10, PM2.5, SO2, NOx monitoring. Location of the stations should be decided based on the meteorological data, topographical features and environmentally and ecologically sensitive targets in consultation with the State Pollution Control Board. Half Yearly analysis for heavy metals such as Hg, As, Pb, Ni, Cr etc. in ambient air & other conditions regarding water / effluent and noise level monitoring is also stipulated in the EC conditions. In compliance of these conditions the Environmental Monitoring has been carried out & report prepared for submission to MoEF&CC & SPCB and other statutory authorities. Job no Chapter 1, Page - 2

9 CHAPTER-II AMBIENT AIR QUALITY MONITORING 2.1 Location of sampling station and their rationale ( as per G.S.R. 742 (E) dt. 25th December,2000) Ambient Air Quality Sampling Locations I. CORE ZONE Monitoring Location (Refer Fig. - II ) i) Time Office / Substation (NA1): Industrial Area The sampler was placed at the electric substation near mine working zone. The station was selected to assess the ambient air quality in the core zone where mining activities are in progress. ii) iii) Bareja Pump House, (NA2) : Industrial Area The Air sampler was placed at pump house near CHP. This station was selected to assess the ambient air quality in the core zone where road & CHP operation are in progress. Nigahi Colony STP (NA3): Residential Area The sampler was placed at STP near residential Colony of Nigahi. This location will represent the ambient air quality of residential in Core zone of Nigahi Project. iv) Nigahi Old Guest House (NA4) : Residential Area The sampler was placed at Old Guest House near DAV School and Temporary Colony of Nigahi. This site was selected to assess the present ambient air quality status in residential in Core zone. v) Nigahi (East) Substation (NA5) : Industrial Area The sampler was placed at Nigahi (East) Substation. This site was selected to assess the present ambient air quality status in Industrial in Core zone of Nigahi Project. II. BUFFER ZONE Monitoring Location (Refer Fig. - I ) i) Amlohri Colony Pump House (AA4): Residential Area The Air sampler was placed at Pump House near Residential Complex of Amlohri. The station was selected to represent the impact of mining activities of Nigahi project in the buffer zone. ii) Surya Kiran Bhawan (DA5): Residential Area. The sampler was placed at Surya Kiran Bhawan near residential colony of Dudhichua as well as NSC. This site was selected to assess the present ambient air quality status in residential in buffer Zone of Nigahi OCP. Job no Chapter 2, Page - 1

10 iii) iv) Rose Garden (JYA3): Residential Area The Air sampler was placed at Rose Garden near Residential Complex of Jayant. This site was selected to assess the present ambient air quality status in residential in buffer Zone of Nigahi OCP Madhauli Substation (JYA4): Residential Area The sampler was placed at the electric substation near Madhauli Village. The station was selected to represent the mining activities of Nigahi Project in the buffer zone. 2.2 Methodology of sampling and analysis Parameters chosen for assessment of ambient air quality were Suspended Particulate Matter, Respirable Particulate Matter (PM 10), Fine Particulate Matter (PM 2.5), Sulphur Di-oxide (SO 2 ) and Nitrogen Oxides (NO x ). Respirable Dust Samplers (RDS) & Fine particulate Sampler (FPS) were used for sampling SPM, PM 10, SO2 & NOx and PM 2.5 respectively at 24 hours interval once in a fortnight. The samples were analysed in Environmental Laboratory of, RI-VI, Jayant. 2.3 Results & Interpretations The results of Ambient Air Quality are presented in tabular form along with Bar chart for each monitoring station. The interpretations of different parameters are given below: Ambient air quality Suspended Particulate Matter In core zone under Industrial varies from 186 to 465 µg/m 3. Respirable Particulate Matter (PM 10) In core zone under Industrial varies from 120 to 394 µg/m 3 & in Residential 67 to 145 µgm/m 3. In buffer zone in Residential varies from 70 to 167 µg/m 3. PM 2.5: In core zone under Industrial varies from 25 to 66 µg/m 3 & In core zone under Residential PM 2.5 varies from 17 to 54 µg/m 3. In buffer zone in Residential varies from 19 to 55 µg/m 3, Sulphur Dioxide: In core zone under Industrial varies from 10 to 36 µg/m 3 & in Residential 14 to 25 µgm/m 3. In buffer zone in Residential varies from 09 to 76 µg/m 3. Oxides of Nitrogen: In core zone under Industrial varies from 10 to 91 µg/m 3 & in Residential 10 to 81 µg/m 3. 16 CHAPTER III WATER QUALITY MONITORING 3.1 Location of sampling sites and their rationale (Refer Fig. No-.II) i) Inlet of W/S- ETP (NW1) To assess the effluent quality of Workshop before treatment in workshop ETP. ii) iii) iv) Outlet Discharge from W/S- ETP (NW2) To assess the effluent quality of Workshop discharge after treatment in ETP. Inlet of CHP- ETP (NW3) To assess the CHP effluent quality before treatment in CHP ETP Outlet Discharge from CHP's ETP (NW4) This location has been selected to monitor the discharge quality of CHP ETP. v) Outlet Discharge from STP (NW5) This site has been selected for asses the quality of treated domestic effluent through STP. vi) vii) viii) ix) Tap Water of DPS School (NW6) This is the location of the Project for monitoring of Drinking Water. Hand Pump Water of Temporary Colony (NW7) This location is monitoring for underground water quality of Drinking Water Overflow from Bareja Siltation pond (NW8) The sampling site was selected to check the water quality of overflow during the monsoon and the seepage from this dam, which should confirm to MOEF SCH-VI Standards. Water near OB dump at east Section (NW10) This location is monitoring for underground water quality of Surface Water x) Hand Pump Water of Amjhar School (NW11) This location is monitoring for underground water quality of Drinking Water. 17 3.2 Methodology of sampling and analysis Water samples were collected as per standard practice. The effluent samples and Drinking water samples were collected and analyzed for four/five parameters on fortnightly basis. The surface water sample and drinking water samples were collected and analyzed for all parameters on quarterly basis. Parameters like ph, Temperature and Dissolved Oxygen were analyzed onsite while collecting the samples. Thereafter the samples were preserved and analyzed at the field laboratory located at RI-VI Office campus. 3.3 Results & Interpretations The results are given in tabular form along with the applicable standards. Results are compared with Schedule - VI, effluent prescribed by MoEF&CC IS.10500/2012 (Drinking Water) & IS:2296 (Surface water). 26 CHAPTER - IV NOISE LEVEL QUALITY MONITORING 4.1 Location of sampling sites and their rationale (Refer Fig. No-.II) i) Time Office (NN1). ii) The location is selected to assess the environmental noise quality of working surrounded by workshop, mining face & substation. Nigahi Colony (NN2) The station is located in the Nigahi colony and will represent the ambient noise quality of the residential of the Project. iii) Nandgaon Rehabilitation Site (NN3) The location will represent the ambient noise quality of the residential of Nandgaon rehabilitation site. 4.2 Methodology of sampling and analysis Noise level measurements in form of 'LEQ' were taken using Integrated Averaging Sound Level Meter (CR: 812C) during day and night time. Noise levels were measured for about one hour time in day and night time. Noise levels were measured in Decibels, 'A' weighted average, i.e. db (A). 4.3 Results & Interpretations Ambient noise levels were recorded during day and night time and the observed values were compared with standards prescribed by MoEF&CC. The results of Noise levels recorded during day and night time on fortnightly basis are presented in tabular form along with the applicable standard permissible limits. The observed values in terms of LEQ are presented. The observed values at all the monitoring locations are found to be within permissible limits. Job no Chapter 4, Page - 1
