In this issue, our president has sent his message to us updating the recent events, functions, CPD and various developments at HKIFM. To participate the establishment of the regulatory framework in property management industry as organized by the Home Affairs Department, HKIFM conducted a new round of One Minute Web-based Opinion Survey to tap our members view on the forthcoming legislation. I am particularly pleased to receive strong responses and supports for the survey. Based on the returns, I have consolidated the opinions from our members. 2 Newsletter Issue No.25, 1st April 2010 Dear Members, President s Note February and March are still busy for HKIFM. We had our spring lunch gathering on 28 February with Prof. Michael May of German Facility Management Association. We enjoyed a good lecture of FM development in Germany, and then a good walk around the facilities of the scenic Hong Kong Science Park, and enjoyed a good lunch buffet there. Our Vice President, Dr Eric Chan and Secretary, Ms Celine Tam attended the consultation workshop for Regulatory Framework of Property Management in Hong Kong by the Home Affairs Department on 3 March, 2010 and a questionnaire was issued afterwards. I trust the details will be covered elsewhere in this newsletter. A group of council members, including our two past presidents, Mr MC Ip and Mr Stephen Chung, together with our Treasurer and Director of Education and Membership, Mr Edward Lee, and myself attended a presention forum to the MSc students of the University of Hong Kong on 13 March. Quite a number of students showed interest on the Institute, and entusiastic applications were received from the MSc students. We also had a very intersting and informative site visit to the Amphitheatre project of the Hong Kong Academy for Performing Arts on 20 March, which was a joint function with the Property and Facilities Management Division of Hong Kong Institute of Surveyors. Over 20 members of both Institutes joined the function. After all the interesting activity, however, I had to report a sad news that one of our very committed member, Mr Raymond Pang, passed away in early March, and four of our past Presidents, Dr Chan Man Wai, Mr Frankie So, Mr Alfred Sit and Mr MC IP, together with Mr Edward Lee and myself attended the funeral of Raymond in the evening of 28 March We sincerely hope that Raymond will continue his commitment and enthusiasm in his next life form as he believes until he gets enlightenment. I trust Raymond s contribution in bringing FM to the younger generation will always be remembered by his students and the profession. I sincerely hope the contribution of FM to the well being of the world will be recognised more and more and be deeply set in the minds of the general public. 8 Newsletter Issue No.25, 1st April 2010 HKQAA-HSBC CSR Index Hong Kong Quality Assurance Agency (HKQAA) and The Hongkong and Shanghai Banking Corporation Limited (HSBC) are launching the HKQAA- HSBC CSR Index which provides a quantitative metrics to measure organization s maturity level in practicing their social responsibilities. This index is designed with reference to the ISO/CD Guidance on Social Responsibility. HSBC is a co-organizer of HKQAA on the development, launch and rolling out of the CSR Index. 9 HKQAA Updates 本局快訊 Announcement on HKQAA-HSBC CSR Index HKQAA-HSBC 企業社會責任指數公布 HKQAA-HSBC CSR Index Advocate Mark HKQAA-HSBC 企業社會責任先導者標誌 On 5 November, Hong Kong Quality Assurance Agency (HKQAA) held a HKQAA-HSBC CSR Index: CSR Advocate Mark Presentation Ceremony and Press Conference today in The Excelsior, Hong Kong, to witness the announcement of the first HKQAA-HSBC CSR Index 2009 in the presence of 25 participated organisations representatives and distinguished guests. The HKQAA-HSBC CSR Index was jointly launched by HKQAA and The Hongkong and Shanghai Banking Corporation Limited (HSBC). It comprises two series of Indices, the Hong Kong CSR Advocate Index and the Hong Kong 100 CSR Index. The HKQAA-HSBC CSR Index was developed with reference to ISO/DIS Guidance on Social Responsibility. The participated organisations were evaluated based on the forty recommended practices in 7 core subjects on a five point scale in determining the CSR system maturity of organisations. Organisations which gain an average score of 3 points or above are entitled to use the HKQAA-HSBC CSR Index Advocate Mark. In this first year, 25 well-known organizations from the public and private sectors participated. The overall score on the Hong Kong CSR Advocate Index in 2009 was 4.53 out of 5. This indicates that organisations have generally implemented mature systems for the management of CSR-related issues. Of the 7 core subjects, most organisations demonstrated well-structured systems for labour practices and human rights in general. The local legal requirements for these areas have been thoroughly stipulated and widely enforced, reflecting the fact that companies in Hong Kong appear to be rather lawabiding. Regarding organizational governance, most organizations have integrated CSR issues in their corporate policy. CSR awareness programmes are common but those for building staff competency in social responsibility are offered only occasionally. For the consumer issues, the implementation of ISO 9001 Quality Management System facilitates the organisation in well managing its customer complaints so as to ensure a high degree of customer satisfaction. However, the organisations seldom implement systematic approach for managing its carbon emission activities. Besides that, organisations display a well-built system in protecting the property rights and prevent corruption. A few of the participated organisations showed no understanding of anticompetitive behaviour at all. The awareness for preventing engaging anti-competitive behaviour demands further enhancement. Philanthropy and volunteerism are the most adopted community involvement and development programmes. 10 HKQAA Updates 本局快訊 The Hong Kong 100 CSR Index is a research project on organisations disclosure of CSR issues. One hundred organisations in Hong Kong from fourteen sectors have been selected for analysis. A set of 16 CSR indicators was developed with reference to ISO/DIS to study and quantify the CSR disclosure of the sampled organisations. The higher the score attained, the higher the degree of CSR transparency. The overall score on the 2009 Hong Kong 100 CSR Index was 63 out of 100. This represents the overall average CSR Disclosure Score for the 100 sampled organisations. There was a large variation in scores between different sectors, with education and the public service sector demonstrating a high degree of transparency, while manufacturing, construction and engineering companies generally provided only limited information about their CSR programmes. 11 Press Release HKQAA-HSBC CSR Index Press Conference cum CSR Advocate Mark Presentation Ceremony Held Successfully (5 November 2009, Hong Kong) Hong Kong Quality Assurance Agency (HKQAA) held a HKQAA-HSBC CSR Index Press Conference cum CSR Advocate Mark Presentation Ceremony today in Harbour View Room 3, 3/F The Excelsior, Hong Kong, Causeway Bay in order to witness the announcement of the first HKQAA-HSBC CSR Index 2009 and share the joy with 25 organizations representatives and distinguished guests. HKQAA-HSBC CSR Index consists of two series of Indexes, namely Hong Kong CSR Advocate Index and Hong Kong 100 CSR Index is the base year for the future analysis. HKQAA and The Hongkong and Shanghai Banking Corporation Limited (HSBC) jointly launched the HKQAA-HSBC CSR Index which provides a quantitative metrics to measure organization s maturity level in practicing their social responsibilities. The project aims to promote the application of guidance from ISO/DIS 26000, which consolidated into forty recommended CSR practices, and help the participated organization to determine its CSR system maturity. In this first year, 25 government departments and renowned organizations participated, including, Café de Coral Holdings Limited, Canon Hong Kong Company Limited, The Link Management Limited, Hong Kong Observatory, Intellectual Property Department, MTR Corporation Limited, Ocean Park, Shui On Building Contractors Limited and Wharf T&T Limited. All participated companies reached 3 or above points in the average scoring are entitled to use the HKQAA-HSBC CSR Index Advocate Mark. In summary, the Hong Kong CSR Advocate Index in 2009 is 4.53 out of 5. It represents the overall average score for the 25 participated organizations. It indicates that organizations have generally implemented mature system to manage CSR related issues. Some organizations have demonstrated its effort in driving continual improvement action from the review process. In 7 core subjects, most organizations demonstrated well-structured system in labour practices and human rights. The local legal requirements in these respects have been thoroughly stipulated and widely enforced, reflecting that companies in Hong Kong appear to be rather law-complying. Regarding organizational governance, most organizations have integrated CSR issues in their corporate policy. However, only some of the participated organizations have made it a regular practice to proactively report its social and environmental performance. The exercise of CSR awareness program is common in organizations. Nevertheless, the program for building staff s competency in social responsibility is only done occasionally. Regarding the consumer issues, the implementation of ISO 9001 Quality Management System facilitates the organization in well managing its customer complaints process in assuring high degree of customer satisfaction. Nearly all the organizations have organized activities to promote environmental caring culture. Some organizations did implement campaign in energy saving and waste minimization. However, the organizations seldom implement systematic approach for managing its carbon emission activities. Besides that, organizations display a well-built system in protecting the property rights and prevent corruption. However, it is not common for organizations to incorporate the social, ethical, environmental and gender equality criteria in its purchasing activities. A few of the participated organizations showed no understanding of anticompetitive behaviour at all. The awareness for preventing engaging anti-competitive behaviour demands further enhancement. Philanthropy and volunteerism are the most adopted community involvement and development programs. On-going approach for

12 investing resources in developing the competence of local community, such as skill and technology enhancement program, is not a common approach. HKQAA Chairman Ir Prof. Peter Mok said, Given the prospects for economic recovery and development, CSR is the only long-term strategy for pursuing sustainable growth. We see this as a win-win scenario: organizations may increase their profitability and society benefits at the same time. How organizations perform in CSR reflects their corporate values. Organizations demonstrate their commitment to society, and build up a good corporate image and reputation through CSR. We believe that Hong Kong organizations still have a lot of room for development in this area. HSBC Head of Corporate Sustainability Asia Pacific Region Teresa Au said, Through the HKQAA-HSBC CSR Index and its associated composite indexes, benchmarking mechanism, and the establishment of CSR Advocate Mark, we expect to encourage and foster all businesses and organizations in Hong Kong to manage various CSR aspects related to the Index in a more systematic and mature manner, so as to enhance the overall CSR and sustainability performance for Hong Kong. The Hong Kong 100 CSR Index is a research project regarding organizations disclosure of CSR issues. There are one hundred organizations in Hong Kong from fourteen sectors selected for analysis. The project aims to determine the CSR contour of Hong Kong organizations based on the study of the CSR disclosure from the sampled organizations. With reference to ISO/DIS 26000, a set of 16 CSR indicators was developed to study and quantify the CSR disclosure of the sampled organizations. 16 CSR indicators contains CSR Disclosure Indicators, Integration of CSR in organizational policy, Disclosure of Social Performance, Disclosure of Environmental Performance, Corporate Governance Program, Stakeholder Engagement Program, Disclosure of Human Rights Issue, Occupational Health and Safety Management Program, Staff Development and Training, Prevention Pollution Program, Sustainable Resource Usage Management Program, Climate Change Mitigation Program, Promotion of CSR in the Sphere of Influence, Compliant and Dispute Handling Program, Consumer Education Program, Supporting to Education or Culture Development and Contribution to the community development. In summary, the Hong Kong 100 CSR Index in 2009 is 63 out of 100. It represents the overall average CSR Disclosure Score for the 100 sampled organizations. Large variation of CSR disclosure is identified among various sectors. Education and Public Service sector demonstrated high degree of transparency of CSR programs relating CSR. Whereas, manufacturing, construction and engineering companies generally provides limited information about its CSR programs, there are a big room for improvement. Figure and ranking of 14 sectors can be referred to HKQAA-HSBC CSR Index 2009 Report p.39 (Fig.3.8). HKQAA provided only third-party certification for the ISO 9000 series in early 80s. After years of continual development, with the range of services constantly expanding, it has become a professional body providing comprehensive conformity assessment services to Hong Kong industries, helping corporations and organizations to optimize their internal supply chain management. HKQAA also helps corporations to conform to requirements in areas such as quality, environment, occupational health and safety, public health, food safety, information security, corporate social responsibility, carbon emissions reduction and sustainable development.
