7 2023 Vision of the Government Government has announced its 2023 Vision in Economic targets in the 2023 Vision: Forecast Electricity Demand in TWh/yr To become one of the top 10 economies in the world (GDP: $ 2,000 bl) TWh/yr To reach US $ per capita income In paralel to targeted economic development, electricity demand will increase by a rate of 7 % per year on average until Turkey should decrease its dependence on natural gas in the generation as much as possible in order to continue economic development by ensuring energy security. 7

10 Historical Development 1955: Atomic Energy Commission was established. It was restructured as Turkish Atomic Energy Authority in : Turkey became a member of IAEA 1965: First studies to build a NPP in Turkey were started. 1974: Akkuyu site was selected by national authorities for 1st NPP. 1976: Its site license was obtained from AEC : Four unsuccessful attempts based on tenders to build Akkuyu NPP All NPPs will be installed by means of IGA Akkuyu site 10
11 General Information Signature of IGA: Russian Federation on May 12th, 2010 Reactor Type: Capacity: VVER-1200 (60 years lifetime) 4800 MW (4 Units) Implementation Model: BOO Approach Contractors: ROSATOM affilates Rosatom established «Akkuyu NPP Electricity Generation JSC» in Turkey on December 13th, Akkuyu NPP Electricity Generation JSC Share of Rosatom will be not less than 51% Rosenergoatom % Operator Atomstroyexport 3.47 % EPC contractor InterRAO 3.47 % Electricity trading company Atomenergoremont 0.1 % Atomtekhenergo 0.1 %

Estimated cost: $ 20 bl., General Contractor: Atomstroyexport Rosatom will provide funds without guaranty from Turkish Treasury Operation & maintanance Supply of nuclear fuel Rosatom will provide fresh nuclear fuel Spent fuel and RAW management and decommissioning Project Company will contribute with 0.15 cents/kwh to each «SF and RAW Management» Fund «Decommissioning» Fund Take-back option for reprocessing of SF
13 Responsibilities of Russian Side - 2 Training of Turkish personel 600 Turkish peoples will be trained in Russia 5-years nuclear engineering education at MEPhI in Russia 7-24 months «on-job» training at Russian NPPs 118 Turkish students were sent to Russia until 2013 Establishment of Personnel Training Center in Turkey Maximizing local participation in all stages of the project 13
14 Responsibilities of Turkish Side Allocating Akkuyu site to the Project Company, with any charge, until the end of decommissioning Connecting the NPP to national grid Facilitating the insurance of licenses and permits Purchasing some amount of electricity generated from Akkuyu NPP according to a PPA
15 Power Purchase Guaranty According to a PPA: 15-years, «weighted average» price of cents/kwh TETASH will purchase: 70% of electricity from Unit 1 and 2 30% of electricity from Unit 3 and 4 The remain electricity may be sold by the Project Company to the Turkish Government by a seperate PPA or on free electricity market in Turkey. After the expiry of the PPA, Project Company will transfer 20% of its net profit to Turkish Treasuty until the end of decommissioning. 15
