Project overview The Project inclues the construction of a new twelve (12) inch iameter steel natural gas pipeline that will parallel the existing eight (8) inch iameter steel natural gas pipeline currently in use. The propose pipeline corrior will be up to approximately 11 kilometers (km) in length an is locate within the public roa right-of-way (ROW) along 41st Line from south of Oxfor Roa 88 to Perth Oxfor Roa, in Zorra Township. The propose pipeline will also be locate along the public roa ROW of Perth-Oxfor Roa for approximately 665 m from 41st Line to the tie-in location. Construction of the pipeline is planne for the Spring of 2019 an is expecte to be complete by the Fall of This map ientifies the location of the existing pipeline an the Project Stuy Area.
5 Why is Union Gas unertaking this project? The purpose of this project: Expaning the Union Gas natural gas transmission system in Oxfor County, to ensure the continue reliable elivery of natural gas an help meet future supply nees of the Forest Hensall Goerich System which serves the northern portions of the counties of Lambton an Milesex an the counties of Perth an Huron. The existing pipeline within the area is near capacity an there is a nee to move greater volumes of natural gas to rural communities. Ensure the continue reliable movement of natural gas to Union Gas customers. Pipelines are essential in the movement of natural gas through the pipeline system to supply the nees of homes an businesses across Ontario.
6 Ontario Energy Boar review an approval process The Ontario Energy Boar (OEB) is the boy that regulates the natural gas inustry in Ontario, in the public s interest. Union Gas plans to submit an application for this project to the OEB, whose review an approval is neee before this project can procee. This application will inclue comprehensive information incluing: the nee for the Project, project costs, pipeline esign an construction, environmental effects an mitigation measures, consultation with Inigenous communities, local lanowners, government agencies an other intereste parties that coul be impacte by the project. The OEB will then hol a public hearing to review the project. This will inclue notices in local newspapers, letters to irectly affecte lanowners, the opportunity for the general public an lanowners to submit questions regaring the project, a formal hearing, an a written ecision regaring the project. If after this review the OEB etermines that the project is in the public s interest it will approve construction of the project. The OEB normally attaches conitions to the approval which Union Gas will comply with uring the construction an restoration process. 7 Environmental planning process AECOM has been retaine by Union Gas to prepare an Environmental Report (ER) that assesses the potential environmental an socio-economic effects that may result from the Project. The ER will be prepare in a manner consistent with the Ontario Energy Boar s (OEB) Environmental Guielines an will be inclue in the Leave-to- Construct application that will be submitte to the OEB in the Summer of The ER stuy process is ivie into three main phases, as escribe below: Inventory an review of existing environmental an socio-economic feature Phase 1 involves the ientification of the Project Stuy Area an a review of existing environmental an socioeconomic features that nee to be consiere uring the environmental planning process. Route evaluation an selection process Phase 2 involves the evaluation of potential alternative routes an the selection of the preferre route alternative for the pipeline. Alternative routes are generate base on a consieration of routing objectives an environmental an socio-economic constraints ientifie through Phase 1. Base on the results of this assessment, a preferre route alternative was ientifie an subjecte to a more etaile analysis of potential impacts. Evaluation of potential environmental an socio-economic impacts associate with preferre alternative Phase 3 of the stuy involves relevant surveys of the preferre route, an assessment of potential effects on physical, biophysical an socio-economic features as well as the ientification of mitigation measures an environmental monitoring plans / contingency measures. 8 Evaluating an selecting a Preferre Pipeline Route Routing objectives Routing objectives are general principles that were use to generate alternative routes. The routing objectives use inclue the following: Minimize the length of pipeline require by generating alternatives that have irect paths between enpoints an avois turns / slopes, where possible; Parallel existing routes that house linear infrastructure to reuce environmental impacts to existing lan uses; Use existing lot an property lines where new easements are require to avoi or reuce impacts to unisturbe environmental features, where feasible. Avoi environmental constraints such as wetlans, Areas of Natural an Scientific Interest an woolots, where possible, to avoi environmental impacts; an Avoi social constraints such as cultural features, major transportation corriors an resiential areas to reuce isruption on the local community.
9 Evaluating an selecting a Preferre Pipeline Route At the start of the stuy, the Project Team unertook a winshiel survey to ientify a list of reasonable alternatives that best met the routing objectives for the Project. The alternative routes were selecte to avoi sensitive environmental an socio-economic features, where possible. Four alternatives were ientifie an presente at the first Information Session in October 2015: Alternative Route 1 Locate along 41st Line within the existing municipal ROW. Alternative Route 2 Locate along 43r Line within the existing municipal ROW. Alternative Route 3 Locate along 37th Line within the existing municipal ROW. Alternative Route 4 Locate within an existing Union Gas easement between 37th Line an 41st Line. The Project Team etermine that constructing the new pipeline along 41st Line is most preferre because it is more technically feasible an also provies opportunities to avoi an / or mitigate potential effects to the natural an socio-economic environment. Some of the key benefits with Alternative Route 1 inclue: Shorter route at approximately 11 km which reuces the time require to construct the pipeline. Less effects to Provincially Significant Wetlans an the Brooksale Glacial Complex. Less effects to woolots outsie of the existing public right-of-way (approximately 1.5 hectares [3.7 acres]). Lowest potential effects to property owners affecte by construction. No schools or places of worship within 1.0 km of the route. Less effect to Class 1-3 Agricultural Lan with approximately 9.9 hectares (24 acres) temporarily affecte as a result of construction.

12 Socio-economic consierations Lan within the Project Stuy Area is generally use for agricultural purposes, with resients an existing farm operations locate along 41st Line. The County of Oxfor Official Plan (19950) esignates the majority of lan use within the stuy area as Agricultural Reserve, with the remainer esignate as Open Space an Environmental Protection. Potential effects Temporary impairment of the use an enjoyment of property. Roa restrictions an closures. Increase construction traffic volumes along busy roas. Temporary increase in noise, ust, an air emissions. Vegetation clearing along the pipeline route. How we will avoi / reuce impacts: Heritage resources Shoul lan within the Project Stuy Area be etermine to retain archaeological potential, a Stage 2 archaeological assessment must be conucte for all lans that will be use for construction or that will be subject to groun isturbance. Shoul previously unocumente archaeological resources be iscovere uring the Stage 2 archaeological assessment, a license consultant archaeologist will etermine the nee for further archaeological work. The pipeline evelopment is not anticipate to result in any irect or inirect impacts to the 13 structures with cultural heritage value or interest. Therefore, no mitigation measures are require.
14 Agricultural resources The Project Stuy Area is ominate by a mixture of crop cultivation an livestock agriculture, which has been mae possible by the installation of rege itches an tile uner-rains to provie satisfactory moisture conitions within the imperfectly raine soils. Accoring to the Soil Survey Report for Oxfor County (Richars an Wicklun, 1961), some of the best agricultural soil series in Southern Ontario are present within the Project Stuy Area. Potential impacts to the environment Reuction in soil capability (quality) from amixing, compaction an rutting risk, an erosion. Reuction in soil thickness an change in soil istribution from win an water erosion an soil hanling. Changes to surface an subsurface rainage patterns from changes to existing tile rainage patterns. How we will avoi / reuce impacts: Store topsoil (where present) from temporary work areas separately from subsoils an be use for reclamation after construction. Keep all equipment within ientifie work areas to minimize isturbance of ajacent soils. Restrict construction equipment to esignate controlle vehicle access routes to minimize the potential for soil compaction. Avoi construction uring high volume rain events (20 mm in 24 hours) an significant snow melts / thaws, where possible, an resume once soils have stabilize to avoi risk of erosion, soil compaction or the potential for seiment release into the surrouning area. Potential impacts to the environment Disruption an alteration to aquatic species an habitat an / or nuisance effects associate with construction. Increase erosion, seimentation, an turbiity resulting from removal of vegetation. How we will avoi / reuce impacts: Existing conitions of waterboies that may be impacte by construction activities were assesse by a qualifie fisheries biologist to etermine the presence an significance of aquatic habitat an species. Where practical, feasible an groun conitions allow, avoi impacts to the watercourses by installing pipeline using trenchless pipe installation technique, such as horizontal irectional rilling. Where construction activity occurs within 30 m of a waterboy clearly mark the construction area with protective fencing to avoi acciental amage aquatic habitat an species. Where this is not possible, trenchless pipeline installation methos (e.g., horizontal irectional rilling, boring) may be use.
