4 . Total Norwegian consumption of energy 240 TWh
5 The energy situation in Norway We produce times more energy than we consume. The domestic consumption is dominated by hydro power in the stationary energy sector and fossil fuels in the transport sector. In spite of our high energy production we are getting more dependant on imported electricity, due to lack of flexibility in our energy distribution systems: The distribution is totally dominated by electricity grids, and little district heating. Our energy export is mainly fossil oil and gas, but also small quantities of hydro power and bioenergy.
6 Norways energy challenge The heat market in Norway must be given political priority also to promote a better use of our valuable green hydro power
7 The Norwegian Governments Bioenergy Strategy Plan : Increase the use of bioenergy from 15 to 30 TWh/year - A mix of political goals: More renewable energy, less GHG, rural development, employment -The government programs to achieve the objectives: State investment institutions support programs: -Enova: 15-25% investment subsidies to large scale bioheat&power companies -Innovation Norway : 30-35% investment subsidies to small and medium scale bioheat companies and farms -Ministry of food and agriculture/slf : Wood chip production support of approx.1 eurocent /kwh
8 The Inland Region The Inland Region is north of Oslo and close to Sweden, has 48 municipalities and a population of about inhabitants. That gives a population density of 7 persons/km 2. The five cities in the region are small ( inhabitants) The total area is km 2 and a great part of the area is mountainous. In Oppland County 80% of the area is more than 600 m above sea level. The forests cover km 2 and has increased with 10% since The Inland region has 40% of the bioenergy resources in Norway, but only 8% of the population, so the region exports biomass for energy and wood for industrial use to other districts, especially to the densly populated capital region Oslo.
9 DEVELOPMENT OF A BIOENERGY REGION AND CLUSTER In Norway the project Arena Bioenergy Inland is an example on how the development of a bioenergy region can take place, based on the possibilities in our country. A bioenergy business cluster in the Inland Region consists of farmers with forest resources, bioenergy companies, public organisations, education -, research -, and development institutions and regional government.

13 REGIONAL CLUSTER EXAMINATION Exchange of experiences and skills stand out as the most important benefits of a cluster collaboration. 76% wish to participate in the trade network, but 44% of them only under certain conditions. 11% do not want to participate. Those who wish to participate represent various company groups. Many believe they can contribute with knowledge, experience and network to streghten the network.
