6 PNG LNG PROJECT CLOUGH S EXPERTISE AND ABILITY TO SUCCESSFULLY MANAGE THE CHALLENGING ENVIRONMENTAL ELEMENTS IN PNG IS EVIDENT THROUGH OUR CONTRIBUTION TO THE NATION DEFINING PNG LNG PROJECT. PNG LNG is an integrated development that includes gas production and processing facilities throughout PNG. It includes the liquefaction and storage facilities with capacity of 6.9 million tons per year and more than 700 kilometres of pipelines connecting the facilities. The project is set to transform the nation s economy, boosting GDP and export earnings, providing a major increase in Government revenue and providing a catalyst to further gas-based industry development. SCOPE: Provision of Engineering, Procurement and Construction (EPC) services for the gas conditioning plant, nearby wellpads, and associated piping and infrastructure. SCOPE: Designed and constructed a 2.4 kilometre long trestle with substation platform, loading platform and single LNG loadout berth for the LNG and condensate offloading jetty. Upgrade of critical infrastructure for ExxonMobil s PNG LNG Project across multiple work fronts from the river port at Kopi to Hides in the Southern Highlands and Hela Provinces, and the Port of Lae on the North Coast. Logistics bases were established in Motukea and Lae. A dedicated landowner relations team with village liaison officers was created to work with communities to identify local employment opportunities, with equal numbers from the different clans. The project team successfully executed this project from several global operating centres. The project management team was located in Brisbane, while the engineering and procurement was executed in Singapore and Perth, supporting construction on the ground in PNG. Innovative approaches were employed to overcome unique logistical and transport challenges to maintain performance and schedule. Key process equipment for the project was flown to Hides using an Antonov AN 124 aircraft, while escorted material convoys were arranged to transport cargo from Lae to Hides. Community relations were also a priority with a local training program implemented to up-skill and place local people on contracts for the project. The PNG LNG Jetty Project was completed on time and recognised for its outstanding safety and environmental management. A diverse and integrated workforce was employed, consisting of 70 per cent local people from surrounding villages. Fixed tower cranes were specially commissioned to develop the loadout berth while maintaining schedule and overcoming extreme weather conditions.

10 MAXIMISING LOCAL EMPLOYMENT Clough draws on an extensive database of supervisors, superintendents and construction workers, to allow rapid mobilisation of an experienced workforce. This database includes over 2,500 skilled PNG national workers, who have been trained in Clough s systems and project execution methods. Over the years we have invested significantly in the recruitment and development of skilled trades, technical and administrative staff. Clough has an excellent reputation as a trusted employer in PNG. Our experience has shown that when the local community is engaged on a project, there is a sense of ownership and support for the project. Case study Building Local Businesses As part of the Clough Curtin Joint Venture (CCJV) and through involvement in ExxonMobil s PNG LNG Project, Clough engaged 14 landowner companies on the PNG LNG Upstream Infrastructure Project. Collectively they provided a variety of services including local labour, plant and vehicle hire, freight and logistics services, and camp catering and security. We supported the companies by enhancing core office functions, including record keeping and assisting their invoice processes. This ensured the submission of accurate and timely invoices that were often for large sums, helping minimise any chance of cash flow issues. We are also committed to using local service providers, and to helping build local businesses, and provide further local employment opportunities and financial benefits to the PNG community. Local contractors are prioritised for the following services: Camp catering Security services Transport and logistics Laundry and cleaning Camp maintenance On the Hides Gas Conditioning Plant Project, the PNG LNG Project was also instrumental in the development of a new start-up landowner organisation called the Hides Gas Development Company (HGDC). The company initially provided a small number of local labourers, light vehicles and plant to assist in the construction of the first camp at Hides. Their contribution to Clough grew significantly, providing 850 local workers, 45 medium and light vehicles, and 20 10cubic metre tipper trucks at peak. Working closely with local PNG communities is always a priority. We collaborate with landowner organisations and identify opportunities where our experience and expertise can provide assistance.

11 DEVELOPING PNG PEOPLE Since establishing in PNG in the early 1980s, Clough has trained and employed tens of thousands of local people. We are committed to creating a skilled national workforce through dedicated training programs tailored to the needs of the local people. Our training, development and respect for the local culture have resulted in an excellent reputation among local communities. PNG people want to work with Clough due to the development opportunities we provide. Our Skills Passport program tracks the development and registers the competencies attained by PNG people working on our projects. This becomes an important reference for future employment opportunities. Clough also sponsors The Voice program based at Lae Unitech, for the promotion of scholarships, cadetships and placement of graduates, particularly in technical roles such as engineering and surveying. Case study Creating Opportunities I joined Clough in Brisbane in November 2009 as a Project Taxation Manager on the PNG LNG Upstream Infrastructure Project. I remember receiving the phone call in my home in Port Moresby on 16 September 2009 about the job and move to Brisbane for the role. I can still remember the excitement about being part of something so significant for my nation and also for me personally. The PNG LNG Project has played a huge role in shaping PNG and my involvement with Clough on this project has not only greatly built my career but allowed me to be part of a historic project. Clough has been an organisation that has believed and built me professionally by supporting my role through the training and development I have received. I have now completed my final year of studies of Masters of International Taxation with the University of Sydney, which I did part time while working full time through Clough s Further Education Assistance Program. Clough has also supported local community projects in PNG through fundraising dinners which I have been involved with that has seen a number of young people build successful careers for themselves. By utilising 3D modelling and intelligent design systems (Smart 3D), we maximise the benefits of data integration throughout the engineering, fabrication and construction phases of our projects. Engineering disciplines provided by Clough, include process, piping, mechanical, civil structural, electrical, instrumentation, controls and communications. Project Management Systems Clough is recognised as a pioneer in the development of integrated project management systems that take a full asset lifecycle approach to project execution. This is achieved by controlling the links between engineering, procurement, construction commissioning and operations and maintenance. We harness new mobile platforms and tools to drive information into our geographically dispersed operations, and have invested significantly in data, systems and technologies. The results are an ability to sustain field variation at two per cent. SmartPlant Foundation is used for document management and control while SmartPlant Materials provides materials management and procurement. Cost control and subcontract management are catered for via PRISM, with Primavera providing scheduling and planning controls. We deploy metrics and systems to provide real time reporting on productivity performance. Through our proprietary software, Clough will deliver productivity reports that make our project and construction managers accountable for driving project performance. Reports include a detailed analysis of productivity drivers such as critical path work activities, HSE performance, schedule, productive and non-productive time, cost and potential productivity or safety issues that could impact project performance. Case study Antonov Plan - Logistics Innovation Since the 1930 s, air transport has been used to overcome the challenges of Papua New Guinea (PNG) s mountainous terrain. Clough, through its involvement with CB&I on ExxonMobil PNG Limited s PNG LNG Project, used air transport in a big way - constructing PNG s largest runway at Komo, and chartering the world s second largest transport plane to carry heavy equipment for the gas conditioning plant at Hides. The first plane touched down on the freshly laid tarmac on 3 May The Antonov An-124 aircraft, owned and operated by Antonov, Volga-Dnepr Airlines of Ulyanovsk, Russia, is a world leader in the movement of oversize, unique and heavy air cargo. The delivery of the first cargo was a significant project milestone for the PNG LNG Project - Hides Gas Conditioning Plant and the installation of the equipment was made possible as the Antonov hauled daily loads from storage in Port Moresby to the Komo airport.
