3 The LMWUA was NSW first ever Binding Water Utility Alliance formed in February 2008 It now consists of 12 LWU s in Northwest NSW covering 32% of the land area of NSW, or 27% LARGER than the entire State of Victoria The vision of the LMWUA is strength through collaboration

5 Two pareto areas identified for improvement in the Alliance SBP developed during 2014 were ASSET MANAGEMENT and PERFORMANCE REPORTING Collaborative workshopping was seen as a key means of improving performance in these and a number of areas across ALL Alliance members Brearley and Hansen were engaged to deliver these two particular innovations to the Alliance
6 The Alliance works best when councils work together to share knowledge and expertise, whilst making best use of private sector expertise, which has been procured jointly to minimise cost. Let s share the industry leading AM expertise and knowledge at Dubbo City Council with the other smaller 11 councils in the Alliance. The Vision Asset Management practitioners from each council working together under the guidance of an external facilitator with regular meetings, Table of Actions, a formally adopted charter and Accountability.

Develop Regional AM Improvement Strategy Undertake NAMAF Assessment of 11 Councils Prioritise the actions for each Council Nominate resourcing and funding Develop Improvement Plans for each Council 3. Regional Asset Management Delivery of improvement strategies Monitoring and support by LMWUA Consistent approach to asset management Working towards reliable financial and asset planning across the Alliance LMWUA AM Working Group Meeting No 3-20 July 2016

13 In October 2015, CPE Associates undertook an audit of performance reporting of all 12 LMWUA Councils. Only one Council (then Dubbo) required a mandatory audit. Workload associated with performance reporting is considerable, and a big impost on smaller Councils where officers have multiple responsibilities An initiative, not only to audit the information being reported, but to provide advice back to Councils on how the quality of reporting could be improved

17 XXX COUNCIL Procedure WS7: Total Water Sourced Indicators: NSW W53, National W7 Responsible Officer Water Treatment Plant Operator & W&S Manager Objective Procedure Review Date To collect annual data on the volume of water sourced from all sources including river and dam extraction, groundwater (bores), recycling, bulk supplier and urban stormwater WTP operator reads extraction master meters at 7am each day Meter readings recorded against the date in spreadsheet Meter_Readings.xls in WTP computer; river extraction in River tab and ground water in Bores tab Spreadsheet automatically calculates daily and year todate consumption New tabs to be started 1 July each year (copy previous year s tab, rename to current year and delete all data before entering any new data on July 1) W&S Manager reviews previous year s data, sums the water sources and enters the result into DPI web site 1st review June 2018 and triennially thereafter Work Practices to clarify ongoing data requirements Business rules to manage data integrity
