1 Description of Assignment Prepared by: VMC process: Purpose: Format: Host organization in coordination with the UNDP Country Office/UNV Field Units or UNV Focal Points Request for the services of a UN Volunteer. The Description of Assignment (DOA) is provided on a standard UNV form which is available at any UNDP Country Office or from UNV Headquarters. This form should be completed in full, providing concise information on the project and a clear description of the UN Volunteer s assignment tasks as well as embedding volunteerism for development as per guidelines. Provide UNV HQ and the UNV candidate with information on key ele ments of the UNV assignment, including required competencies, roles and responsibilities of the future UN Volunteer. Serve as basis for the identification, submission and interview of UN Volunteer candidates. Description of Assignment Guidelines on embedding Volunteerism for Development into the standard Description of Assignment for UN Volunteers Promoting volunteerism for peace and development is an integral part of every UN Volunteer assignment. The Description of Assignment (DOA) needs to outline ways to promote volunteerism for development through and alongside the UN Volunteer assignment. Assignments in the fields of agriculture, HIV/AIDS, community mobilization, human rights, civil or humanitarian affairs should all provide ample opportunities for demonstrating that volunteerism contributes directly to development. For all these areas of specialization the promotion of volunteerism for development should not be expressed solely through a number of bullet points in the DOA template but should be clearly mainstreamed within the DOA. The promotion of volunteerism for development, engaging in volunteering activities, building volunteering-based partnerships, and/or mobilizing local communities needs to permeate UN Volunteer assignments and be carried out within the context of their duties. Volunteerism for development is a means to achieve the overarching objective of the assignment; therefore the DOA should include specific tasks related to the promotion of volunteerism for development tailor-made to the specific position. UNV encourages the inclusion of volunteerism for development in all areas of UN Volunteers work while, at the same time, recognizing that not all assignments easily lend themselves to the pursuit of volunteerism within their framework. For such DOA where the volunteerism for development cannot be mainstreamed, we suggest the inclusion of a number of bullet points that pursue the promotion of volunteerism for development throughout the assignment in addition to the bullet points indicated in the DOA template. Those bullet points could include:

2 Networking and building relationships with local organizations, groups or individuals and supporting and/or participating in local volunteering initiatives; Encouraging, mobilizing and supporting co-workers, fellow UN Volunteers and members of the local community to play an active part in development on a voluntary basis; Initiating and/or participating in local volunteer groups, including assisting them in submitting stories and experiences to the World Volunteer Web site; Discussing with supervisors on how volunteerism for development can be mainstreamed through the assignment and integrating activities that promote volunteerism for development into work plans. Building on this DOA template will ensure further advocacy through the promotion of volunteerism within the programme/project and within the context of the assignment. Including in DOA gives greater recognition and legitimacy to this commitment with concerned host organizations and partners.

3 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT Preamble: The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. 1. Type of Assignment: National UN Volunteer 2. Type of Assignment Place: Non-Family Duty Station 3. We are on the ground in 166 countries, working with national counterparts on their own solutions to global and national development challenges. UNDP Afghanistan Mission Statement:UNDP supports stabilization, state-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Gov-

4 ernment, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and sub-national levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan and the UN system as a whole to maximize the impact of its development efforts on the ground. Organizational context: The United Nations Development Programme (UNDP) is committed to augmenting the capacity of the Government of the Islamic Republic of Afghanistan s (GIROA) to administer rule of law and improve security for all Afghan citizens. As the lead rule of law institution in the country, improving the ability of the Ministry of Interior Affairs (MOIA) to fulfil its mandate remains critical to the overall stability of Afghanistan and its people. As the UN s primary development agency, and a longstanding development partner to GIROA s rule of law and security sector, UNDP Afghanistan plays a leading role in facilitating reform and development of MOIA. The MOIA & Police Development (MPD) project, principle objectives are to (1) improve MOIA s ability to lead and manage reform, (2) ensure efficiency improvements in key police service functions and (3) improve public confidence in the police force through accountability and democratic policing standards and approaches. These objectives are programmed under two components of the MPD project, Institutional Development and Police Professionalization. The MPD project utilizes global expertise from within the UN system, private sector firms as well as newly established South-South Cooperation Frameworks in order to deliver highly contextual and relevant advisory support. It works through three principle programming streams legal/policy, institutional and individual capacity in order to foster systemic and lasting change. The project also works in close collaboration with strategic partners, including the United Nations Assistance Mission in Afghanistan (UNAMA), the North Atlantic Treaty Organization (NATO), European Union Police (EUPOL) and German Police Project Team (GPPT), in order to deliver upon these common objectives. Sivas Police Training Academy (SPTA) started in 2011 to provide training to the Afghan national police pursuant to the signing of an agreement between İslamic Republic of Afghanistan and Republic of Turkey. SPTA was first established in 2009 to train Turkish police but, since 2011 the SPTA general directorate of police allocated SPTA for the training of Afghan national police. Nearly 3,000 ANP, male and female cadets, have attended training in SPTA since The United States of America (through NATO) and Japan (through UNDP) have been the supporting ANP training at SPTA. SPTA follows a curriculum made up of a basic and advanced modules developed in collaboration with Afghan police, the Turkish General Directorate of Police and NTM-A, and confirmed by the career development board of Afghanistan Ministry of Interior.

5 Since 2014, capacity building training for the ANP at SPTA has focused on the training of female police officers. The objective of these training programs are to support the professionalism of the ANP in providing human security for all members and communities of the Afghan population with the special focus on enhancing female police service delivery by increasing their numbers and professional skills through focused training programs. More information on the Sivas Police Training Academy can be found at Description of tasks: Under the direct supervision of the Police Training & Education Technical Specialist, and in close coordination with the Technical Specialist (female police training), the National UN Volunteer will undertake the following tasks: Assist with monitoring and evaluation and reporting on activities on a quarterly and annual basis. Provide assistance in compiling workshop reports, financial reports, and meeting minutes; in organizing meetings, workshops, and specialized training; and in interpreting conversations in Dari into English and in English into Dari when and where necessary Conduct interviews with trainees and trainers, compile reports, document trainees and trainers profiles, analyse evaluation data, contribute to briefing notes, and translate necessary documents into Dari and English as needed. Facilitate the development and operationalization of specific project plans, which includes organizational structure and position requirements, defined functions, and activities, to support the Training and Education General Command (TGC) of the Afghan National Police. Assist Training and Education staff in coordinating activities with the operational policy sector of the MOI and other development partners including; Resolute Support Mission Afghanistan (RSM-A), German Police Project Team (GPPT), UN Assistance Mission in Afghanistan (UNAMA), and the Strategic Support to the Ministry of Interior (SSMI) project to facilitate specific project/program design, development, implementation and handover to the MOIA. Assist in analysis and research to increase the impact of democratic policing initiatives, including on the empowerment of women and protection of marginalized and at-risk elements of society. Contribute to the formulation of guidelines, procedures and policies to further improve the efficiency and effectiveness of the project using lessons learnt and best practices; Contribute to the preparation of consolidated monthly, quarterly and annual analytical results-based progress reports in accordance with standards of UNDP; Prepare draft responses to queries and requests for assistance and submission of regular reports and data, as needed; Provide translation of ducuments and in meetngs with counterparts as the need arises Perform other duties as assigned by the supervisors Furthermore, UN Volunteers are required to:

6 Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD); Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 11. Results/Expected Output: Assist Training and Education staff in planning and implementation of Work-Plan activities. Prepare reports to be reviewed by professional level National and International counterparts. Through exposure to contemporary project-based management activities, and sound public/business administration principles, the MOIA TGC, at an institutional level, will have an enhanced capacity to fulfil its function as an effective Teaching/Learning division of the ANP. An understanding of MOIA training and education requirements to meet current and projected police priority needs is clarified and responded to by MOIA TGC. MOIA TGC has made a specific and measureable improvement in its development and career management of instructional staff, this position is meant to assist them to continue this forward momentum through continued mentoring and preparation of activities to enhance professionalism and adult learning principles. MOIA TGC has implemented a program in support of staff development and career management for its officers in line with MOIA s Human Resources policies the incumbent will assist the MOIA in continuing in capacity assessment and development to further enhance these skills. Complete reviews of training courses conducted by National and International providers. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Prepare translation of documents and during meetings, as the need arises. Qualifications/Requirements: Degree level: Bachelor's degree Type of Degree: Bachelor s degree in Political science, Criminal Justice, Law, or related field Years of work experience: 2 years of progressively responsible work experience to include policing, international police development and adult training or education and/or training. Language: Strong written and spoken English and languages native to Afghanistan skills are required for this position. Driving license required: No Computer skills: Must have knowledge of Microsoft Office products. 13. Living Conditions: All UN staff personnel working in Afghanistan in general and Kabul in particular are required to strictly adhere to standard security protocol as issued and advised by the UN Security apparatus. Health: Exposure exists to diseases. All medical formalities specified in the Offer or Travel Advisory should be completed before traveling. Vaccinations for Hepatitis A & B, Typhoid, Tetanus/Diphtheria, Polio and Meningitis are recommended. Vaccination Card (yellow card) must be brought. Malaria prophylaxis is highly recommended. UN personnel have access during working hours to a Clinic inside the compound. 14. Conditions of Service for national UN Volunteers A 12 month contract; with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 600 $ is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. 15.
