5 Getting Strategic and Financial Clarity A program is most strategic when it serves multiple values and outcomes. A program is a financial fit if it is a revenue-generator or is well-funded. Step Two: After assessing the programs, the next step is to place each program s initials in the appropriate box in the x matrix below. These programs require funding. Pursue opportunities for additional funding and/or cost improvements. These programs are self-sustaining. Invest in and grow them.
