Job Purpose and Organizational Context The Portfolio Team within the Peace and Development Programming Sections is responsible for the implementation of UNV s programmes, including volunteer management, at global, regional and local levels. Specifically, the Portfolio Team is responsible for effective strategic planning and programming a portfolio of countries based on the UNV s Strategic Framework, building and maintaining relationships with main partners, effective coordination between HQ and Field Units, monitoring of the programme implementation and providing substantive inputs to corporate initiatives related to programming and volunteer management. Reporting to the Portfolio Manager (PM) in the Development Programming Section, the Programme Analyst (Portfolio Management) contributes to the effective strategic planning and programming in a portfolio of countries based on the UNV s Strategic Framework. 2 Title of Supervisor: Portfolio Manager Content and methodology of supervision: As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities: Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO Establishment of a work plan, with clear key results Effective supervision through knowledge sharing and performance/development feedback throughout the assignment Easy access to the supervisor Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness Guidance and advice in relation to learning and training opportunities within the field of expertise Completion of the yearly UNDP Performance Management Document (PMD) If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties III. Duties and Responsibilities and Output expectations In this section list the primary responsibilities of the position. Tip: Focus on what the job entails now how to do the job. Perform strategic planning and programming for Africa, including Northern Africa (Arab States) region based on the UNV's strategic framework (30%) Keep abreast of development challenges and priorities in countries under portfolio to identify relevant entry points for UNV programming and mobilization of volunteers; Keep abreast of and provide substantive guidance or strategic direction on volunteerism in specific focused areas and appropriate programming approaches; Initiate, formulate and manage projects and programmes contributing to UNV Strategic Framework in priority countries; Forecast demand for UN Volunteer assignment in countries and programme within the portfolio; Maintain substantive documentation regarding country portfolio, including country profiles and statistics sheets. Build and strengthen relationships with main partners within the UN system and external partners on the operational and programmatic issues (20%) Build and strengthen relationships with the UN partners on programmatic matters relating to his/her portfolio and focus areas; Build and strengthen relationships with VSOs, CSOs, NGOs, universities, community organizations and other partners at the regional and national level in support of programme operation in close cooperation with Partnership and Communications Division; Promote the work of the UNV Programme and volunteer participation in public events, International 2

3 Volunteer Day (IVD) and corporate events; Provide support on the UNV programme and mandate to different stakeholders. Ensure effective coordination between HQ and Field Units for quality programming and volunteer management (20%) Provide guidance to Field Units on all aspects of volunteer management; Coordinate the recruitment process of selected candidates up to date of arrival in the country of assignment; Implement different volunteer modalities as per prevailing provision under each scheme and modalityies; Implement volunteer management tools; Ensure timely and accurate processing of UNV contracts and entitlements; Review and approve Descriptions of Assignments (DoAs) in line with corporate policies and parameters guiding the recruitment of volunteers; Provide guidance to Field Units on programme design and integration, results based management; Based on programmatic and operational requirements and priorities, organize capacity building events (e.g. regional, local meetings, conference and workshops, etc.; Ensure strategic use of all UN Volunteers modalities in support of programme strategy; Ensure responses to critical incidents are processed in a timely and proper manner; document lessons learned. Monitor the implementation of programming and volunteer management at the field level (15%) Monitor compliance with periodic volunteer reporting (VRS) with view to extracting data for analysis and use in making improvements of portfolio operations and use in corporate documents, advocacy and learning; Monitor the implementation of (joint) and non UNV implemented projects, extracts and analyses financial reports and conduct regular reporting on expenditure and budget balance as required; Assess project progress and ensure quality of project reporting; Perform project management in Atlas for UNV implemented projects, extracts and analyses financial reports and conduct regular reporting on expenditure and budget balance as required. Provide substantive focus area (defined based on the selected candidates substantive profile or programme area interest) inputs and support to cross-unit and corporate initiatives related to programming and volunteer management activities (15%) Support development and implementation of UNV s corporate policy and programme in assigned focus area; Act as focal point on assigned focus area and provide inputs to project development in the assigned focus area; Coordinate and consolidate inputs from projects and programmes in the assigned focus area for corporate and other UN global reports; Represent UNV in global meetings and with main Agencies working on assigned focus areas; Build network and partnerships for substantive and operational cooperation on volunteerism in assigned focus area; Provide support to the manage the implementation of corporate (global) projects in assigned focus area; Support knowledge management and UNV staff capacity building in assigned focus area. 3

Recruitment Qualifications Education: Master s degree in international relations, social sciences, political science, international law, public or business administration, economics or related fields. Experience: At least 2 years of relevant work experience and proven track record in designing and/or managing and implementing development programmes. Work experience in an international organization will be an added advantage. Language Requirements: Fluency in English; Fluency in French, Arabic or Portuguese is an asset. Training and Learning As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities: Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment; Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide ; Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme ; In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office: The training will depend upon the staff member and linked to the specific programme area of peacebuilding. Participation in training on UNV programme areas; ATLAS and others UN-related programmes can be envisaged. Participation in monitoring missions with a mentor will constitute on-the-job training. The incumbent will be at the end of his/her first year: Developed a substantive area of expertise on Volunteerism for development; Increased awareness of UNV s mission and strategic framework, including volunteerism for peace and development; An understanding of UNDP s rules and procedures especially in relationship to programme development (including formulation/monitoring and evaluation) An ability to work in a Peoplesoft environment with specific reference to ATLAS. Background Information Information on the receiving office: United Nations Volunteers Programme The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UN volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity as well as the values that sustain it: free will, commitment, engagement and solidarity. UNV engages about 7,000 UN Volunteers every year. With an average age of 38 years and the requisite professional skills and qualifications of some 5 to 10 years relevant experience, UN volunteers serve in more than 120 countries and come themselves from about 160. The majority 80 per cent come from developing countries themselves. One third of UN volunteers serve in their own countries, with the others carrying out international assignments. The financial equivalent of programme activities exceeds US$220 million annually. UNV is headquartered in Bonn, Germany and has approximately 150 staff positions with the majority in Bonn and some positions with different UN peacekeeping and political missions, and in other Headquarters locations (e.g. New York and Tokyo). Living conditions at the Duty Station:enter text Bonn is situated on the north-west region of Germany, with easy connections to the main cities of Europe. Climate and weather: Temperate weather dominates in winter, with little snow and few days of frost. Summers are continental, with an average temperature in July of over 18 C; there are a number of hot days (33 grades). Average annual rain precipitation: 669 mm. Population as at December 2015: 320,820 inhabitants. The Cologne/Bonn airport is around 20 minutes away from Bonn center by car. Bus 670 runs every 20 minutes. Taxis will normally collect around EUR 35 from the center of Bonn to the airport. There is a good and reliable net of public transportation (buses, underground and trains). A large variety of tickets offer different reduced fare possibilities. Bonn has excellent roads and cycling paths. Housing: The local newspapers, especially the weekend and Wednesday editions, are a good source for house searching. There is a wide range of German schools, one international school and one French school at the primary level.
