Using GIS to Measure the Impacts of Encroachment on Training for the Army CADD-GIS Symposium Denver, CO 22 March 2006 Lisa Greenfeld US Army Environmental Center Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 1 of RMAR2006
Brief Objectives Overview Methodology Results Issues Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 2 of RMAR2006
The Situation at the Installation Noise ES 1 UXO C 2 C 1 Critical Hab 1 Wet Wet 2 UXO 2 ES 2 Encroachment IS impacting training It is very complicated & difficult to represent & quantify in a meaningful way The pieces equal more than the whole (overlaps) There is a temporal component (time of year/day) What is the training intent for the land? What is the future training intent? Does this show us how training is impacted? Using GIS and collecting the right data it can. Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 3 of RMAR2006
ECM Measures Encroachment Method Requirements: Quantitative evaluation of encroachment Comparable across installations Assess actual impact to training Drivers: Installation Training Capacity throughput measurement Report to Encroachment issues to Congress (320 Report) Support the SRP tenet of information excellence with a nonsubjective, centralized, GIS based application Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 4 of RMAR2006
Logistics Centralized approach to data collection- starting with CONUS SRP tier I and II installations (FY05-07) Incorporating data layers that already exist and are maintained at the Regional Support Centers Site visits in conjunction with Operational Range Inventory The New Formula for ECM score will be based on: Major training restrictions by type for current ranges (km2/day) Potential training use by type across whole installation(km2/day) Estimated population growth score Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 5 of RMAR2006
What ECM Will Capture: Encroachment Factors 1. Threatened and Endangered Species 2. Critical Habitat 3. Cultural Resource Sites 4. Wetlands 5. Air Quality Regulations 6. FAA 7. Spectrum 8. Noise 9. Safety 10. Fire Hazard 11. Other Impacts to Training 1. Restrictions ot Tng 2. Smoke/Obscurants 3. Pyro/Simulators 4. Aviation tng/flight Ceiling 5. Heavy Maneuver 6. Light infantry of dismounted tng 7. Dismount Training Delete incorporated into Above 8. Digging 9. Camo Nets/Bivouac 10. Live Fire Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 6 of RMAR2006
Encroachment Factors ENCROACHMENT CONDITION MODULE The Critical Link Range Officer Impacts to Training 1. No training 2. No dig 3. No bivouac 4. No live fire 5. No heavy maneuver 6. No light maneuver 7. No smoke 8. No pyro 9. No dismount 10. No fly-over Encroachment Factor Training Restriction Hectares Months Time of Day Noise 1 1 (training) 50 A M J Night ES 1 10 (bivouac) 50 A M J All C 1 9 (no dig) 15 All All C 2 9 (no dig) 40 All All WET 1 6 (heavy man) 100 M-O All UXO 1 9 (no dig) 150 All All Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 7 of RMAR2006
Defining Encroachment Is encroachment: Restrictions to future potential training mission? Range X is currently a small arms firing range. Due to a cultural site we cannot dig We do not need to dig in Range X currently, but may someday want to move an engineer battalion to this installation and won t be able to redesign this range for use, therefore = ENCROACHMENT? Restrictions to current intended training mission? Range X is a small arms firing range. Due to a noise factor we cannot fire weapons We cannot perform the mission of the range, therefore = ENCROACHMENT? Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 8 of RMAR2006
Defining Encroachment Is encroachment: 1. Restrictions to future potential training mission? Range X is currently a small arms firing range. Due to a cultural site we cannot dig It is Both! We do not need to dig in Range X currently, but may someday want to move an engineer battalion to this installation and won t be able to redesign this range for use, therefore = ENCROACHMENT? 2. Restrictions to current intended training mission? Range X is a small arms firing range. Due to a noise factor we cannot fire weapons We cannot perform the mission of the range, therefore = ENCROACHMENT? Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 9 of RMAR2006
Display of the Potential Impacts on Training Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 10 of RMAR2006
Shows Impact on Training as Ranges are Configured Today ENCROACHMENT CONDITION MODULE Overlay of Potential Training Impacts on Operational Ranges Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 11 of RMAR2006
Future Potential Assumptions: Ability to do all training activities everywhere 365 potential training days Current operational range footprint represents total potential training land Inputs: Current operational range footprint Environmental factors layers (installation environmental Office, range officer) Training impact attribute table (related to environmental factors layer and filled out by installation range officer) Process: Utilize GIS to create spatial layers that represent training impacts in time and space Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 12 of RMAR2006
Representing Future Potential Encroachment Situation The Green line is your installation boundary Green Area = Operational Range Area Peach Areas = no dig To avoid over estimation of area, remove: Overlaps Impacts outside of operational range area Not Operational Range Area Double counting overlaps Not on installation Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 13 of RMAR2006
Representing Future Potential Encroachment Result Removed overestimation areas Answer = total area where you can not dig Recommend reporting each separate impact and encroachment and combined impacts by installation in 5 ways: KM 2 impacted % of Area impacted Days impacted % of Days impacted % of KM 2 *Days impacted Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 14 of RMAR2006
Current Intended Assumptions: Primary FCC in ORIS is the intended use of the range 365 potential training days ORIS range footprint is accurate representation of range One encroachment factor can have multiple impacts at different times of the year Inputs: ORIS Range Layer (USAEC) Environmental factors layers (installation environmental Office, range officer) Training impact attribute table (related to environmental factors layer and filled out by installation range officer) Process: Utilize GIS to create spatial layers that represent training impacts on ranges in time and space Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 15 of RMAR2006
Representing Current Intended Encroachment Situation The Green line is your installation boundary Green Area = Operational Range Area Purple Areas = no dig To avoid over estimation of area, remove: Overlaps Impacts outside of operational range area Not Operational Range Area Double counting overlaps Not on installation Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 16 of RMAR2006
Representing Current Intended Encroachment Situation Removed overestimation areas Dudded impact area, no need to dig Red, yellow and green represent ranges To avoid over estimation of area, remove: Areas where the FCC does not require the impacted task FCC impact crosswalk table Firing range, no need to dig Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 17 of RMAR2006
Representing Current Intended Encroachment Solution Removed the impact from the ranges where you do not need to dig Answer = area where you intended to dig and cannot Recommend reporting method: Maps Tabular info (Excel) by range each separate impact Each separate encroachment factor Combined impacts Days impacted (firing ranges, etc) KM 2 *Days impacted (land and training areas, etc) Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 18 of RMAR2006
Methodology 1. Collect encroachment factors 2. Clip encroachment factors to operational range area 3. Dissolve encroachment factors into 1 layer Maintain overlapping polygons 4. Attribute table with encroachment factors Impacts to training Months (0, 1) Time of day (0,.1, 1) 5. Join the table (4) to the encroachment factors (3) and create a layer of each impact Maintain overlapping polygons Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 19 of RMAR2006
Methodology Continued 6. Calculate the time 1. Multiply each month by time of day 2. For overlapping polygons calculate each month Sum by month If 1, then 1 If < 1 and 0.1, then 0.1 If = 0, then 0 3. Sum months and multiply by to get days impacted 7. Clip each impact layer to range footprint layer 8. Flag impact if it is not a requirement for FCC of range (i.e. you don t intend to dig in dudded impact area) Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 20 of RMAR2006
Result With this methodology we will: represent each Current (intended use) and Future (any use) Impact to Training by Time and Area by range & can sum the impacts accounting for overlaps. Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 21 of RMAR2006

Issues Overlapping time is difficult to manage in GIS You can not just sum the parts to make the whole Thus may provide data that is difficult to comprehend and easy to misrepresent Calculated values may not represent reality on the installation Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 29 of RMAR2006
Calculated Impact vs. Actual Impact 1 50% No Fire = completely shut down 2 50% No Fire = 50% shut down? 3 50% No Fire = 100%? = range boundary = Impact Lisa Greenfeld / SFIM-AEC-TSS / / DSN / lisa.greenfeld@us.army.mil 30 of RMAR2006
