Job Purpose and Organizational Context The UNDP Junior Professional Officer (JPO) Programme: The UNDP JPO Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and make a positive difference in the world. As a pathway into the world of development, the programme offers young professionals excellent exposure to multilateral cooperation and sustainable development while providing a valuable entry point into the UN system. During their assignments, JPOs benefit from the guidance of experienced UNDP staff members and are actively involved in supporting the design and implementation of UNDP s programs within UNDP s headquarters, regional or country offices. Job Purpose: The main purpose of this job is three-fold: First, to provide research and advocacy support on anti-corruption to the global anti-corruption team, which is based in Singapore. This includes trend analysis, research on emerging topics and synthesis of good practices on a range of anti-corruption lessons learned inside and outside UNDP. Second, on behalf of the programme manager/policy advisor, serve as a focal point to donor and programme partners on joint activities and global advocacy on anti-corruption. Third, support the global team to provide policy and programme support to UNDP country offices based on the demand and requests. Serve as a focal point to monitor the service request received by UNDP country offices. Reporting structure and partners The Anti-corruption Analyst will directly report to the Global Policy Advisor of Anti-corruption for Peaceful and Inclusive Societies (ACPIS) Global programme and closely work with the ACPIS programme manager and regional anticorruption teams. The Anti-corruption Analyst will also liaise with ACPIS partners such as TI, Integrity Action, UNODC, World Bank, Asian Development Bank, Basel Institute on Governance, OECD, DFID, Norad, DFAT, GIZ, SIDA, U.S. State Department and other bilateral and multi-lateral partners. The Analyst will liaise with these partners on behalf of the Global Policy Advisor. The candidate will also liaise with the Governance and peace-building cluster in New York, regional teams, and UNDP Country Office staff. The JPO will be stationed in Singapore under the Global Policy Centre for Public Sector Excellence, which also hosts the ACPIS Global programme 1

Supervision Name of Supervisor: Anga Timilsina Title of Supervisor: Global Anti-Corruption Policy Advisor, ACPIS Content and methodology of supervision: As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities: Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose of gradually increasing the responsibilities of the JPO Establishment of a work plan, with clear key results Effective supervision through knowledge sharing and performance/development feedback throughout the assignment Easy access to the supervisor Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness Guidance and advice in relation to learning and training opportunities within the field of expertise Completion of the yearly UNDP Performance Management Document (PMD) If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties III. Duties and Responsibilities and Output expectations The candidate will primarily assist in the implementation of the ACPIS global programme. The candidate will serve as a global focal point of ACPIS on partnership and global advocacy. More specifically the JPO will: Assist the anti-corruption team in monitoring the implementation of country level projects in at least 10 countries. Assist in putting in place reliable M&E methodologies to measure the progress, document good practices and lessons learnt. Assist the global team to provide support to UNDP country offices by tracking the service request received (e.g Bangladesh, Cambodia, Myanmar). Assist with the coordination of global programmes s global advocacy and awareness related activities with internal and external partners. Coordinate UNDP-UNODC anti-corruption day campaign. This includes support in developing campaign themes and advocacy materials, coordinating with UNODC and other partners, developing template for EOIs and serving as a focal point of the campaign. Support the global anti-corruption team in the preparation of UNDP s participation and representation at the major internal fora such as the International Anti-corruption conference (IACC), and Conference of the State Parties (COSP) to UNCAC. Liaise with both internal and external partners to organize side events and launch knowledge products. Liaise with other UN agencies and partners to engage on global advocacy and partnership events at the UN General Assembly and other major global conferences and events such as the CSW and ECOSOC meetings. Support the global anti-corruption team and engage on strengthening global partnership on anti-corruption. Support the Policy Advisor and Project Manager in various project related activities such as assisting with the capacity building processes, including the development of tools and other skill development resources and the 2

3 implementation of training programmes, collecting best practices for sharing with other regions through existing networks and developing databases and rosters of experts, institutions and training materials. Carry out other duties as assigned by the supervisor. IV. Training and Learning As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities: Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment Use of yearly JPO duty-related travel and training allocation (DTTA) In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office: To participate in the training opportunities provided by UNDP; to take the online courses provide by the UNDP s talent management unit and to participate in UNDP partner s training programmes on anti-corruption. Upon completion of the two-year assignment, the candidate will be able to: Acquire good broad knowledge and analytical skills of democratic governance issues and a more in-depth substantive knowledge of the anti-corruption programming; Appraise and prepare projects addressing the development of knowledge tools on anti-corruption; Write assessment reports on anti-corruption programme related areas; Monitor and evaluate progress of global programme implementation. VII. As reflected in UNDP s Strategic Plan ( ), anti-corruption is one of the priority areas of UNDP. Because of the near universal ratification of UNCAC as well as the global development discourse such as the 2030 agenda and the Sustainable Development Goals (SDGs), the demand for the policy and programme support on anti-corruption is very high. To respond to the growing demand, UNDP is currently implementing its Anti-Corruption for Peaceful and Inclusive Societies (ACPIS) global programme ( ), which aims to provide policy and programme support on anticorruption to UNDP programming countries through UNDP Country Offices (COs) and Regional Hubs based in Bangkok, Istanbul, Addis Ababa, Panama and Amman. The overarching objective of ACPIS is to support countries to strengthen anti-corruption institutions and civic engagement mechanisms to increase transparency, accountability and anticorruption by: (1) Integrating anti-corruption solutions in service delivery to contribute to development goals such as the SDGs; (2) Strengthening state/institutional capacity to implement UNCAC and prevent corruption, (3) Enhancing civic engagement, youth and women s empowerment for increased transparency and accountability at national and local levels. ACPIS works with both state and non-state actors (both demand and supply side of governance/anti-corruption) to strengthen integrity, transparency and accountability. ACPIS applies three pronged approach: Corruption risk mitigation approach (identifying major corruption risks in each sectors such as health and education and support for the implementation of a mitigation plan), social accountability approach (strengthening service monitoring and 4

5 oversight by communities) and empowerment approach (strengthening youth and women s networks). ACPIS also facilitates the south-south and triangular exchange of anti-corruption knowledge (e.g., sharing Singapore s experiences on combating corruption). Based in Singapore under the UNDP Global Policy Center for Public Sector Excellence, ACPIS currently has four global level staff (2 full time staff + 2 consultants), 5 regional focal points and more than 40 countries currently being supported. In terms of global advocacy, UNDP has been successfully launching the International Anti-corruption Day campaign together with UNODC since The campaign has reached more that 300 million people around the world. Similarly, UNDP working together with other partners has been very visible through its global research and advocacy through the major fora such as the Conference of the State Parties to UNCAC, the International Anti-Corruption Conference, UNDP s Global Policy and Programme Dialogue and the special events at the General Assembly. The JPO will be placed in Singapore under the UNDP Global Policy Centre for Public Sector Excellence.
