2 The PNG - Australia HIV and AIDS Program Background In 2011 Australia and Papua New Guinea (PNG) agreed to a new strategic direction for the aid program that targets four key sectors: education, health including HIV&AIDS, law and justice, and transport; with a focus on delivering better health (including HIV&AIDS) and education outcomes at sub-national level. These key sectors are reflected in Australia s Partnership for Development with PNG which commits both countries to work together to achieve the Millennium Development Goals. Under this Partnership, a Schedule for each of the key sectors outlines the shared objectives, funding commitments and implementation arrangements. The Health and HIV Partnership Schedule is aligned with the National Health Plan (NHP) and the National HIV/AIDS Strategy (NHS) and to the Government of PNG s Medium Term Development Plan The aim of the partnership is to support the Government of Papua New Guinea in achieving an efficient health system which can deliver an internationally acceptable standard of health service; and, a healthy population free of sexually transmitted infections (STIs) and HIV& AIDS. Specific targets under this Schedule are as follows: Health Increase the percentage of 1 year old children nationally vaccinated with 3 doses of DTP- HEpB-HiB pentavalent vaccine from 70 to 80 per cent and measles vaccinations from 59 to 68 per cent by 2015 Increase the percentage of deliveries supervised by a trained nurse, midwife or doctor from 40 to 44 per cent by 2015 Increase the availability of essential medical supplies, including drugs and testing equipment for HIV, tuberculosis and malaria, through reducing stock outs from 25 to 15 per cent by HIV and AIDS 1 Increase the percentage of men and women aged who had more than one sexual partner in the past 12 months who report the use of a condom during last intercourse from 38.9 per cent 2 to 80 per cent by 2015 Increase the percentage of pregnant women on antiretroviral treatment (for prevention of mother to child transmission) from 23 per cent in to 80 per cent in 2015 Increase the percentage of the population (both men and women) in need of antiretroviral drugs who receive those drugs from 59 per cent (2010) to 80 per cent 4 by All HIV targets to be disaggregated by region to track performance at sub-national level. 2 The National HIV and AIDS Strategy target cites this baseline from 2008 Kimbe Population Survey, Institute of Medical Research, but a national baseline will be established by the proposed World Bank Integrated Bio Behavioural Study planned for MTDP baseline of 3.48% in 2008 and 2015 target surpassed in 2010 Papua New Guinea Universal Access Report Version 1.2_27/06/11 Page 2
3 In order to achieve the targets under this schedule, the delivery strategies for AusAID s Health and HIV&AIDS Programs are being brought closer together. While the two programs will continue to operate separately, they will be co-located and a number of areas will require closer collaboration and coordination. These areas are strengthening human resource capacity, medical supplies, financing, research, working with civil society partners. At the sub-national level, the two programs will work together initially in three priority provinces Eastern and Western Highlands and the Autonomous Region of Bougainville. Currently, other priority provinces for AusAID s HIV&AIDS Program are Southern Highlands, Morobe, Enga and Simbu. The PNG Australia HIV and AIDS Program The Program is an Australian Government, AusAID initiative supported by an Implementing Services Provider (currently JTA International). The Program was designed as a long-term flexible program of assistance aligned with PNG National Strategic Plan on HIV/AIDS (NSP) to provide funding and technical assistance to support PNG s national HIV response. The Program commenced in 2007 and aimed to contribute to NSP goals to stabilise the spread of HIV/ AIDS infections and mitigate the impact of the epidemic. The PNG National HIV Strategy (NHS) has replaced the NSP and has 3 strategic priorities: prevention; counselling, testing, treatment and support; and, systems strengthening. As a result of these new directions in the NHS and Australia s aid program strategy in PNG, over the next 3-5 years the HIV Program will: Work closely with the health sector to strengthen efforts to further integrate HIV&STIs into primary health care services, improve delivery of these services and ensure that there is an appropriate package of services delivered that are relevant to the needs of each province. Continue to strengthen and expand prevention efforts with a focus on most at risk, prevention of parent to child transmission, treatment as prevention and reducing gender based violence as a cause or consequence of HIV. Work with civil society (CSO) partners to improve quality, value for money and local capacity to deliver services. Work with government partners (National AIDS Council Secretariat, National Department of Health, Provincial AIDS Committees and provincial health administrations) to ensure that funds are appropriately targeted and technical capacity is strengthened. Ensure better coherence and effectiveness of sector HIV&STI responses. Expand support for communications, strategic information and research, to address gaps in knowledge and to promote an evidence-based response by policy makers and implementing agencies. 4 These targets differ from the Medium Term Development Plan (MTDP) target as the baseline of 17 per cent in 2006 and target of 34 percent by 2015, identified in the MTDP have already been surpassed by 59% coverage in cited in PNG s Global Fund Round 10 proposal. AusAID Remuneration Framework On the 15th of February 2011 AusAID released the Adviser Remuneration Framework (ARF). The ARF is a set of market-based, long and short term remuneration rates and entitlements which apply to AusAID-funded positions that are commercially contracted by AusAID directly, or through a managing contractor such as JTA International. Further information on this framework can be accessed from the AusAID website at AusAID Adviser Remuneration Framework. What is a Long Term Adviser? A Long Term Adviser (LTA) role is considered any appointment that is six (6) months or longer in duration. Compensation & Benefits Long Term Adviser In accordance with the ARF, the compensation and benefits associated with this Long Term Adviser position are outlined below. The successful adviser will receive: 1. A monthly Professional Fee paid in arrears at the end of each calendar month. This fee is inclusive of a 9% superannuation contribution to your nominated superannuation fund (for Australian residents). The rate band for this position is: $12,620 to $15,774 (AUD) per month. N.B. For taxation purposes this position is likely to be tax free for Australian residents. Professional advice should be obtained from your accountant to confirm this entitlement. 2. An Annual Leave Allowance of 20 days per year (pro rata). 3. Comprehensive pre-departure and in-country briefings (security and role specific). 4. Reimbursement for expenses associated with visas, police checks, medical clearances and vaccinations. If an adviser is required to move away from their home base to undertake this role (either domestically or internationally) they will also be entitled to: 1. Return economy flights for mobilisation and demobilisation for the adviser and any mobilising dependants. N.B. Dependants are defined as a spouse or child under the age of 21 who will not be earning a separate income. 2. Reimbursement of rental accommodation costs up to the value of PKG 25,000 per month (inclusive of VAT/GST). N.B. This is an AusAID discretionary allowance and is only applicable for those advisers whose partner and/or accompanying dependants are not currently in receipt of such an allowance from AusAID or any other employer. 3. A monthly Mobility Allowance ranging from $1,772.96/month to $2,025.28/month (AUD) for a single LTA or up to $2,659.44/month to $3,037.92/month (AUD) for a LTA mobilising with dependants. This is an AusAID discretionary allowance and is only applicable for advisers who have moved internationally for this role and whose partner and/or accompanying dependants are not currently in receipt of such an allowance from AusAID or any other employer. 4. A Mobilisation/Demobilisation Allowance to provide reimbursement for appropriate mobilisation and demobilisation expenses. This can include: a. Excess baggage (up to 25kg); and/or b. Sea/air freight for personal belongings. N.B. This allowance, as it applies to sea/air freight, is based on cubic meterage and is determined upon the number of mobilised dependants. Reimbursement is made to the adviser by JTA upon the presentation of a valid receipt. 5. Travel and medical insurance for the adviser and their nominated accompanying dependants (where applicable). The Adviser will jointly report to the National AIDS Council Director and the Implementing Services Provider Director, and will also work closely with Department of Provincial Government and Local Level Affairs (DPLGA), the AusAID Sub-national Program and other development partners to ensure alignment and stronger coherence of sub-national work in relation to HIV/STIs. The Adviser will also assist the HIV Program with analysis of key strategic and policy issues, work to strengthen partner capacity for effective implementation, commitment to evidence-based prevention and their engagement with provincial authorities, monitor program implementation, and engage with PNG stakeholders and AusAID across the range of development cooperation programs in PNG. The Adviser will support key sector programs where HIV is a cross cutting issue (health, education, law and justice) to ensure strategic coherence and maximise effectiveness. 7 Responsibilities Advise and support the National AIDS Council (NAC) and its Secretariat (NACS), the Department of Provincial and Level Government Affairs (DPLGA), provincial governments and other relevant GoPNG bodies to build capacity for a strengthened sub-national HIV/AIDS response with a focus on service delivery. Provide advice to the AusAID HIV&AIDS Program Director and HIV Program, Sub- National Program and other AusAID Programs on key strategic issues relevant to subnational approach for HIV/STIs, including GoPNG policies in this area. Advise and support the NAC and National AIDS Council Secretariat (NACS), Provincial AIDS Committees and relevant provincial authorities on evidence-based approaches and funding to achieve shared Partnership for Development HIV/STI targets. Support the NAC and NACS to improve capacity for planning and coordination of PNG s national HIV response at sub-national level. Engage with Program stakeholders including GoPNG, development partners and civil society organisations to build partnerships and strengthen mechanisms for coordination of the sub-national response. Advise the Program and where appropriate GoPNG partners, on strategies that draw on international best practice, lessons learned and approaches likely to be effective in PNG for decentralisation of the HIV response. Work with GoPNG and AusAID with a focus on Health, Education and Law and Justice sectors to improve coherence of HIV-related program design and implementation and maximise effectiveness. Outcomes Demonstrated progress towards key strategies of the Provincial Engagement Strategy, especially: o o processes for decentralisation and provincial government engagement on HIV/STIs increased ownership and coordination of HIV/STI responses by provincial governments in priority provinces Demonstrated improvements in coordination, planning and financing to strengthen HIV/STI service delivery at sub-national level Evidence of scaling up of programs addressing most at risk populations and gender based violence in priority provinces Improved coherence of HIV/STI activities across key AusAID sector programs. 8 Terms and Conditions The Adviser will be engaged for period of 2 years on a full time basis. The position will be colocated at National AIDS Council Secretariat office in Gordons (3 days) and in the Implementing Services Provider office (2 days), both in Port Moresby. There will be provincial travel. The terms and conditions of the Adviser s employment are contained in the AusAID Advisor Remuneration Framework (ARF). The position is defined as D3 under the ARF. Demonstrated understanding of policy and legislative approaches to decentralising HIV response. Extensive knowledge of evidence-based HIV/STI programming including value for money, appropriateness to high and low prevalence settings, and effectiveness. Demonstrated understanding of the role of government and non-state actors in HIV/STI responses, and experience working with governments in developing countries. Demonstrated experience in gender-based programming. Understanding and experience in capacity development approaches including professional development, mentoring, participatory training and facilitation. High level cross-cultural interpersonal, written and oral communication skills, including the ability to write clearly and concisely, and adapt their communication styles to suit a variety of audiences. Ability to work effectively with senior management and as part of a team to deliver results on time.
