EXPERIENCES FROM ESTABLISHING A BIOENERGY CLUSTER IN HEDMARK AND OPPLAND COUNTIES IN NORWAY Session V Biomass energy markets financing perspective Croenergy 2013 Erik Eid Hohle manager The Energy Farm Center for Bioenergy, Norway

The Energy Farm Center for Bioenergy in Norway 6 Bioenergy in theory and practise Consulting and training R&D-projects Demonstrations and guided tours Production of biofuels and bioheat Tel post@energigarden.no N-2760 Brandbu Norway

HEDMARK AND OPPLAND COUNTIES IN NORWAY - THE INLAND REGION

. Total Norwegian consumption of energy 240 TWh

The energy situation in Norway We produce times more energy than we consume. The domestic consumption is dominated by hydro power in the stationary energy sector and fossil fuels in the transport sector. In spite of our high energy production we are getting more dependant on imported electricity, due to lack of flexibility in our energy distribution systems: The distribution is totally dominated by electricity grids, and little district heating. Our energy export is mainly fossil oil and gas, but also small quantities of hydro power and bioenergy.

Norways energy challenge The heat market in Norway must be given political priority also to promote a better use of our valuable green hydro power

The Norwegian Governments Bioenergy Strategy Plan : Increase the use of bioenergy from 15 to 30 TWh/year - A mix of political goals: More renewable energy, less GHG, rural development, employment -The government programs to achieve the objectives: State investment institutions support programs: -Enova: 15-25% investment subsidies to large scale bioheat&power companies -Innovation Norway : 30-35% investment subsidies to small and medium scale bioheat companies and farms -Ministry of food and agriculture/slf : Wood chip production support of approx.1 eurocent /kwh

The Inland Region The Inland Region is north of Oslo and close to Sweden, has 48 municipalities and a population of about inhabitants. That gives a population density of 7 persons/km 2. The five cities in the region are small ( inhabitants) The total area is km 2 and a great part of the area is mountainous. In Oppland County 80% of the area is more than 600 m above sea level. The forests cover km 2 and has increased with 10% since The Inland region has 40% of the bioenergy resources in Norway, but only 8% of the population, so the region exports biomass for energy and wood for industrial use to other districts, especially to the densly populated capital region Oslo.

DEVELOPMENT OF A BIOENERGY REGION AND CLUSTER In Norway the project Arena Bioenergy Inland is an example on how the development of a bioenergy region can take place, based on the possibilities in our country. A bioenergy business cluster in the Inland Region consists of farmers with forest resources, bioenergy companies, public organisations, education -, research -, and development institutions and regional government.

Organizing the bioenergy network and cluster in the Inland region Arena Bioenergy Inland organization map Cluster development and networking Information and Society Bioheat Biopower Bio Fuels Bio Waste Bio resources Innovation and commersialisation Competence, education and R & D

REGIONAL CLUSTER EXAMINATION Exchange of experiences and skills stand out as the most important benefits of a cluster collaboration. 76% wish to participate in the trade network, but 44% of them only under certain conditions. 11% do not want to participate. Those who wish to participate represent various company groups. Many believe they can contribute with knowledge, experience and network to streghten the network.

THE CLUSTER PROPERTIES

The bioenergy region of Hadeland Cluster of consumers 6 Inhabitants: Bioenergy utilization: 50 % increase in bioenergy use ( ) Biogas use and replacing fossil heating has lead to no increase in GHG-emissions Small scale heating Wood stoves Pellet furnaces 150 Central heating, fire wood 45 Central heating, wood chips 70 Central heating, straw 6 Large scale heating Bark and saw dust 3 Straw and grain residues 1 Biogas from waste 1 Biofuels for transport Biodiesel (B7) 110 Biodiesel (B100) 3 Biogas 23 Biopower Biogas from waste 1

Theoretical education and practical training is necessary to strengthen the cluster From the forest to the heated rooms
