8 CHERNOBYL STILL COSTS UKRAINE 5-7% OF THE GDP The Chernobyl nuclear accident, and government policies adopted to cope with its consequences, imposed huge costs on the Soviet Union and three successor countries, Belarus, the Russian Federation and the Ukraine. a variety of government estimates from the 1990s.. put the cost of the accident, over two decades, at hundreds of billions of dollars Coping with the impact of the disaster has placed a huge burden on national budgets. In Ukraine, 5 7 percent of government spending each year is still devoted to Chernobyl-related benefits and programmes. 11 国際原子力事象評価尺度 7 の核事故は 本当に数十年に一回か? ONE INES 7 NUCLEAR DISASTER IN EVERY FEW DECADES? Our results indicate that previously the occurrence of INES 7 major accidents and the risks of radioactive contamination have been underestimated Simply taking the four reactor meltdowns over the reactor years would indicate a probability of 1 in 3625 per reactor per year, 275 times larger than the 1990 estimate..however, since 2011 is at a junction in time with impacts of a catastrophic meltdown still unfolding, this direct estimate is highbiased, and we round it off to 1 in 5000 per reactor per year for use in our model simulations. Our rounded estimate implies that with 440 civilian reactors worldwide a major accident can be expected to occur about once every few decades, depending on whether we count Fukushima as a triple or a single event. INES7 クラスの大事故の発生と 放射能汚染のリスクが これまで過小評価されてきたことを示唆する結果がえられた 炉年 ( 世界中の炉の稼働年数を合計した ) で 4 つの炉が炉心溶融を起こしたことをとってみれば 事故の確率は一炉あたり年間 1/3625 であり 1990 年の予測よりも 275 倍も高くなっている 福島第一原発事故を一つと数えるか 3 つと数えるかによっても変わってくるが われわれのおよその予測では 世界中の 440 の民間の原子炉において 大事故は 20~30 年に一度起こりうると予想される Source: J. 15 GE 社マーク I 型の設計の弱点はよく知られていた MAJOR WEAKNESSES OF GE MARK I DESIGN WERE WELL KNOWN the Mark I containment, especially being smaller with lower design pressure, in spite of the suppression pool, if you look at the WASH 1400 safety study, you'll find something like a 90% probability of that containment failing. マーク I 型原子炉の格納容器は小さく 設計圧力が低いため 圧力抑制室があるにもかかわらず WASH の安全調査では 格納失敗の確率は 90% 前後とされている (Harold Denton, NRC top safety official, 1986)
