3 UNG in Indonesia Bitung is a city on the north eastern coast of the island of Sulawesi, Indonesia. It is in the province of North Sulawesi, and faces Lembeh Island and the Lembeh Strait, which is known for its colorful marine life. Its clear water is a paradise for divers. The name of Bitung refers to the lines of vegetation, decorating its coastline. Bitung has a deep sea port and as a hub port in North Eastern Indonesia. 7 BEFORE THE LCMT PROJECT IMPLEMENTATION IN SPECIAL ECONOMIC ZONE (SEZ) OF BITUNG, INDONESIA BITUNG SPECIAL ECONOMIC ZONE (SEZ) LOCATED AT THE EDGE OF EASTERN SIDE OF THE CITY AND FACING THE MALUKU SEA. Demand Side THE EXISTING LOCATION OF SEZ IS COCONUT PLANTATION AREA COVERING 534 HA, AND PLANNED TO BE EXTENDED TO BECOME 2000 HA. Governance Supply Side THERE IS A FISHERMEN VILLAGE TANJUNG MERAH NEXT TO SEZ LOCATION. BITUNG SPECIAL ECONOMIC ZONE (SEZ) WILL HAVE ITS OWN HUB PORT, POWER SUPPLY USING NATURAL GAS, AND HOME OF FISHERY AND AGRICULTURE PROCESSING INDUSTRIES, PHARMA HUB INDUSTRY, AND LOGISTIC BASE INDUSTRY INFRASTRUCTURE AND FACILITIES DEVELOPMENT HAVE STARTED Environment & Resource Demand & Supply Side
8 FEEDBACK FOR LCT-I SYSTEM LCT-I system is a straightforward model for governments colaborate both local and national to develop and improve low carbon region or town base on existing local resources, infrastructure, facilities, institutions, policies, and regulation. Implementing LCT-I concept, local government obviously recognized path of low carbon town plan and development, and goals targeted to be achieved. The challenge of put into action LCT-I concept when city government have limited data available related to indicators of LCT in hand and only used estimated data. Capacity building for local institutions and human resources to develop data, indicators, and improve the model of LCT is a key strategic solution that can be supported by LCMT Secretariat. Document of LCT-I can be used as reference of city and provincial government to develop plan and concept of low carbon region in any area outside Bitung city. It is also valuable reference for local government to use as position to develop local policies and regulations. LCT-I document becomes an important tool for any local government to use for developing future green and sustainability city that can make people have long life and in high spirit.
9 FUTURE PLAN OF SPECIAL ECONOMIC ZONE (SEZ) BITUNG, INDONESIA Provincial and city governments collaborate to develop policies and regulations as guideline to develop Special Economic Zone (SEZ) Bitung as a model of green industry region based on LCMT in Indonesia. Both provincial and city governments at the same time are in progress of developing Medium Term Planning and Development (MTPD) Document of North Sulawesi Province and Bitung City. The first time in history of North Sulawesi and Bitung that will have LCMT model becomes a part into MTPD document. That document will approved separately by Provincial and City Councils and it will turn out to be a local regulation.
