GENERAL OVERVEW The Objectives of Project: - Supply enough good quality electricity for people living in rural areas. Development goals of RD project are (i) to rehabilitate and upgrade capacity of the existing distribution line and substations, and standardize them to 22KV to meet demands for effective development, (ii) to supply good quality and enough electricity for production, (iii) to reduce the electricity network loss. - mprove the electricity distribution network efficiency in the project site including (i) rehabilitating km of 3-phase medium voltage transmission line; (ii) to construct 2 km of new 3-phase medium voltage transmission line within the: area of 19 communes in 04 rural districts and 1 city of Tien Giang province. n order to implement project components, the land acquisition shall be carried out at electric pole.foundation and the security corridor of the line. -However, the rehabilitation and expansion of medium voltage and low voltage system shall not cause large scale land acquisition and resettlement. Current data show that the existing electricity network can supply electricity to almost residential areas within the project site, however due to (i) many old existing lines and electric poles, (ii) disordered lines, (iii) many random connections and, (iv) newly developed residential areas; many networks are overloaded with high electricity loss and low quality service. Therefore, the project implementation shall help reduce electricity loss on medium voltage network and enhance the service capacity, such as: to minimize failures, to enhance safety level and quality of electricity and to reduce electricity rate for domestic uses in the project site until The project work items Rehabilitation of distribution network along DTS64 from Song Thuan junction to Trung Hung cross-road Rehabilitation of the 22KV - three- phase transmission line. The transmission line is 17 km long, running through Song Thuen, Kim Sun, Phli Phong communes of Chau Th.anh.rural district and Tam Binh commune of Cai Lay rural district. The estimated investment is 7.7 billion VND. Rehabilitation of distribution network along DT30 in Tan Binh Thanh area Rehabilitation of the three-phase 22KV transmission line. The transmission line is 7km long, running through H6a Tjnh, My Tjnh An, Tfin Binh Thanh communes of Cho Gao rural district. The estimated investment is 2.5 billion VND. 10 cten GlANG RURAL MEDUM VOLTAGE NETWORK COMPONENT PROJECT 2.1 General description of natural, economic and social conditions of the project site 4 Geographical conditions ~i&n Giang province is located in the North-east of Mekong River Delta, in the North of Tien Giang river and between Ho chi Minh city and Can Tho city. Tien Giang's Eastern border is the East sea with 32 km of coast, the Western border is &ng Thap province, the Southern border is Ben Tre province and the North East border is Long An province and Ho chi Minh city (70km apart from Ho Chi Minh city, along 1 A national highway) 4 Climate ~i&n Giang province is located in the monsoon tropical climate. There are two different seasons. The rainy season is from May to November during South West monsoon period, the dry season is from December to April during North East monsoon period. The average annual temperature is 28'~, there is not a big different in temperature among months in the year, only about 4OC. Topography, pedology and hydrology ~i&n Giang province has a flat terrain with slope < % and the natural ground level from +O m to +,6 m in compare with sea level. The common natural ground level is from +0.8 to +.6 m 4- Natural resources Land resources The natural land area is 236,663 ha which is fully used for intensive farming and multi- cropping. Mineral resources: ~i&n Giang has three main deposits: Peat coal in Phlj Cubng, Tin Hba Thy (Cai iey), and Hung Thanh (Thn Phu6c) communes. Coal bed is discovered at the average depth of 0.5m -1.0 m, the bed is about m thick and extended on an area of about 50ha. The preliminary estimated reserve is about 5 million m3 Clay for industry is discovered in the ancient and new alluvial layer. Clay for ceramic and terra-cotta is discovered along 1A national highway from ~8 Cb to Ba Lim (Chi B&). An ancient clay stratum is discovered at the depth from 1.0 to 1.5 m. The stratum is about 20m thick and extended on an area of approximately 100 ha. Tien Giang Province population in 2005 was people. Tien Giang province is located in the biggest food and agriculture producing region nationwide with appropriate natural and ecological conditions for a full development of agriculture and aquaculture. Tien Giang's economic structure is mainly focus on agricultural production (make up 45.3% of the province's GDP, industry and construction industry make up 23.7%, service makes up 31% - Source; Statistic Yearbook 2006). The economic growth of Tien Giang province in 2006 was 1 1%. This is one of the highest economic growths nationwide. Tien Giang province is also considered as a key economic zone in the South thanks to a rapid development of tourist industry. Human cultural tourist resource in Tien Giang province is comprised of historical and cultural sites, architectural and art works and traditional handicraft villages, etc. At the present, there are 11 historical and cultural relics recognized by the Government in Tien Giang province: Vinh TrAng pagoda, Thu Khoa Huin tomb and temple, Tnrong Djnh mausoleum, Truong Djnh fortress, Royal mausoleum, Rach ~ &- m Xolii M6t historical site, Phu My ferry station, Wp B ~C historical site, etc. 2.2 Nature protection and reservation area, sensitive zones, cultural works, historical site, temples and pagodas in the project site There is not any nature protection and reservation area or sensitive zones in the project site. LEGAL FRAMEWORK Vietnamese legal regulations on environment Law on Environment Safeguard issued in Decree No.80/2006/ND-CP dated 09/08/2006 of the Government on Detailed regulations and guideline on implementation of some clauses stipulated in the Law on Environment Safeguard. Decree No. 81/2006/ND-CP dated 09/08/2006 of the Government on administrative violations in Environment Safeguard. Circular No. 08/2006m-BTNMT date 08/09/2006 of Ministry of Natural Resource and Environment on Guideline on Strategic Environmental Assessment, Environment mpact Assessment and Commitment on Environmental Protection. Leaked oil may be carried by rain water to different areas and pollute local soil and water source. - - Wastes including construction wastes and domestic wastes may cause negative impacts on environment quality. During the project implementation, construction wastes shall be collected, sold to salvage vendors or discharged properly (used for site filling). - Domestic wastes generated from workers' activities shall be collected and discharged at appropriate areas. However, there must be an appropriate monitoring plan to ensure that wastes are appropriately collected and treated. For wastes generated during project operation phase, new substations in the project shall be constructed with septic tank under latrine to preliminarily treat wastes before discharging to the sewerage system. Solid waste shall be collected and disposed at local disposal sites. Thus, negative impacts on local environment due to wastes are negligible.
