King County Housing Authority, a high performing nationally recognized leader in affordable housing is currently seeking a Management Analyst, located in the central office in Tukwila, WA. This is administrative, financial, and analytical work requiring knowledge of purchasing, contracting, budgeting, and/or management operations. Gathers and analyzes data to review and refine plans, policies and procedures. Compiles, analyzes, and monitors budgets, grants and/or contracts. Compiles, analyzes and prepares statistical reports, project progress and financial status analysis. Manages assigned projects. Monitors grant-outcomes, budgets and prepares related HUD reports. Supports managers and staff in the research, analysis, implementation and monitoring of programs and/or activities. ESSENTIAL FUNCTIONS: This section serves to illustrate the more typical aspects of the work indicative of the classification. The primary functions of the classification are not to be considered a detailed description of every duty of each position allocated to the classification. The responsibilities and essential duties typically performed by positions allocated to this classification on a frequent and recurring basis include: 1. Provides support to the Public Housing division to ensure compliance with HUD and KCHA rules, regulations, policies and procedures. Assists with completion of staff and file audits as assigned. 2. Prepares reports; verifies and compiles information necessary to complete and submit reports within the appropriate deadlines and according to established requirements and procedures; ensures compliance with applicable public notice requirements; prepares records for HUD and state auditors as directed.

Assists with the preparation of bid and contract documents in accordance with the Authority procurement policy; reviews RFQs, RFPs, and IFB packages prior to advertisement to ensure quality of document and inclusion of all required information; assists project managers with bid openings and recording bid opening information; schedules and/or assists with pre-bid and pre-construction meetings to ensure compliance with required policies and procedures; processes and logs procurement request packages to ensure compliance with procurement policy and procedures. 4. Creates requisitions for purchases and processes payment requests for professional services contracts; reviews and codes professional contract invoices for accuracy; prepares and codes check requests for approval; reviews and codes utility and permit check requests for approval. 5. Manages small projects as assigned; researches products and vendors; gathers and compiles information from KCHA staff; tracks, records, and processes invoices for payment. 6. Prepares reports of work orders, and maintenance hours worked reports; researches irregularities and communicates directives to field offices as applicable. 7. Assists with the preparation and completion of the department's planning and annual reporting documents. 8. Assists in preparing the departmental budget; provides reports and summary comparison and preliminary analysis for future projections as requested. 9. Monitors and resolves discrepancies between accounting reports and the financial data tracked in the department; serves as a liaison between the department and finance. 10. Provides training and support to site based staff on regulations, policies and procedures, reporting, and financial reconciliations, contracting requirements and pricing; communicates policy changes, develops training schedules, and ensures timely and accurate implementation of KCHA policy. 11. Assists staff with tenant accounting; processes tenant refunds; audits files, reconciles, and ensures accurate posting of charges and payments to tenant accounts. 12. Completes month-end tenant accounts receivable processing, creates and publishes schedule of monthly "cut-off" dates, generates monthly rent statements and completes steps necessary to ensure timely delivery to residents. 13. Generates tenant late rent notices; creates and publishes schedule, generates notices to ensure timely processing and monitors delivery to site-staff. 14. Compiles data and reports utilized for the department's monthly Public Housing Monitoring meeting and ensures timely distribution to staff; records meeting minutes and compiles listing of follow-up tasks and distributes to staff as applicable. 15. Researches and gathers requested statistics to prepare management

3 reports; researches and analyzes policies and procedures for the department. 16. Composes general correspondence and responds to inquiries from prospective and current KCHA clients, HUD, staff, partner agencies, the general public, etc. 17. Other duties as assigned. QUALIFICATIONS AND COMPETENCIES: The qualifications and competencies required to perform the duties and responsibilities of this classification are: Work requires knowledge of principles and techniques of housing program financing, contracting and funding; applicable federal, state and local laws, regulations and policies regarding affordable housing projects and program funding and landlord-tenant law; practices and procedures of program accounting, budgeting and management reporting; contract management practices. Work requires the ability to analyze and make sound, accurate recommendations on assigned program operations and initiatives; ensure complete legal and regulatory compliance for assigned program activities through accurate interpretation of applicable governing policy; organize work, set priorities and exercise sound judgment within established guidelines; gather data, analyze information and reach sound conclusions and decisions; communicate clearly and effectively, orally and in writing; prepare clear, concise and complete reports, studies and analyses. A typical way to obtain the qualifications and competencies is: Work requires an Associate s degree and three to five years of experience in accounting, finance, statistical and database management or similar field, or an equivalent combination of education and experience. Knowledge and experience with property and tenants accounts receivable management preferred. WORK ENVIRONMENT: Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed.
