Need Vice-Chair. o Jason Krogman from MNDOT will join the committee as Vice Chair Audits conducted at Minnesota Dept. of Transportation (CCC) and American Engineering Testing (CADD). o Industry and testing laboratories are ok with making the audit reports public after the 15 day period and allowing for corrective actions o Action Item: NTPEP (mw) will look into extending the 15 day period to make corrective actions prior to going public o Reports will be public for states only o Laboratories are concerned with being audited by AMRL and NTPEP Clarification: They are two different programs and NTPEP audits are based on the work plan Testing facilities will comply with both audits 4) 4:00PM-4:30PM: Review of Outstanding Action Items A) Physical Data Ranges submitted, manufacturer s submit data for lots tested
3 o Quality assurance ranges submitted with NTPEP products do not match with the published data sheet; not all documents have the same values This has caused delays in product testing; more so in the field o Information submitted in DataMine and the certification are acceptable o Industry suggested conducting a uniformity check and letting the manufacturer know if something is out of range; not everyone has these values on their sheets o Industry suggested not referencing the datasheets for approximate values o Moving forward: if values on supporting documents do not match values on application and certification, liaison will notify manufacturer. Process for physical data not meeting the manufacturer s submitted ranges o Full testing will be at the discretion of the manufacturer if a product does not meet submitted ranges o Notification will be sent to the manufacturer when a product falls out of range o Action Item: These changes will be outlined in work plan and sent out to ballot Manufacturer needs to put lot numbers on the submitted sample (new requirement) IR collection procedures o Industry suggested to create another tab to upload the IR and compare data o Industry does not have a problem with submitting an IR An IR may not always be available for new products o We should consider not including the pellet method as it s no longer used and is causing errors The committee is working on revising the work plan but needs help to write the language o Each state still has the option to request additional testing outside of the work plan o Action Item: Will make the change to the work plan to clarify the language and send it out for ballot by the end of May o Action Item: NTPEP will check to ensure the IR is not public and contact industry to encourage then to submit the IR o Action Item: Lot number, company name, date, project number, lab ID, and CADD number should be referenced on the IR sheet. This needs to be added to the work plan.
4 o Action Item: Add to work plan: If an admixture is submitted as two different types it will have two different CADD numbers, even if there is only one set of testing B) Clarify process for withdrawing submittals a. A product can be withdrawn at any time and an should be sent to the Chair, Vice Chair, Liaison and Program Manager b. A credit/refund will not be issued if a product is withdrawn c. If data has already been entered, the information will be available to states only d. Most of the smaller manufacturers are the ones having testing samples out of range e. Manufacturers should be able to take extra precaution to ensure their samples arrive intact f. If the product does not match the data, the lab will not continue testing the product unless directed by the manufacturer. g. A re-sample will only be conducted if there is obvious damage to the package when it arrives and falls out the range but will be up to the discretion of the testing facility h. If you withdraw and resubmit a product you will be invoiced a full evaluation fee 5) 4:30PM-4:40PM: Changes to the Work Plan -- Rush option a) Manufactures have the option to pay a 50% premium to have their product testing placed on a rush order b) Manufactures only see value if they are introducing a new product c) NTPEP will send notification upon request if the testing facility has a long line of products waiting prior to submission of the 50% premium d) Testing facilities would like to receive payment for the rush orders i) Action Item: Payment for the rush order to the testing facility will be written in the contract for the testing facility. 6) 4:40PM-4:50PM: Discuss DataMine Items a) Place for an industry to upload optional IR b) Action Item: Check the contract to ensure the language is correct on the M194 test to include 56 day testing. 7) 4:50PM-5:15PM: Industry Concerns a) The cement source does not make a difference to the manufacturers; local cement is acceptable b) Action Item: Update the work plan for dry cast admixtures to have a similar statement as in Sec 3.4 of the work plan for corrosion inhibitors.
