General Summary of Function/Purpose of Position The function of this position is to perform environmental inspections or audits of Michigan Army ational Guard Facilities statewide. The purpose of this position is to keep the Department in compliance with all applicable environmental laws and regulations by conducting environmental quality visits.

2 15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 40 Acts as the environmental compliance inspector to conduct the Environmental Site Assistance Visit (ESAV) program for the Environmental Division of the DMVA. Conducts environmental inspections at Michigan Army ational Guard facilities to ensure that they are in compliance with federal, state and local environmental laws and with Army regulations and Department of Defense directives in accordance with the ational Guard Bureau Internal and External Performance Assessment System program. Schedules a site inspection with each facility. While on site, conducts interviews with facility personnel, looks through records to ensure that appropriate files are maintained, and conducts a site survey with the use of a checklist. Site surveys include a thorough walk through of the facility focusing on petroleum, oil, and lubricant storage; hazardous material storage; hazardous waste accumulation; underground storage tanks; above ground storage tanks; fueling points; maintenance bays and service areas; parking areas; oil/water separators; monitoring wells, etc. Evaluates the nature and extent of environmental violations and determines their probable causes. Makes a quick fix for problems that can be easily corrected without additional funding or support. Makes recommendations to department staff for ways to correct more serious problems. Collects samples, when necessary, to identify possible hazardous waste. Must be familiar with environmental laws such as the Clean Air Act, the Clean Water Act, the Resource Conservation and Recovery Act, the Solid Waste Management Act, the Superfund Amendment and Reauthorization Act, the Emergency Planning and Community Right-to-Know Act, the Toxic Substances Control Act, and miscellaneous other environmental laws. Duty 2 General Summary: Percentage: 20 Prepares reports describing the results of inspections and any necessary corrective action required for compliance. Prepares reports outlining what was found during the environmental site inspection for armory, maintenance shop, and training camp personnel, other department staff, and Michigan Army ational Guard management review. Explains results of investigations and describes required corrective actions. Maintains an environmental performance assessment system database as a way to track the status of the environmental compliance program. Maintains records, reports, and correspondence. Duty 3 General Summary: Percentage: 20 Assists armories, maintenance shops, and training camps with the proper procedures for turn in of hazardous wastes. Helps each MIARG facility comply with the hazardous waste regulations pertaining to proper storage, labeling, and disposal practices. Coordinates disposal with the Defense Reutilization Marketing Organization and private contractors. Duty 4 General Summary: Percentage: 10 Helps train armory, maintenance shop, and training camp personnel. Provides informal training to armory, maintenance shop, and training camp personnel during site inspections. Provides more formal environmental training presentations at occasional workshops and conferences.

3 Duty 5 General Summary: Percentage: 5 Coordinates compliance efforts relating to environmental protections with state and local regulatory agencies as necessary.?meets and corresponds with regulatory agencies such as the Michigan Department of Environmental Quality, the Michigan Department of atural Resources, the U.S. Environmental Protection Agency, and occasionally with local agencies such as a city department of public works.?keeps the regulatory agencies informed of the progress toward meeting compliance requirements. Duty 6 General Summary: Percentage: 5 Other duties as assigned. Assists the compliance environmental manager in related actions as required. Other tasks as assigned. 16. Determination of compliance requirements The Environmental Division funding plan is affected. Shop personnel can also be affected. Determination of appropriate actions to ensure compliance with applicable laws and regulations Shop personnel are affected as it may make a difference in how they do their jobs. The department s liability as it relates to compliance with appropriate laws and regulations is affected. Determination of costs of project resolution The Environmental Division funding plan is affected. 17. Describe the types of decisions that require the supervisor's review. When controversial or precedent setting actions are being recommended. When costs to complete corrective actions are significant. 18. What kind of physical effort is used to perform this job? What environmental conditions in this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. 40% of the time will be spent in maintenance shops and in a field working with maintenance personnel. This will require long periods of walking, standing, driving, or riding in a car or truck and some climbing. Carrying of equipment and supplies are commonly associated with the work. There will be some exposure to petroleum, oil, and lubricants, cleaning solvents of various types, and construction materials and waste. 19. The function of this position holder is to perform environmental inspections or audits of Michigan Army ational Guard Facilities statewide. The purpose of this position is to keep the Department in compliance with all applicable environmental laws and regulations. 24. Indicate specifically how the position's duties and responsibilities have changed since the position was last reviewed. This position will be reclassified to an Environmental Quality Analyst-E as it will no longer function as the recognized resource responsible for coordinating and leading environmental quality audits. These functions will be performed by managers who will ensure inspections are completed as scheduled and in compliance with MiARG. 25. What is the function of the work area and how does this position fit into that function? The function of the work area is to act as the department s point of contact for environmentally related concerns. This division must ensure that the Department of Military and Veterans Affairs is in compliance with all federal, state, and local environmental laws and regulations. Additionally, this work area ensures that all department owned or controlled land is managed in accordance with wise stewardship practices to protect the abundant natural resources on them. The position is responsible for obtaining and/or maintaining compliance with several laws and regulations as identified in the description and duties. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATIO: Possession of a bachelor's degree in the biological sciences, engineering, physical sciences, resource development, or resource management. OR Possession of a bachelor's degree in any major with at least 30 semester (45 term) credits in one or a combination of the following: biochemistry, biology, botany, chemistry, crop and soil science, engineering, environmental health, environmental science, forest management, geology, ecology, meteorology, microbiology, physics, remote sensing, resource development, resource management, toxicology, or zoology. EXPERIECE: Environmental Quality Analyst 9 o specific type or amount is required. Environmental Quality Analyst 10 One year of professional experience equivalent to an Environmental Quality Analyst 9. Environmental Quality Analyst P11 Two years of professional experience equivalent to an Environmental Quality Analyst including one year equivalent to an Environmental Quality Analyst 10. KOWLEDGE, SKILLS, AD ABILITIES: Knowledge of state and federal environmental protection regulations; knowledge of environmental pollution sources relative to their impact on the environment; knowledge of sampling procedures; ability to maintain records and prepare reports and correspondence related to work; ability to deal effectively with people; ability to communicate effectively in both oral and written fashion.
