1 JOB DESCRIPTION Job Title: Location: Reports To: Senior Finance Business Partner Leeds (with regular travel to London and regional offices) Assistant Director - Finance Date Prepared: May 2015 PURPOSE Lead the management accounting function providing finance business partnering support to all parts of the group producing high quality financial information and advice in a timely and accurate way, ensuring the integrity of the ledger is maintained at all times. In addition provide line management support to the assistant finance business partner. NATURE & SCOPE The NHS Confederation is the independent membership body that represents all types of providers and commissioners of NHS services in England, Wales and Northern Ireland. Its business operations are performed through two entities, the NHS Confederation and its subsidiary company. It consists of forum and network led programmes that help represent and bring together members. In addition the NHS Employers and the European office form part of the group. The Finance Business Partner will work across the group supporting all budget holders whilst also being a point of contact for financial related queries across all offices. This is a role that will require the postholder to work flexibly and remotely on occasions to be a success. Reporting to the Assistant Director - Finance, the post holder will be responsible for running the management accounting function with the provision of high quality financial advice including, financial reporting, budget setting, forecasting, variance analysis and ad-hoc information relating to all budgets. The postholder will be required to understand the work that budget holders are undertaking and be able to interpret this into sensible and workable financial solutions that are in the best interests of the charity. They should be seen as an enabler in allowing the successful completion of new and existing work programmes and projects and will be required to work with staff working at all levels. In addition the post holder will be responsible for line managing a dedicated assistant

This will include working closely with the purchasing team and having a good awareness of VAT and contracting issues. Provide high quality financial analysis of income and expenditure, including investigation of variances and production of accurate and meaningful forecasts that support business decisions. Work closely with the financial accounts team to ensure income is billed on time and is reflected in reporting. Lead the monthly financial reporting process including drafting SMT and board reports. Ensure regular visits and meetings with all budget holders at all levels to ensure effective control of budgets, providing sound financial advice or solutions that keep the business moving. Ensure these reconcile to the management accounts databases.

3 Support the Head of Finance in leading the preparation of budgets during the business planning process in particular ensuring staffing, non pay and overheads are accurately costed. Support the Head of finance in the preparation of the Annual Financial Statements and working papers for audit. Ensure that all month end journals including accruals, prepayments, depreciation and deferred income are posted in a timely and accurate way with supporting information if appropriate. Devise and implement an effective system that ensures forecasting is undertaken well in the organisation and can be used to make informed business decisions. Devise and implement effective costing and pricing methodologies that are consistent and usable by non-finance staff. Make suitable arrangements to cover absences in your team. Preparation of ad hoc financial information as requested by budget holders Lead the training function of the finance team including presenting updates, briefings and technical specific training sessions. This will need to be linked closely to inductions. Line manage one member of staff ensuring effective working relationships that contributes to a high achieving finance team. Contribute to the development of improved financial systems and ways of working. Provide support to non financial staff in all offices in the day to day use of the purchase ordering system. Day to day administrative duties in maintaining accurate and up to date financial records. Deputise for the Head of Finance as necessary. KNOWLEDGE, SKILLS AND EXPERIENCE The postholder will be CCAB qualified and will have significant experience working within a management accounting function (ideally as a Finance Business Partner) and be comfortable providing financial advice to non-finance staff. A good level of experience using financial systems (e.g Access Dimensions) is essential. In addition, the postholder will need to be technically sound at applying

4 accounting techniques in order to do the job effectively. Excellent IT skills are required, including advanced excel skills (e.g able to manipulate a spreadsheet of data, use formulae, lookups, and pivot tables).
