We envision a community where homelessness no longer exists, and we're seeking a new Senior Manager of Continuous Improvement to play a key role in helping us make that vision a reality. KCHA is looking for a leader experienced in Continuous Improvement who is energized by the idea of joining our agency. The ideal candidate will leverage the improvement work that has been done to date and will be ready to take it to the next level. This role will oversee the Continues Improvement efforts by setting and driving toward a long-term vision and providing guidance and coaching to departments and staff who are passionate about and engaged in improvement work at KCHA. This unique position will offer you the opportunity to join KCHA in the early stages of development of the Continuous Improvement culture, building on incredible improvement efforts that are currently underway. Over the last two years, KCHA has quickly adopted Continuous Improvement principles and tools, represented by over half of the agency completing Lean trainings, completing improvement projects, and implementing daily Lean practices and tools. A cross-agency Continuous Improvement Community of Practice has been established with significant agency representation and engagement and a strong relationship has been formed with similar organizations to carry out this work.

2 Page 2 of 6 The Senior Manager of Continuous Improvement will build on this work by leading agency-wide efforts to expand and sustain the adoption of improvement practices and tools, facilitating improvement projects, and building individual and team capacity to implement Continuous Improvement through coaching and learning opportunities. This role will leverage Lean and other process improvement principles, methodologies, and tools. Being authentic, flexible, and customer-focused are key principles necessary to be successful in this position. Reporting to the Director of Leased Housing, you will be well-situated within a core KCHA department while at the same time working in partnership with other departments throughout the agency. ESSENTIAL FUNCTIONS: The Senior Manager of Continuous Improvement will lead the Agency's efforts in creating a culture of Continuous Improvement by focusing on four primary objectives: 1. Lead agency-wide efforts toward achieving the agency's strategic objective to "Support an engaged and talented staff with a culture of Continuous Improvement" Under the supervision of the Director of Leased Housing and in partnership with the Continuous Improvement leadership team, design and implement a long-term plan for creating a culture of Continuous Improvement that supports the agency in achieving our Strategic Goals Manage alignment and engagement with relevant cross-agency efforts, initiatives and Committees Establish critical internal and external relationships to support this effort, including procuring consultant and vendor partners as necessary to meet objectives 2. Facilitate and manage high impact and cross-department process improvement initiatives Lead process improvement initiatives and complex projects that have crossdepartment impacts and will enhance customer service, business systems, technology integration, and efficiencies. 3. Advise, support and coach staff-lead projects of limited scale and impact Serve as in-house resource for smaller staff-lead process improvement initiatives in the areas of project planning, evaluation design, project management and change management. Monitor project progress and advise on adjustments and changes as necessary. Identify metrics and develop measurement tools to effectively evaluate current and future business process. Assist in the development of project plans and strategies to anticipate and respond to staff concerns about the pace and scope of change. 4. Provide supervision, training, coaching, and educational opportunities on Continuous Improvement to staff at all levels Supervise other staff leading continuous improvement efforts. Serve as an agency-wide expert able to provide professional advice, consultation, guidance, coaching, and training for process improvements and project oversight on all aspects of a particular project whether related to Lean or other programrelated projects, as well as sustain continuous improvements. Lead the Continuous Improvement Community of Practice within KCHA including identifying monthly topics focused on process improvement, project management and change management. Coordinate internal and external speakers and facilitators as needed and lead the meeting in partnership with staff. Serve as primary contact to a network of staff leading continuous improvement efforts at other housing authorities in the region. Identify training needs, develop training plans, work with community and professional training resources, and procure consultants and vendors as necessary.

3 Page 3 of 6 For additional information please see the classification specifications: Senior Administrative Program Manager QUALIFICATIONS AND COMPETENCIES: The qualifications and competencies required to perform the duties and responsibilities of this role include: Advanced knowledge of: Application of laws, rules and regulations, policies and procedures relating to assigned program; Policies and procedures of the Authority pertaining to general program management; Effective methods of communication and interpersonal relations; Principles and practices of effective supervision which will accomplish goals and objectives and motivate employees; Customer service etiquette and techniques; Advanced data gathering, analysis and evaluation techniques; Report preparation techniques; Advanced operation and proficiency in the use of Microsoft Office Suite and/or other similar software. The ability to: Plan, schedule, assign, supervise, train, and evaluate the work of subordinates in a manner which will maintain a high level of productivity and morale; Accurately interpret rules and regulations; Deal effectively with people from diverse cultural and ethnic backgrounds; Communicate clearly and effectively both orally and in writing; Conduct surveys, analyze data and prepare clear and concise reports; Obtain compliance with standards and regulations; Establish and maintain effective working relations with staff, Housing Authority managers and employees, consultants public and private officials and the general public. Minimum qualifications include: Bachelor's degree and five to seven years relevant work experience, or an equivalent combination of education and experience. Valid driver's license and acceptable driving record at time of appointment and valid Washington State Driver License and acceptable driving record throughout employment. Ideal qualifications and competencies include: Master's degree in organization development, public administration, business administration, or related field Project Management Certification Lean Practitioner Certification, Lean Six-Sigma Green Belt or equivalent Five years progressively responsible experience implementing Continuous Improvement efforts in a dynamic organization, including implementing Management Systems, Scientific Problem Solving, Visual Management, Leader Standard Work, Coaching, and other critical Lean components Demonstrated success supervising and managing the work of other staff. Experience making informed recommendations to leadership regarding operational initiatives related to Continuous Improvement Highly skilled at building internal and external relationships as a critical component of success Proven ability to influence others without having positional authority

4 Page 4 of 6 Strong ability to understand and adapt to different management styles and approaches Great listener who works well with personnel throughout all levels of the organization Experience working successfully in multi-generational workforce Skilled in applying adult learning approaches and workshop/meeting design and facilitation Possess excellent written and oral communication skills Knowledge of rule and policy making in a government setting and in the area of affordable housing a plus WORK ENVIRONMENT: Work is performed primarily in an office environment. Incumbents frequently use standard office equipment including personal computers, telephone and related equipment. Work entails high volume processing with tight deadlines.
