Please feel free to contact us if anything is not clear or you have further questions. is the national membership charity for frontline homelessness agencies and the wider housing with health, care and support sector in England. With over 700 members, we work to improve services and campaign for policy change that will help ensure that everyone has a place to call home and the support they need to keep it. Our high quality research and evidence about homelessness enables to be a credible voice for the homeless sector, and to influence policy and practice for the better. The successful candidate will have experience of developing, planning and conducting qualitative and quantitative research projects as well as excellent communication skills and an ability to build effective partnerships. As part of a busy team, you will bring expertise, creativity and innovation to our research programme and ensure continues to influence change. You don t need to know the homeless sector inside out but you will share our passion to end homelessness. Our member agencies range from hostels, day centres, street-based outreach work and resettlement suppport to wider supported housing, health and social care provders. Our focus is to change the way that we, as a society, think and act towards single people who become homeless and other vulnerable groups. We do this by influencing policy and strategy at a national and local level. We also work, in partnership with our members, to ensure services for the most vulnerable in society are the best they can be and to seek out alternative solutions. We give information, advice and a fresh perspective; connecting organisations and people. In addition, we provide a range of support to our members via events, training, consultancy and other services, including In-Form, our client monitoring system. The Research Manager post is a full time post based at our head office in London. The starting salary is 35,652-38, per annum, including inner London weighting, plus a generous package of benefits including 30 days annual leave, flexible working and a contributory pension scheme. Please note, it is our policy for new appointees to commence employment at the starting salary. We also develop new products that can help improve services and fund our campaign to end homelessness. Our national and regional teams offer support, link up agencies, and provide advice, consultancy and tools to help improve services. Information, research and training We provide access to a wealth of up-to-date information, including good practice toolkits, the latest research, sector news and policy updates. We also pilot new approaches to tackling homelessness and support staff to improve their skills through training. With data on thousands of services, we use information to identify trends and enable the public and professionals to find local help and support. Influencing We work with local and national Government to improve the policies that affect people experiencing homelessness. Using our detailed knowledge of what s happening on the ground we campaign to challenge preconceptions and help bring about change. Networking and events Through our national, regional and online events we provide professionals with the opportunity to network with others in the sector sharing knowledge, experiences and solutions. In-Form In-Form is a web-based client recording and service management system developed for the homelessness sector based on Salesforce customer relationship management software. 4 The job Role description JOB PURPOSE To contribute to ending homelessness through leading a high quality research programme than can inform policy and service change. To plan, manage, conduct and evaluate research projects that contribute to the evidence base around homelessness and related fields. To contribute to being the knowledge centre on homelessness including identifying and developing opportunities for undertaking new research. To chair and coordinate the Research Forum and help extend the impact and influence of research findings across the homelessness sector and beyond To line manage other Research staff as required. ACCOUNTABILITY The Research Manager reports to the Head of Policy & Communications. LOCATION Office based. Willingness to travel regularly within the UK and occasionally overseas. MAIN RESPONSIBILITIES Research Management and Delivery To plan and develop s Research programme that will contribute to Homeless Link s strategic aims, in consultation with Head of Policy & Communications and other relevant staff, including the other Research Manager. To draw up detailed research proposals with appropriate qualitative and quantitative methodological techniques, timescales, outputs and dissemination objectives. To oversee, design, manage and conduct both qualitative and quantitative research. To establish and maintain contact with a range of partners to ensure successful delivery of projects, including initiating new opportunities and coordinating and contributing to project advisory groups. To ensure that people with experience of homelessness are involved in the planning, delivery and evaluation of research, including through working with our Expert Advisory Panel and peer researchers. To plan, manage and monitor the resources for the projects (including budgets, knowledge and contacts) effectively. To contribute to proposals for new research projects and work with s Fundraising group to secure funding for new projects To develop and implement clear ethical guidelines on conducting research with and use of data relating to vulnerable homeless people. 5 To produce succinct and influential research reports, summaries and recommendations in formats relevant for the intended audiences including briefings, articles, blogs and web pages, etc. To design and analyse rapid surveys as appropriate to support s policy and practice work. To contribute to the development and delivery of research and evaluation consultancy projects. Influencing change To work with the Policy, Innovation and Good Practice and Partnership Teams to ensure that learning from research is incorporated into the policy influencing and practice work of Homeless Link. To share research knowledge and skills to support the sector in evidencing its effectiveness. To work closely with the Head of Policy & Communications to ensure that research is effectively communicated to members and other audiences, especially through the website, e- communications and the media. To maintain and update the relevant sections of s website. To develop and contribute to events and initiatives based on research in partnership with the Member Services Team to influence policy and practice in the sector. Coordination, Partnership and Advice To, coordinate and organise the Research Forum and related activities and to co-chair the Research Forum with the other Research Manager To ensure that our research work supports and is co-ordinated with other teams across. To support and advise staff, and where appropriate, our members, on aspects of research including research proposals, methodologies, ethical considerations, data analysis and report writing including responding to queries on data and homelessness research. To advise, support and work with the Consultancy Manager to deliver aspects of research involved in delivery of contracts from data sources, methodology to quality issues and contribute to research tenders. To build and maintain contacts and partnerships with researchers across homelessness and other related fields including academics and government researchers; and to identify opportunities for joint working and to support their research, as appropriate. To represent on external research projects and advisory groups as appropriate Team To develop and contribute to the wider work of the Policy and Communications team including contributing to policy briefings, consultation responses and adding to the knowledge base of the team. Management To commission and manage research consultants, as appropriate and to effectively line manage, when required, temporary researchers and volunteers. 7 PERSON SPECIFICATION QUALIFICATIONS AND SPECIALIST KNOWLEDGE FOR THE ROLE Essential Designing and using quantitative research methods/techniques including extracting and cleaning data, using secondary data, designing and using statistical tests and models and ensuring the validity of the results. Detailed knowledge and experience of using data analysis software including, SPSS. Carrying out qualitative research including sampling, surveys, focus groups, face to face interviews, coding and analysing qualitative data. Analysing, interpreting and presenting complex written and numerical information in an accessible way Knowledge of effective information collection, interpretation and presentation tools. Desirable Knowledge of the current policy context in relation to homelessness or a related field and/or knowledge of homelessness systems and sector. EXPERIENCE AND TRACK RECORD Essential Experience of working in the field of social research. Planning and conducting research projects/ideas from inception, methodological design, fieldwork to producing clear final products. Producing timely, clear, succinct and accessible reports summarising research findings to a wide range of audiences Track record of using research findings and data to influence change in a service or policy context Demonstrable ability to communicate (verbally and in writing) with impact to a wide range of audiences at a variety of levels Presenting to a wide variety of audiences with an ability to inspire. Brokering, developing and sustaining partnerships across different sectors. Providing advice to internal staff members on all aspects of research from design and quality through to presentation of findings. Proven ability to successfully manage multiple and conflicting priorities and to deliver at pace. Developing new research ideas, including writing research proposals and/or fund-raising bids.
