1 JOB DESCRIPTION Job title: Job Purpose: Reporting to: Staff Reporting: Location: Financial Management Organisational Development Worker To support the development of financial management systems and skills within International Service (IS) Partner Organisations in Burkina Faso. Country Director (CD) None Ouagadougou, Burkina Faso Key Functions: 1. Support the development of Financial Management skills, systems and policies of Partner Organisations (POs) 2. Ensure effective planning, monitoring and impact assessment 3. Maintain and enhance relationships with Partner Organisations (POs) 4. Effectively communicate programme activities 5. Contribute to a culture of continuous learning (Develop documentation and guidance for Financial Management) 6. Support the development of fundraising and resource mobilization skills, policies and procedures 7. Support the I.S. Mission, Vision & global strategy 8. Represent IS at all times & within a professional manner Responsibilities: 1. Support the development of Financial Management skills, systems and policies of POs Deliver tailored and appropriate support to POs in line with the Financial Management needs identified within their Action Plans, including: o Operational & project budgeting; o Monitoring of income and expenditure; o Production of financial reports;

2 o Guidance on policies and procedures, &etc; Provide one to one support to PO staff to help develop their skills in Financial Management Contribute to the development of Financial Management procedures for POs Contribute to the development Financial Management policies for POs Develop and implement Financial management training workshops where common needs are identified across a range of POs 2. Ensure effective planning, monitoring and impact assessment Support POs in the development and review of their capacity building Action Plans Support POs in their implementation of Organisational Self Assessment Tool (OSAT) Support POs in their implementation of the Impact Assessment Framework (IAF) Comply with all IS reporting requirements and ensure compliance on the part of ODWs and partners Contribute to the development of processes & systems to better measure and demonstrate the impact of our work Support external evaluations including the development of terms of reference 3. Maintain and enhance relationships with POs Develop a strong understanding and empathy in regard to the common and specific challenges of POs in Burkina Faso Coordination with the CD and other ODWs to maintain a unified approach to relationships with POs During placement with POs maintain open and professional relationship focussed on specific objectives Where needs are identified within POs not included within Action Plans to communicate this to the CD and PO representatives. 4. Support the implementation of the country strategy in line with the IS global strategy. Assure partner selection is in line with IS country strategy Assure effective monitoring in the agreed formats that provide information and impact analysis in line with strategic objectives 5. Contribute to a culture of continuous learning Encourage sharing of experience and regular communication within the ODT Assure that learning and good practices are recorded and shared within the ODT and across IS Contribute to the development and maintenance of improved processes of sharing and learning Assure that reports are produced in compliance with IS procedures 2

Support the development of fundraising and resource mobilization skills, policies and procedures Deliver tailored and appropriate support to POs in line with fundraising needs identified within their Action Plans, including: o Developing organisational and project budget frameworks; o Developing financial management systems; o Developing financial reporting capabilities. Provide one to one support to PO staff to help develop their skills in reporting to donors Develop and implement reporting training workshops where common needs are identified across a range of POs 7. Communicate programme activities. Support IS s publicity and communication strategies, ensuring contributions from ODT, providing photos, stories and other materials as requested by IS s communications team Provide information for the IS global website as required by IS s communications team Initiate, and / or further develop, communications with new & existing partners 8. Represent IS. Represent IS on NGO networks, events and seek to promote effective networking throughout the programme Display appropriate & professional behaviours 9. Other responsibilities. Ensure compliance with all in country regulations Adhere to all IS policies and procedures, especially with regard to human resource matters. Play an active role as a member of the IS country team Keep abreast of new developments in the region and in development thinking, liaise with & advise the CD and colleagues as appropriate. Operate in an inclusive manner which assures participation of people regardless of gender, disability, sexual orientation, etc. Operate in a safe & secure manner. 3

4 PERSON SPECIFICATION The International Service Financial Management Organisational Development Worker is a person with: - Education to degree level or equivalent. - Qualification and / or experience in Financial Management, preferably within Civil Society - Proven ability to think analytically and plan, including setting objectives, monitoring and evaluating impact, and identifying and applying opportunities for learning and development. - Good judgement and ability to use initiative and make decisions in complex, challenging and sensitive situations - Participatory and collaborative working approach - Excellent communication, networking and influencing skills, with the ability to build and maintain effective working relationships with a range of people across a variety of settings and cultures. - Fluent in English and French. - Strong IT skills. - Strong commitment to IS vision and values. Desirable - Experience of delivering training to individuals and groups; - Knowledge, experience and understanding of development and human rights issues in Burkina Faso. - Specific knowledge/experience of IS s strategic themes and target groups in Burkina Faso (human rights, sustainable livelihoods; disabled people, children and adolescents). Conditions of service This placement will start as soon as possible and run on a 2 year contract that will be renewable annually thereafter. The following conditions apply: - Living allowance ( 700 per month) - Medical costs and personal insurance, including baggage - Accommodation Costs - Volunteer development worker contribution equivalent to UK class 2 National Insurance contributions (payable at contract end / renewal) - Training and travel costs - Pre-departure outfit grant ( 500) - Resettlement grant in relation to length of service ( 2,100 paid at 24 months, pro rata payment of 88 per calendar month afterwards, payable at contract end / renewal) - 20 days annual holidays Equal Opportunities International Service is committed to selecting development workers, staff and consultants solely on the basis of their ability to do the job for which they are being recruited, regardless of their colour or ethnic origin, sex, sexual orientation, disability or age.
