1 JOB DESCRIPTION Job Title: Department/Location: Construction IRHA Admin Office and Remote/Rural Project Sites Status: Full Time SOC code: FLSA Classification: Non Exempt Reports to: Energy & Weatherization Administrator EEO-1: Professionals Summary: Responsible for completing assessments of residential housing for health, safety, and energy upgrades. Data entry into AKwarm energy software and cost analysis will be completed to prioritize needed tasks for dwelling. Scope of work to be determined and materials/labor take-offs completed. Responsible for educating clients on upgrades and purpose of each weatherization and energy measure. Complete final inspections of work performed and receive client feedback of weatherization process. Responsible for completing future recertification training. Essential Functions: Administrative Normal Work Hours and Days: Regular hours are 8AM to 4:30PM Monday through Friday, however days and hours vary based on project schedules, locations and workload. Approved by: Date: Effective Date: Provide accountability and regular reporting of program and other activities to supervisor. Promote and ensure industry safety standards and regulatory compliance, in unison with Alaska Housing Finance Corporation regulations. Track/monitor projects and activities including weatherization process. Work closely with construction departments, staff, and clients in order to ensure coordinated project activities and timely completions. Frequently travel into remote villages in the TCC/Doyon region to conduct assessments, planning, and education on weatherization and energy. Provide technical assistance to IRHA management and department heads related to weatherization aspects of projects and activities, as needed. Provide cost estimates for materials and services. Prepare work orders, reports, timesheets, material/equipment procurement and other inventory control methods. Make estimates of labor, time, and materials.

2 Coordinate pre-weatherization activities, to include planning, cost estimates, scope of work and scheduling with the E & I Administrator. Develop and recommend appropriate energy conservation strategies and alternative energy techniques to promote sustainable living in the village communities IRHA serves. Participate in training and professional development to build required knowledge in field as well as obtain certifications and other relevant accreditation related to the weatherization field. Coordinate purchasing activities and oversee functions including ordering, procuring, receiving, storing, inventory control and distribution of supplies and materials for projects. Weatherization Functions Review client files for accurate information eligibility. Complete the diagnostic test report for assessments. o Communicate with client concerning dwelling problems. o Document client expectations of program. o Determine ventilation guidelines and blower door target. o Test refrigerator for electric usage. o Inspect for smoke and carbon monoxide alarms, if need install. o Inspect and document location of fire extinguishers. o Examine dryer, range hood and bath fans for proper venting to exterior. o Document insulation and structural components of thermal shell. o Visually inspect condition of roof, document materials. o Measure home to determine square footage and volume. o Measure windows/doors and record type, glazing, condition, etc. Conduct maximum depressurization test for each combustion appliance Complete efficiency test on heating appliances Test carbon monoxide levels at range and water heater if applicable Document lights and wattage Document water heater type and insulation level Inspect faucets and toilet for water usage Conduct blower door test. Complete zonal pressures as applicable Complete pressure pan testing as applicable Page 2 of 6

3 Conduct GVEA HomeSense as part of assessment. Initiate heating subcontractor work as needed. Complete AKWarm energy rating on each dwelling. Complete cost/payback analysis on each suggested measure. Determine measures to complete on dwelling. Complete material take-off on each measure. Record specific contractor instructions to complete tasks. Act as a liaison between crews and client as needed. Inspect final work and record owner completion Instruct client weatherization workshops as required Travel as required for both assessments and training Complete special tasks as assigned by Supervisor Assessment records and reports are prepared, maintained, and typed accurately and in a timely manner. Assessment diagnostic tests are completed accurately. Work for crew is clearly stated, prepared and ready. Supervisor is appropriately informed of assessment/weatherization activities. Clients are educated on energy, health, and safety, and building science topics. Inventory is maintained and tracked accurately. Other Tasks: Provide assistance to other departments with projects as appropriate. Perform other duties as assigned. Supervisory Responsibilities: None. 4 Education and/or Experience: Minimum: Bachelors degree or four years of related work experience Experience creating scopes of work and completing labor/material takeoffs Two (2) years or 4,000 hours of education, training, and experience in one or more of the following areas: o Residential construction o Residential architectural or design services o Weatherization assessor o ICBO combined dwelling inspector o Residential energy auditor o Residential energy efficiency Preferred: o Alaska Certified Energy Rater (or obtain within 1 year of employment to include the following) o Completion of one (1) class or workshop in energy efficient building construction in cold climates such as ABSN s Cold Climate Homebuilding, ACHP s Cold Climate Building Techniques, ABSN s Weatherization Technician 1, U of A s Arctic Engineering ; or other AHFC approved programs o Completion of an approved air tightness testing workshop such as those conducted by ABSN or ACHP o Completion of AKWarm software training as offered by ABSN o Completion of Home Energy Rater training as offered through ABSN o Submit first five energy ratings to ABSN for review. Submittals should include completed AKWarm Data Collection sheets; the AKWarm input file (on 3.5 floppy); blower door test printouts; and any notes, sketches, and calculations. For As-Is ratings, the input file must include the recommended improvements. o Bi-Annual recertification training. This may include training provided by AHFC; conferences such as Affordable Comfort, EEBA. Skills, Knowledge and Abilities: Knowledge of computers and us of keyboard (large part of job) Energy conservation and weatherization education Construction knowledge of residential dwellings Electrical conservation knowledge Use of general office equipment (copiers, fax, scanners, etc.) Must be diligent and accurate with files Page 4 of 6

Knowledge of relevant regulations, policies, procedures, and strategies to ensure environment and safety standards, including occupational hazards and safety precautions, industry standard practices and procedures involved in building and modernization efforts. Ability to perform a variety of tasks involving strenuous manual labor. Knowledge of and ability to apply first aid. Ability to see and record written information and maintain required record keeping. Ability to communicate information in writing so others will understand. Ability to effectively understand and communicate verbally with others. Ability to understand and follow written and verbal instructions. Ability to work independently with little supervision. Ability to effectively provide guidance and supervision to project employees as needed. Ability to ensure that proper safety and incident reporting procedures are followed. Ability to meet project schedule with dependability and consistency. Ability to wear protective clothing. Ability to work long days/hours and in inclement weather conditions. Ability and willingness to travel extensively to remote areas, including extended and overnight travel, in performing functions of this position regardless of the time of year. Physical Requirements: Ability to consistently operate and maneuver office and computer equipment. The ability to maneuver (move, push, pull) up to 50lbs and lift up to 100lbs of materials/supplies off trucks/planes. Ability to climb on and off equipment and structures. Ability to operate tools and equipment for long periods. Frequently climb ladders. Some crawling and crouching. Frequent long periods of walking and standing during site visits/inspections. Requires good manual dexterity and multi-limb coordination. Ability to work long days/hours and in remote and urban areas and in adverse weather conditions. Ability to operate a vehicle. Page 5 of 6

6 Working Conditions: Most work is performed at project sites, with generally loud noise levels. Must be able to work outdoors in inclement weather conditions for extended periods of time. Some work is performed in the administrative office environment with quiet to moderate notice level. Extensive air and ground travel to and from remote job sites, requiring extended and overnight travel.
