1 Request for Proposal Cordaid Afghanistan Country Office Hiring Implementing Partner for Pathway 1 Demand Driven and Skills Training Date of Announcement 27 th March 2018 Kabul Afghanistan

2 1. BACKGROUND 1.1 Cordaid Cordaid is one of the biggest NGOs in the Netherlands having presence in Afghanistan since 2001 with its country office in Kabul. Cordaid has delivered numerous projects of Humanitarian, Security and Justice, Health and Lobby & Advocacy in the country with very high impact on the lives of people of Afghanistan fragile communities, insecure provinces and challenging areas 1.2 A Bright Future Programme The Bright Future Program (the Program) in Afghanistan is funded via the Addressing Root Cause (ARC) Fund from the Ministry of Foreign Affairs in the Netherlands. The program is designed for the context of Afghanistan and aims to inspiring the youth by creating economic and employment opportunities, with particular focus on the youth from the urban Kabul. The programme is assigned to Cordaid as the lead of the consortium, with Cordaid Afghanistan as coordinating and implementing organization. The Bayat Foundation, 1%Club (a Netherland Based Non-Profit NGO) and Hamida Barmaki Organization for the Rule of Law are the consortium partners. The 5-year programme is planned to be implemented between The programme is aimed to serve the youth of urban part of Kabul province via three main pathways, namely: i) Pathway 1: Bright Work: Capacity Building and Employment ii) Pathway 2: Bright Future Business Incubator: Supporting Start-Ups or Incubation iii) Pathway 3: Bright Business Acceleration: Business Acceleration or Scale up of existing Small and Medium Enterprises (SME s) (Pathway 3) The three main pathways above will be supported by: iv) Pathway 4: Strengthened Entrepreneurial Ecosystem, and v) Pathway 5: Rule of Law by experts and experienced implementing partners, working jointly in the consortium with Cordaid Afghanistan. For the implementation of Pathway 1, Cordaid Afghanistan is looking for a partner organization that can provide Demand Driven and Soft Skills Training for Youth. The activities for this Pathway are to be implemented in The contract will be made for 2018 and will be extendible for the next year/s upon satisfactory performance of the implementing partner.

3 1.3 This RFP Cordaid Afghanistan is publishing this Request for Proposal (RFP) publicly to inform the best practitioners in Afghanistan having the best resources. We are looking for registered entities that serve as NGOs or consulting firms. The RFP includes the criteria for selection process, the scope of the work (SOW), terms and conditions, payment processes and the volume of the work. Interested NGOs and consulting firms are invited to submit their technical and financial proposals in one , include the proof of previous and existing works, bio-data of the main personnel, consultants and trainers involved in the process. Experience of your organization with similar and ongoing activities will be highly preferred. 2 DETAILS OF THE RFP The RFP has been compiled based on the agreed Terms of Reference, the Monitoring, Evaluation, Accountability and Learning (MEAL) framework and the agreement between the consortium and the donor for implementing the program. The selected implementing partner will be required to fulfill all the benchmarks of the activity within the limited stated timeline. 2.1 Scope of Work The scope of work has been listed as per the flow of activities to be carried out by the implementing partner. We are looking for potential service providers that have expertise in all the below fields of work. Service providers with vast experience in a similar on-going activity will be highly preferred Contextualization At the beginning of the contract, the potential partner will carry out a deep context analysis of the job industry, including: Mapping out the specific demands of employment that are remained unfilled; Indicating the gaps between demand and supply of knowledge, skills and expertise; Designing a methodology for picking up the desired fields of expertise Interview and select the required number of youth (the Job Seekers), the youth will be trained on 21 st century skills and on the required fields. All the stated activities are to be carried out in a proper manner (desk work, research, interviews of the Employers and Individuals, data presentation), the contextualization (context analysis) will be presented to Cordaid for approval. Upon the final agreement on the context analysis, the potential partner will start designing the Demand Driven and Soft Skills Training Course for the Young Job Seekers of Kabul Market Analysis As a part of the contextualization, the partner will be responsible to carry out a deep analysis of the jobs market, to find what skills are demanded by employers, by finding the job announcements being repeatedly announced due to the lack of skilled employees. The partner will pick up a set of demanded

4 jobs by employers that can possibly be filled locally. Based on the demands for skilled employees, the market analysis will lead us to select the right young job seekers of Kabul to fill out the demands by employers Scanning for the Employers Please mention in your proposal, the existing nature of your network, please suggest some sample organizations that you believe can partner with the program to offer us their job requirements and allow us to present them trained and expert employees. The partner will be scanning for the employers that either have existing demand for employees that could have been filled or the employers that are in need of skilled and trained employees from time to time while they expand their coverage or business. Please include in the proposal the mechanism of convincing the employers to hire trained and skilled youth from Bright Future. The partner will be responsible to manage the process of signing the agreements/mous between the Bright Future Program and potential employers, prominent companies operating in Afghanistan and the ones with frequent needs of human resource to fulfill their needs. A number of up-to 50 active, renowned and reputable employers is listed to be contracted to hire the trained youth of the Bright Future programme Collaboration with Companies Build a close relationship with the two leading job companies operating job websites i.e. and Cordaid will assist in setting up initial discussion and if possible till the MOU level. From these companies, the partner will get data on the re-announced job vacancies, most announced jobs, analyze and if possible discuss the reason of the re-announcements or re-advertisement of the jobs. This way, the partner is supposed to understand/map-out the demands for knowledge, skills and expertise Curriculum Development The implementing partner, based on the contextualization and the needs assessments will develop a curriculum that can cover all the major soft skills and demanded skills by the employers. The curriculum will be required to be approved by Cordaid Selecting Job Seekers Based on the findings, the implementing partner will lead the process of announcing the job advertisements, receiving resumes, short listing, and enrolling the young jobseekers. 2.2 Running the Demand Driven and Skills Training The venue: The selected partner will run the demand driven and skills training in multiple batches and at multiple times of days, to be suitable for the youth seeking for job. The implementation will take place in the venue managed by the selected partner. The central part of the Urban Kabul city will be preferred for a venue

5 where the youth males and females can easily travel and attend the training classes. The classroom times or other activity times should be organized during the day light to keep it convenient for female job seekers to attend and complete. For follow up, coaching and assisting the youth during or after their trainings, the selected partner should offer a convenient office/window where the youth can visit and consult for their career counseling and coaching. The Logistics: The selected partner is required to provide logistics, furniture and stationary for the smooth implementation of the training tracks. The costs of logistics, food/refreshments, etc. should be included in the financial proposal to be attached with the main proposal. 2.3 Volume of Work Below is the work volume in numbers for the whole year The program activities is required to be delivered in two tracks. The selected partner will be given the below main benchmarks/targets to achieve during the year 2018 in two tracks of the programme. Number of Job Seekers to be Supported (in two tracks) (Job seekers should be youth between years of age) Setting up collaboration with number of job vacancy websites Coordinate and contribute in the network event to be organized by the other partner in the same pathway. (The other partner will pay for the network event) Organize network event, invite the employers, and the trained job seekers. The employers will meet a bigger number of trained job seekers. Ensure internships are offered for at least 80% of all the job seekers, after the demand driven and soft skills training. Convince and onboard employers, facilitate them to sign-up agreements with the programme for at least 1 year. 170 Job Seekers (at least 40% of which should be females) At least 2 Websites 1 1 At least 136 Job seekers (out of 170 job seekers) Up-to 50 employers 2.4 Venue The potential partner is required to offer a suitable venue for the trainings and coaching for the two tracks (First Track: April-Sep2018 and Second Track: Jul-Dec2018) in a commercial place in Kabul convenient for the beneficiaries and acceptable by Cordaid. The rent price for renting a venue should be offered in the financial proposal. The venue should be equipped with all the up-to-date training needs and comfortable sitting arrangements. The meal and

6 refreshment costs should be considered in case sessions of training reach to the lunch times for any number of the day considered for the implementation of the curriculum. 2.5 Duration of the project April 2018 December 2018 With the Possibility of Extension for the year 2019 upon satisfactory performance 2.6 Requirement of the proposal i. The Proposal: Technical (Mechanisms, Curriculums, Approaches), Operational and Financial iv. Proposal for Venue (including its costs in Financial proposal) v. CVs of the main personnel vi. Proof of Legal Status (Valid License) vii. Existing list of potential employers with which your company can set-up work channel to hire trained youth. 2.7 Payments and Delivery Timelines The assignment will cover a period of 10 months. The assignment has been broken down in the table below and will be measured quantitatively and qualitatively. Please also quote the price of organizing 2 network events where a good number of network stakeholders are expected to attend ( ).
