1 ORGANISATIONAL DEVELOPMENT & CHANGE ADVISER Position: Organisational Development & Change Adviser Duration: Up to 12 months ARF Classification: B4 Supervisor: Under Secretary, Workforce Management, Ministry of Public Service Head of Program, Governance Location: Honiara Performance Management and Reporting Framework: DFAT Adviser Performance Assessment and relevant program reporting framework Australian Aid to Solomon Islands Australia has an enduring interest in a stable Solomon Islands, underpinned by economic growth and viable institutions. Under the Solomon Islands Aid Investment Plan, Australia s aid program in Solomon Islands focuses on three strategic objectives: 1. Supporting stability; 2. Enabling economic growth; 3. Enhancing human development. Solomon Islands Governance Program The Solomon Islands Governance Program (Governance Program) commenced on 1 July 2017 and is a development initiative funded by the Australian Government. The objectives of the Program are to promote: Fiscally and socially responsible budgeting and borrowing policies; A professional public financial management cadre that facilitates improved service delivery; and A more accountable and responsive public service. The Governance Program (1 July 2017 to 30 June 2021) works with the Solomon Islands Government (SIG) central agencies such as the Ministry of Public Service (MPS) and Ministry of Finance & Treasury (MoFT) to implement reforms in key areas such as human resource management and public financial management. The Governance Program is cross-cutting in that it also works closely with Australia s programs in health, education, transport, growth, justice and policing to create an enabling environment for effective service delivery in those sectors. Organisational Development and Change Adviser In many SIG Ministries, outdated organisational structures are hampering efficient and effective service delivery because they are no longer aligned with SIG s strategic priorities and goals. Accordingly, the primary purpose of this role is to support the MPS to work collaboratively with other SIG Ministries to realign organisational structures with SIG priorities and goals. This will require a collaborative approach with other central agencies such as the MoFT and the Ministry of Development, Planning and Aid Coordination (MDPAC) to ensure a consistent and integrated approach to the implementation of Human Resource Management (HRM) and Public Financial Management (PFM) reforms across the public service. 1

2 A capacity building approach will be required, together with strong change management skills to foster buy-in and ownership of restructuring processes. The aim of the position is to create a more accountable and responsive public service by ensuring that SIG Ministries are better positioned to efficiently and effectively deliver their core functions and services. This position will be remunerated in line with the Australian Government s Adviser Remuneration Framework ( and will fall within Discipline Group B, Job Level 4. Expected outcomes: An implementation plan/road-map outlining all of the steps required to review and implement a new organisational structure, including timeframes. Revised organisational structures developed and adopted in SIG Ministries or Agencies. A costed staffing establishment which reflects the revised organisational structure for each Ministry/Agency. Organisational restructuring guidelines and procedures. Roles and Responsibilities Support MPS to work with other SIG Ministries/Agencies to design and implement new organisational structures based on Ministry/Agency mandates, strategic priorities and SIG legislation. Assist MPS and other SIG Ministries/Agencies to develop communication and change management strategies which support restructuring activities. Assist MPS to identify and understand possible barriers to organisational change and develop solutions which are contextually and culturally appropriate. Assist MPS and other SIG Ministries/Agencies to correctly sequence organisational design and restructuring processes. Provide practical advice to MPS and SIG Ministries/Agencies on how to complete a functional review. Provide technical advice to the SIG Restructuring Taskforce and Working Group as required. Assist MPS and SIG Ministries/Agencies to undertake job analysis/design so that positions reflect organisational structure. Assist MPS and other SIG Ministries to translate an organisational structure into a costed staffing establishment. 2

3 Encourage and promote a collaborative and consultative approach to organisational restructuring using presentations, focus groups and/or workshops to foster buy-in and understanding. Work collaboratively with Advisers and SIG counterparts from other Agencies to ensure a consistent and holistic approach to SIG HRM and PFM reforms. Maintain close working relationships with a variety of key stakeholders to ensure work is progressed in line with the broader Australian development program, responsive to the changing demands of the SIG and DFAT. Support the implementation of gender and social inclusion strategies in all restructuring activities. Any other duties as directed by the Head of Program, Governance. Deliverables: Work plan within two weeks of commencement: outlines how the Adviser plans to structure activities to deliver the expected outputs and outcomes. The Work plan should be developed in consultation with MPS counterparts, in a format to be agreed with the Head of Program, Governance. Quarterly progress reports: Outlining progress against agreed work plan activities and outcomes, including enabling/inhibiting factors, risks and challenges, and options to mitigate. Exception reports, as required. Exit report, two weeks prior to completion date: Outlining a frank assessment of progress against the work plan, a concise situational analysis, and recommendations to inform decisions around future support. Reports will be forwarded to Head of Program, Governance. Reporting Lines and Performance Management: The Organisational Development and Change Adviser will report on a day to day basis to the MPS Under Secretary, Workforce Management. Monitoring and evaluating performance will be undertaken by the Head of Program, Governance in collaboration with DFAT, SIG counterparts and other key stakeholders. The Organisational Development and Change Adviser will be expected to work across various SIG Ministries/Agencies, paying close attention to DFAT and SIG protocols and processes for entering Ministries/agencies and meeting with senior SIG officials. 3

4 The Organisational Development and Change Adviser may also have direct engagement with DFAT Governance team to provide project briefings and updates. The Adviser will report on contractual and administrative matters to the SIRF Facility Manager. SELECTION CRITERIA Qualifications Tertiary qualification in human resource management or closely related discipline. Essential Experience and Knowledge 1. Minimum of 15 years experience, or equivalent combination of education and experience, in implementing complex HRM reform programs, particularly in the area of organisational development and restructuring. 2. Proven change management skills including the ability to apply multiple methods to communicate and foster buy-in. 3. A demonstrated understanding of cross-cultural capacity building methods and approaches. 4. Excellent communication and interpersonal skills including the ability to build effective relationships and manage expectations of multiple stakeholder groups. 5. A demonstrated understanding of, or direct experience in applying gender equality and anti-corruption strategies. Solomon Islands Resource Facility (SIRF) Cardno has been engaged to provide a facility management team to manage the Solomon Islands Resource Facility operations to ensure effective service delivery, including: Conducts procurement and contract management of technical assistance and supports performance management Provides support services for Australian Government s deployees and technical advisers; and Financial management and reporting including monitoring and evaluation of the Facility The Facility is a critical source of operational support to DFAT, deployees and Technical Advisers as they attempt to navigate a shifting operating context, consolidate previous achievements while also prioritising new ways of working to ensure Australia s assistance better achieves service delivery impact. The successful candidate will be recruited through SIRF. 4
