ORGANIZATION CHART OF MINISTRY OF ELECTRICITY & ENERGY Egyptian Electricity Holding Company Nuclear Materials Authority Rural Electrification Authority Nuclear Power Plants Authority Hydro Power Projects Execution Authority Atomic Energy Authority New & Renewable Energy Authority NREA
Institutional framework: Establishing NREA (1986) The national focal point to develop and introduce renewable energy technologies to Egypt on a commercial scale together with implementation of related energy conservation programs
National Strategy up to 2020 In February 2008, the Supreme Council of Energy approved an ambitious plan to: Satisfy 20% of the generated electricity by renewable energies by 2020, including : 12 % from wind energy, 8 % from hydro, Solar, and others, 65%
National Strategy up to Wind Energy To satisfy 12 % of the generated electricity by wind energy by 2020 It means reaching more than 7200 MW gridconnected wind farms. 600 Mw/year Possible tracks Governmental projects Private investments 65% 35%
Resource Assessment Egypt Wind Map, 1987 Wind Atlas of Gulf of Suez, Wind Atlas of Egypt, 2005 In cooperation w ith USAID In cooperation w ith Risoe (Denmark) & EMA In cooperation w ith Risoe (Denmark) & EMA
Egypt enjoys excellent wind regimes, particularly in the Suez Gulf where the average wind speed reaches 10.5 m/sec. The wind energy resource is available in large regions on the Nile banks in the Eastern and Western Deserts and parts of Sinai.
- Since 2001, series of large scale wind farms, totaling about 550 MW in cooperation with Germany (KFW), Denmark (DANIDA), Spain and Japan (JICA). - Key Indicators: - Generated Electricity: ~ 5.5 Billion kwh, - Fuel Saving: ~ 1.2 million T.O.E., - Emissions Reduction: ~3 Million T.CO2.

Projects in the Pipeline 200 MW, in Cooperation with Germany & EU& EIB 220 MW, in Cooperation with Japan (JICA) 120 MW, private investments. 120 MW, in cooperation with Spain 200 MW, with MASDAR Projects under preparation 180 MW, ( MW), in cooperation with Spain. 200 MW, in Cooperation with Japan (on the Nile Western Bank).
Policy A policy to foster the increasing of wind energy contribution consists of two phases: Phase 1, Will adopt Competitive Bids approach through issuing tenders internationally requesting private sector to supply power from wind energy projects for a period of 5 years. Phase 2, Feed-in-tariff system will be applied taking into consideration the prices achieved in phase 1.
Support of Egyptian Government - More than 7600 square kilometers of desert lands have been allocated for implementing future projects. - All permits for land allocation are already obtained by NREA. - A Bird migration study will be prepared in cooperation with international consultant and financed by KfW. - Exempting all RE equipment and spare parts from the customs duties. - Signing land use agreement. - Signing long term PPA ( 20-25) years. - Central Bank of Egypt will guarantee all financial obligations of EETC under the PPA. - The project will benefit from carbon credit. - The project company shall get license for power generation from Egyptian Electricity Regulatory Agency.
New Electricity Law A new electricity law has been developed by the Ministry of Electricity & Energy. It is subjected to the Parliament for the constitutional approval. The law has been designed to reflect the ongoing market reform as well as to strengthen the regulatory agency. The law includes articles supporting renewable energies, through encouraging the private investments in renewables.
2.SOLAR ENERGY
Maadi, Egypt Kuraymat. 2010
First Solar Thermal Plant, Egypt-1913 إننى على يقين من شي واحد... إن البشرية لابد أن تتحول لاستخدام الطاقة الشمسية أو أن ترتد إلى البربرية (فرانك شومان ). Frank Shuman One thing I feel sure of, and that is that the human race must finally utilize direct solar power or return to barbarism. (Frank Shuman,1914)
Solar Atlas The Solar Atlas was issued, indicating that Egypt is endowed with high intensity of direct solar radiation ranging between kwh/m2/year from North to South. The sun shine duration ranges between 9-11 h/day from North to South, with very few cloudy days.
Photovoltaic (PV) Applications Most of PV applications were demonstrated and field tested: Water pumping, Desalination, Refrigeration, Village electrification, Lighting, telecommunication, and other PV applications Some applications are all already commercialized : Telecommunications Remote roads lighting and billboards lighting Remote desert small load Currently, the total installed capacity is about 5.5 MW (7 local companies).
Solar Thermal Energy Applications 650,000 m2 of domestic solar water heating systems have been installed since the 1980s, when the technology was first introduced to the local market by the Ministry of Electricity & Energy. Currently, there are 14 local companies for solar water heaters competing in the Egyptian market. In 2004, a solar concentrating system for industrial process heating has been implemented at a pharmaceutical company. The system consists of 144 parabolic trough collectors to generate 800 kg/h of saturated steam at 175 o C & 8 bar. A project for dissemination of solar water heating systems in hotels and resorts on two governorates is currently under preparation, in cooperation with the UNEP and Italian Ministry for Environment, Land & Sea.
Solar Thermal Electricity Generation 140 MW Solar thermal power plant The 1st CSP plant is 140 MW including solar field of 20 MWe based on parabolic trough technology is under implementation. The total investment is about $US 340 mio. The GEF has approved $ 49.8 mio. Grant for the solar Island. JBIC covers the finance of the Combined Cycle island & Consultancy Services with about (19.5 Billion Yen) The contracts of both CC with Iberdrola Company & solar islands with Orascom Company were signed in Sept. and Oct respectively. The project is planned to be operational by end of 2010.
