1 ANNEXURE B DEPARTMENT OF DEFENCE NOTE : Applications must be submitted on the prescribed form Z83 (obtainable from any Public Service department), which must be originally signed and dated by the applicant and which must be accompanied by a detailed CV (with full particulars of the applicants training, qualifications, competencies, knowledge & experience) and clear certified copies of original educational qualification certificates, ID document and Driver s license (where applicable). Failure to comply with the above instructions will result in applications being disqualified. Applicants applying for more than one post must submit a separate form Z83 (as well as the documentation mentioned above) in respect of each post being applied for. If an applicant wishes to withdraw an application it must be done in writing. Should an application be received where an applicant applies for more than one post on the same applications form, the application will only be considered for the first post indicated on the application and not for any of the other posts. Under no circumstances will photostat copies or faxed copies of application documents be accepted. OTHER POSTS POST 37/20 : ASSISTANT DIRECTOR: ACCOUNTING SALARY : R per annum CENTRE : Finance Management Division, Chief Directorate Accounting, Directorate Central Accounts, Debtors Section, Pretoria, Poynton Building. REQUIREMENTS : An appropriate Degree or National Diploma in Accounting/Finance and 5 years experience in Government finance. Knowledge of the Public Finance Management act, Treasury Regulations and the Departmental Finance Instructions. A valid driver s license. Computer literacy (MS Office), Communication (written and verbal), Strategic and analytic thinking, Financial management, Leadership, inter personal relations, Problem solving and decision making, Project Management and Ability to interpret and apply policy. Be able to work under pressure and independently. DUTIES : Ensure that all debtors of the Department of Defence are accounted for in the Financial statements of the Department. Provide guidance and strategic leadership to the Debtors Management Section. Manage and supervise the Medical account section, Archives and Accounting Section. Prepare all monthly statistical and financial reports. Ensure that all the new debtor accounts are accepted and approved on the Debtor System. Ensure that all the journals are checked, processed and approved timorously. Maintenance of statements for write-offs and reversals. Ensuring that the Link account is cleared timorously by the control and clarification of balances and payments to revenue of all main ledgers regarding debtor accounts. Archives: Ensure sound management of the archive section ie ensuring stock levels are adhered to. Face Value documents are safe guarded. Control of incoming and outgoing mail, and ensure compliancy with all financial prescripts, rules and regulations. Report on the activities of the department. Attend to all queries relating 15

Participate in the DOD policy development and review workshops. Attend all meetings with Chief Financial Officer (CFO) and Assistant Director Financial Management Policy when required and provide secretarial duties. Manage information, logistical and financial resources. Provide advice and training to FMD officials on the DOD Policy Website (intranet). REQUIREMENTS : Appropriate three year B degree or National Diploma. Knowledge/experience: Thorough knowledge of microcomputer applications MS Word, MS Excel and Spreadsheets. Knowledge of and exposure to mainframe computer systems utilized in the Public Service or the Department of Defence (DOD, specifically the Financial Management System (FMS) and PERSOL/PERSAL would serve as a strong recommendation. Ability to effectively and correctly interpret and apply policy and regulations. Analytical and innovative thinking ability as well as problem solving skills. Ability to compile effective management and training related reports. Knowledge of and exposure to a formal training environment and the operating and utilization of the Education, Training and Development (ETD) processes. Knowledge of the Public Finance Management Act (PFMA). Ability to correctly interpret and apply policy. Skills: Excellent verbal and written communication skills with the ability to prepare and conduct effective presentations to large as well as small groups of learners. DUTIES : Assist in the efficient and effective execution and management of the prescribed education, training and development (ETD) function iro all personnel within the Financial Management Division (FMD). Monitoring the capturing of course results of learners on the MILQUAL program on PERSOL. Managing of the selection and acceptance of learners on MILQUAL and ensuring that learners are informed in writing. Managing the compiling and distribution of individual as well as consolidated course reports and course certificates. Managing the amendment and updating of lesson plans and course objectives. Assisting in the regular updating of ETD procedure and policy documents. Managing ETD projects and liaising with the managers of the different lines of business (Accounting, Budgeting and Support Services). Prepare curricula, lesson plans, evaluation documents and study material. Conduct lectures/presentations to learners and evaluate tests and exams. Computer literate MS Word, Excel and PowerPoint. Analytical thinking ability and problem solving skills. Ability to compile effective reports, letters, memorandums, minutes and statistics. Excellent communication skills: verbal and written. Leadership skills, team-work but also able to operate efficiently alone and independently. Trustworthy, reliable with good interpersonal relations. Receptive to work-related suggestions/ideas and decisive/persevering in respect of task finalisation. Ability to correctly, effectively and timeously capture related contract data on computer system. Able to handle routine tasks of repetitive nature when necessary. Valid driver s licence would serve as recommendation. DUTIES : Managing general office tasks: Receiving, registering and administering of new contracts for studies at state expense, Incentives Scheme for Pilots, Navigators, Technical Officers, Special Forces Operators and formal agreements. Maintaining an internal registry office in the section for documentation and records in respect of contracts. Collecting delivering dispatching, distributing, copying and filing documentation for the section. Answering personal and telephonic enquires. Drafting and typing letters: memos, signals minutes and other contract related documents. Supervising, training, guiding, coaching and developing of all subordinates and newly appointed personnel in the section and ensuring that all personnel are 18
