2 Vice Principal Curriculum Introduction and Welcome from the CEO and Principal of the College Dear Candidate, Thank you for your interest in Peterborough Regional College and the role of Vice Principal Curriculum. This is an exciting time for the College because we intend to grow. The population of Peterborough continues to increase, especially in the age group from which we are likely to draw most of our future learners. Our strategy is to increase our provision to meet their needs; become even more financially resilient by growing turnover; and reduce our dependence on government funding by diversifying income. Student success is our highest priority but my background is not in the Further Education sector. For both those reasons, it is really important that you have a strong track record of success in a senior curriculum role and that you understand the sector inside out. This role is ideal for those who enjoy variety and can deal effectively with complexity. We have our own nursery, a sizeable core FE provision on a large fixed site, we sponsor a UTC on our own campus, have strong subsidiary companies and a highly successful University Centre with circa 750 undergraduates. Your core FE and curriculum experience will be key but we are not looking for a micro-manager: you must be an effective leader with great communications skills, have integrity beyond reproach and the confidence to delegate. Please don t rely on regurgitating our information pack at interview; I am far more interested in your ideas. How, for example, would you drive up success rates in English and Maths in a region where prior attainment is poor and teacher recruitment challenging? We have an OUTSTANDING Financial Health Rating from the SFA because the College has a great reputation that underpins strong student recruitment and has continually adapted to changes in government policy and market forces. But it is a long time since we had an OFSTED inspection and achievement rates have declined; how would you go about improving performance in areas that require significant improvement? 3 About Peterborough Regional College Raising Aspirations, Realising Potential and Inspiring Success Peterborough Regional College is a medium sized College (turnover circa 27M), with a wide range of further education and higher education courses. It serves the city of Peterborough, a local unitary authority and the surrounding areas which include rural and semi-rural areas. The main campus is in a residential area approximately half a mile from the city centre and there are two smaller sites where media and journalism, employability and basic skills courses are offered. In any given year, the College offers education and training to over 9,000 learners (circa 7,000 at any one time) providing a wide range of courses to suit the needs of learners and employers; this includes vocational programmes, part-time adult courses, apprenticeships, higher education and professional training tailored to both individual and employer requirements. The College is a member of several National Skills Academies and is outward looking for new opportunities and partnerships. Peterborough is a rapidly growing city with population growth that is the third highest in the UK. In the 2012 census the population had grown to 186,400, the fastest growth in the East of England. This includes growth in the youth population and so we are keen to ensure that we provide choices for young people aged 16 into college or an apprenticeship. The business population of Peterborough is dominated by SMEs and there is a higher than average rate of business start-up success. The College continues to recognise the value and importance of collaborative working. We favour working with public, private and third sector organisations wherever this best meets the needs of learners and employers. The College employs approximately 750 people from a diverse range of backgrounds. Outcomes for learners have declined since our last OFSTED inspection in January 2012 when we were rated us as good with outstanding features. Robust measures to improve performance, introduced in April 2016, are making a positive difference but we are not content with our current achievement rates and driving hard to deliver significant improvements. 3

5 Extracts from the PRC Self-Assessment Report Strengths Leaders, managers and governors now have a very clear understanding of the reasons why achievement rates declined The new Principal and the senior management team have identified priorities for the College, have allocated resources to address these effectively, and have implemented incisive strategies to address weaknesses in all areas and at all levels Safeguarding is strong and extremely effective A much stronger management structure is in place and working closely with staff and partners at all levels to ensure success Staff have pride in their work and a renewed focus on improving success for all learners Adult learners receive better learning experiences that help them progress into further learning and work Teaching, learning and assessment (TLA) are good in Hospitality and Public Services, Travel and Sport and Business Through strong partnership working, leaders and managers have developed a curriculum that meets the needs of employers well and was formally underwritten by the Local Enterprise Partnership The College plans programmes that meet the changing needs of the local community well Areas for Improvement Poor use of data by managers to monitor, measure and set realistic targets for improvement Poor operational management in too many curriculum areas where managers failed to demonstrate ownership, accountability and responsibility Too few learners achieve their qualification, on both study programmes and apprenticeships, in a timely manner Retention is too low on many programmes because of poor Information, Advice and Guidance (IAG), low attendance and too much uninspiring teaching and learning Learners in 16 to 19 year old study programmes and apprentices do not make good progress in developing their English and mathematics skills and passing their examinations Learner attendance at lessons is too low, particularly in English and mathematics Too few 16 to 19 year old learners participate in high-quality external work experience or progress to higherlevel study or apprenticeships Too few learners achieve high grades resulting in poor value -added progress overall The quality of teaching and learning is too varied across the academies Too many learners are insufficiently challenged to make the progress they are capable of 5

7 Job Title Department Reporting to Direct Reports Member of Vice Principal, Curriculum Senior Leadership Team (Designated Senior Postholder) CEO and College Principal Academic Directors, Executive Director Students, English and Maths Director Senior Leadership Team, Extended Leadership Team, College Leadership Group, attendance at Corporation Board & Committees Job Purpose This key senior postholder role is responsible for curriculum development, standards of delivery, achievement, outcomes and welfare for all our learners (non-apprenticeship) and for the College nursery. The post holder will provide motivating, dynamic leadership in implementing the College s strategic objectives and raising learner outcomes across the College. They will also be responsible for maintaining quality of provision and supporting the College in its ultimate aim of achieving Ofsted outstanding criteria. Key Responsibilities Meet the College s ambitious targets for growth in learners, in the 14-19, employer, full cost and Higher Education (HE) areas. Work with the Principal and University Centre Peterborough (UCP) Academic Director in developing HE with Anglia Ruskin University within UCP. Raise College success rates to support our aim to meet Ofsted outstanding criteria and also meeting the College Strategic Plan Success Measures. Develop the curriculum offer and work with managers to ensure that resources are allocated effectively and efficiently to support the work of academic staff and learners. Maintain effective working relationships with a number of outside agencies and stakeholders including schools, academies and employers. Drive learner support services for curriculum and apprenticeships to maximise achievement. Lead on external inspections and oversee the management of inspection processes to include Ofsted and the British Council, and the implementation of post inspection action plans, and support the Annual Provider Review and HEFCE Assurance review. Ensure effective learner voice and employer feedback is utilised in quality improvement and raises FE Choices scorings. Support the Greater Peterborough University Technical College (GPUTC) on curriculum matters in accordance with PRC s sponsor role. Key Accountabilities 7
8 To act as a role model and provide leadership, motivation and direction for all staff within the span of control of the post. To ensure that the College s curriculum offer is delivered to agreed standards and within budget. To improve the learner experience through raising standards of teaching and learning and assessment support and curriculum offer. To set and meet strategic delivery budgets for all areas of FE curriculum and related curriculum delivery. To work closely with College managers at all levels and particularly the Senior Leadership Team to ensure that communication throughout the organisation is maintained at effective levels. To ensure sound and purposeful relationships are developed and maintained with partners and stakeholders including key external agencies, local authority, partners and business in order to increase the profile, quality, relevance and profitability of the College s provision. To take the lead on developing and delivering the College s curriculum strategy, ensuring that learners, clients and customers are at the heart of its activities; that the College curriculum is shaped to meet Government and regulatory requirements; and that it is positioned to extract maximum benefit from funding through the SFA, EFA, ESF, LEP and other initiatives. To act as curriculum lead professional in the College s Senior Leadership Team, to influence and contribute to the creative development and successful implementation of innovations in the curriculum, including HE, which meet the College strategic aims and objectives and which benefit the learner. To provide clear leadership in the development of curricula to match expanding College activities. To meet the targets set in the College s Strategic Plan and Capital Strategy as agreed by the Corporation Board, ensuring innovation in maximising learner experience. To lead on planning for delivery to meet learner numbers and funding targets annually, implementing the College s open access admissions policy. To drive the delivery of non-funded activity to support the increased targets for income generation. To ensure the College s portfolio from entry level to HE meets the needs of a wide range of individuals from age 14 upwards, business clients and relevant organisations matching local market intelligence that also meets College recruitment targets and business objectives. To work with the College Senior Leadership Team in developing an innovative and entrepreneurial culture amongst College staff, within a practical risk assessment framework, with appropriate financial controls and ensuring budgets are met. To monitor and control College budgets relevant to the post, ensuring agreed financial targets are achieved and that College financial regulations are fully complied with. To lead the design of learning programmes in accordance with funding methodology and include work experience elements to raise learners skills To take the lead in the College s annual Self- Assessment Regime, thereby producing a College Self- Assessment Report that meets the requirements of relevant inspecting bodies. To initiate appropriate project management groups and committees relating to emerging opportunities across all delivery areas and to ensure that College curriculum activities are managed effectively and efficiently. To contribute to and ensure College risk management, audit, health and safety, safeguarding, the Prevent duty and equality and diversity policies, objectives and regulations are adhered to, mainstreamed and considered as part of decision making. 8
9 To maintain high quality curriculum standards and report performance regularly to the Corporation Board. To represent the College externally and work with the other members of the Senior Leadership Team in the delivery of a shared vision. To line manage the Academic Directors and the English and Maths Director in the day to day management of their curriculum, including monitoring of key performance targets to improve quality of provision. To lead the further development of College Study Programmes for year olds, including the changes in English and Maths attainment. To lead on the management, review and evaluation of FE in line with the common inspection framework. To lead on the development and management of the student work experience policy and procedures to maximise student employability and meet targets. To oversee strategic planning and resource deployment in departments including course hours, timetabling and staff teaching hours and staff deployment in line with College policies and procedures. To oversee the implementation of SEND within the Curriculum. Any others duties commensurate with this post as assigned by the Principal.
